 According to comprehensive foreign media reports from the Taiwan Economic Daily, U.S. President-elect Biden took office on the 20th. Analysts believe that the Biden administration may prioritize technology issues, including Section 230 of the Communications Standards Act, network neutrality, and artificial intelligence (AI). As for Biden's technology policy toward mainland China, it may continue the previous administration's strategy.

Specifically, the core content of Section 230 of the U.S. Communications Standards Act is that Internet companies do not need to be held responsible for the actions of users. The Biden administration believes that since Internet companies can control what content users watch, they should also be responsible for what users can and cannot see. According to the Associated Press, the Biden administration will require Facebook, YouTube and others to be responsible for the content of their websites.

The principle of network neutrality means that network infrastructure should treat all data equally in terms of data transmission speed. However, advocates of network neutrality point out that broadband and wireless network providers have made many adjustments and believe that network neutrality has been challenged since 2017. To restore network neutrality, analysts predict that the Biden administration may introduce a series of new regulations, including abolishing the zero-rate plan and reviewing the practice of network service providers charging content distribution fees to content providers such as Netflix and YouTube.
