On September 23, the Guangdong Provincial Development and Reform Commission publicly solicited opinions on the "Guangdong Provincial New Energy Storage Power Station Construction and Operation Management Measures (Draft for Comments)".
The document proposes that the "Management Measures" apply to new energy storage power stations in Guangdong Province that are connected to the public power grid with a voltage level of 10 (6) kilovolts or above and provide services to the outside world. The planning, construction and operation of other new energy storage power stations shall refer to these measures.
The "Management Measures" cover all aspects of energy storage power station planning, filing, construction, grid connection, safety and emergency response.

In order to standardize the planning, construction and operation of new energy storage power stations in our province and promote the orderly, safe and healthy development of new energy storage power stations, our commission has drafted the "Guangdong Province New Energy Storage Power Station Construction and Operation Management Measures (Draft for Comments)". Now we are soliciting public opinions from September 24 to October 11, 2024 (10 working days). Chapter I General Provisions
Article 1 These Measures are formulated in accordance with the Electricity Law of the People's Republic of China, the Administrative Licensing Law of the People's Republic of China, the Electricity Supervision Regulations, the Regulations on the Approval and Filing Management of Enterprise Investment Projects, the Management Specifications for New Energy Storage Projects (Interim), the Guiding Opinions on Accelerating the Development of New Energy Storage, the Notice of the General Office of the National Energy Administration on Strengthening the Safety Management of Electrochemical Energy Storage Stations, the Notice of the National Energy Administration on Issuing the Interim Provisions on the Supervision and Management of the Quality of Power Construction Projects, the Guiding Opinions on Promoting the High-Quality Development of the New Energy Storage Industry in Guangdong Province, and the Several Measures for Promoting the Development of New Energy Storage Stations in Guangdong Province, and other laws, regulations and policy documents, in order to standardize the planning, construction and operation of new energy storage power stations, promote the orderly, safe and healthy development of new energy storage power stations, support the construction of new power systems, and promote the high-quality development of the new energy storage industry.
Article 2 New energy storage power stations refer to various types of energy storage power stations that mainly export electricity, except for pumped storage power stations. They are important power facilities for building a new power system. The planning, construction and operation of new energy storage power stations are guided by meeting the regulation needs of the power system in the province, and serve the needs of new power system construction and new energy development. These measures apply to new energy storage power stations in Guangdong Province that are connected to the public power grid with a voltage level of 10 (6) kilovolts or above and provide services to the outside world. The planning, construction and operation of other new energy storage power stations shall refer to these measures.
Article 3 The Provincial Energy Bureau is responsible for guiding the planning, layout, construction and operation of new energy storage power stations in the province. The energy and power authorities of various cities are responsible for formulating the planning and construction plan, annual construction plan and project construction and operation supervision and management of new energy storage power stations in their jurisdiction. Power grid companies cooperate with energy and power authorities at all levels to do a good job in the planning, layout and site selection of new energy storage power stations, and are responsible for the grid connection, dispatching and operation of new energy storage power stations. Functional departments at all levels such as development and reform (energy and power), natural resources, ecological environment, housing and urban-rural construction, market supervision, fire rescue, and the dispatched agencies of the National Energy Administration shall perform the work of project filing, planning and site selection, land use, environmental impact assessment, energy assessment, quality supervision, fire inspection, standard system, grid connection safety, electricity market trading, safety supervision, etc. of new energy storage power stations in accordance with their duties. The owner of the new energy storage power station (project legal person) is the responsible entity for the construction and operation of the new energy storage power station. It is necessary to do a good job in project site selection, construction, and operation in accordance with the government's planning and layout guidelines, construction plans and grid requirements, and ensure the quality of power station construction and operational safety.
Chapter II Planning Guidance
Article 4 The Provincial Energy Bureau, together with Guangdong Power Grid Company and Shenzhen Power Supply Bureau, will organize research on the scale and layout of new energy storage construction in accordance with the national new energy storage development policy, combined with the province's new power system planning, new energy planning and construction, power grid planning and operation regulation needs, and formulate planning and layout guidelines for independent energy storage power station projects in the province. It will also adjust the planning and layout guidelines on a rolling basis based on actual conditions to guide the scientific and reasonable layout and construction of new energy storage power stations.
Article 5: In accordance with the provincial new energy storage power station planning and layout guidelines, the energy and power authorities of various cities and municipalities shall, at the beginning of each year, work with power grid companies and relevant departments such as natural resources to comprehensively consider the local system regulation needs, project construction needs, and land, safety, and grid connection conditions, study and determine the city's new energy storage construction needs, formulate the city's new energy storage power station planning and construction plan and annual construction plan, and submit them to the Provincial Energy Bureau for summary, and include them in the "one map" information platform for national land space planning according to procedures. The Provincial Energy Bureau organizes Guangdong Power Grid Company and Shenzhen Power Supply Bureau to conduct scientific evaluation and demonstration of the annual construction plans of various cities and municipalities based on the operation needs of the province's power system, project functional positioning and technical solutions, and standardize the access system review and grid connection for projects suitable for construction.
Article 6 The annual construction plan for new energy storage power stations shall include basic information such as project name, construction location, technical plan, construction scale, construction start time and commissioning time. Projects included in the annual construction plan shall have clear functional positioning, technical plans shall comply with relevant standards and specifications, and promise to start construction within one year after inclusion in the annual construction plan, and promise to be completed and commissioned according to a reasonable construction period.
Article 7 The energy and power management departments of all cities and municipalities shall, together with power supply enterprises and project units, promote the implementation of the annual construction plan for local new energy storage power stations, and revise the plan in a timely manner based on actual conditions, do a good job in project reserves and supervision and management, and urge projects to start in a timely manner and be completed and put into production in a reasonable schedule.
Article 8 The proposed independent energy storage power station project should be based on the provincial planning layout guidance, fully demonstrate the necessity and feasibility of the project construction, and focus on project planning and site selection, construction scale, construction conditions demonstration and market demand analysis in accordance with the planning and construction plans and annual construction plan requirements of each city, and implement grid connection conditions. New energy storage power stations on the power supply side must be included in the annual construction plan of new energy storage power stations in the city where they are located.
Article 9 The planning and site selection of new energy storage power stations must strictly comply with relevant laws, regulations and national (industry) standards, and should fully consider safety conditions. It is strictly prohibited to set up in high-rise buildings, commercial complexes, crowded places and places with dust and corrosive gases. It should not be adjacent to or set up in places where flammable and explosive dangerous goods are produced, stored, and operated. It should not be set up in the protection zone of important overhead power lines. Lithium-ion battery factories should not be built underground or semi-underground.
