On September 30, the Changchun Municipal Science and Technology Bureau issued the "Changchun Carbon Peak and Carbon Neutrality Science and Technology Innovation Action Plan", which will promote the high-quality and scheduled realization of carbon peak through the implementation of 11 special actions such as the energy green and low-carbon transformation science and technology support action.

The document proposes to make innovative research on energy storage technology one of the key tasks: promote the construction of large-capacity emerging energy storage projects such as carbon dioxide energy storage, compressed air energy storage, and electrochemical energy storage; explore the demonstration application of supercapacitor energy storage, new energy phase change energy storage materials and hybrid energy storage technology, liquid flow batteries and other technologies.

Changchun City Carbon Peak and Carbon Neutrality Technological Innovation Action Plan

I. Guiding Ideology

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th and 20th National Congresses of the Communist Party of China and the important speech and important instructions of General Secretary Xi Jinping during his inspection of Jilin, base ourselves on the new development stage, implement the new development concept, and build a new development pattern. We will implement the "one main and six dual" high-quality development strategy and the innovation-driven development strategy, focus on key core technologies in key areas such as energy, industry, urban and rural construction, transportation, and negative carbon, innovate scientific research systems and mechanisms, build a market-oriented carbon peak and carbon neutrality technology innovation system, promote low-carbon cutting-edge technology research and industrial iteration and upgrading, seize the technical commanding heights of carbon peak and carbon neutrality, promote economic and social development based on efficient resource utilization and green and low-carbon development, and actively and steadily promote Changchun to achieve the carbon peak and carbon neutrality goals as scheduled.

II. Main Objectives

到2025年,绿色低碳技术研发和推广应用取得新进展,绿色低碳技术创新体系初步构建,绿色创新驱动发展能力显著增强,重点产业、主体绿色创新水平显著提高,支撑单位地区生产总值二氧化碳排放完成省下达任务目标、单位地区生产总值能源消耗完成省下达任务目标和非化石能源消费比重完成省下达任务目标,为2030年前碳达峰奠定坚实基础。

Looking ahead to 2030, key breakthroughs will be made in green and low-carbon technologies, the green and low-carbon technology innovation system will be continuously improved, and key core technologies such as renewable energy, energy storage, hydrogen energy, CCUS, and ecological carbon sinks will reach the domestic advanced level, driving carbon dioxide emissions per unit of GDP to drop by more than 65% compared with 2005 and the proportion of non-fossil energy consumption to meet the provincial task targets, providing high-quality support for our city to achieve carbon peak as scheduled.

III. Key Tasks

1. Science and technology support actions for green and low-carbon energy transformation

The overall energy development strategy of focusing on one goal, building two areas, improving three networks, and implementing ten major projects to create a base is based on the city's resource endowment. We insist on building before breaking, focusing on the clean and efficient use of fossil energy, promoting the diversified development of renewable energy, creating a smart and efficient energy system, and building a clean, safe, and efficient energy security system. We will strengthen the research and development and application of advanced energy technologies, and improve the construction of an energy science and technology innovation system that adapts to the goals of carbon peak and carbon neutrality. We will seize the strategic direction of green, low-carbon, and intelligent development, strengthen the research and development, introduction, and application of new energy power generation technologies such as hydrogen energy storage and utilization, high-performance fuel cells, biomass energy utilization, "Internet +" smart energy, large-capacity energy storage, CCUS technology, high-efficiency solar power generation, and large-capacity power generation, promote the transformation of technological achievements, and drive industrial transformation and upgrading with technological progress.

Column 1: Technologies supporting green and low-carbon energy transformation

New wind and solar technologies. Improve the accuracy of wind and solar resource predictions and wind and solar power generation predictions, and enhance the active support capabilities of wind and photovoltaic power generation and their ability to adapt to power system disturbances; explore the preparation and industrial production technologies of a new generation of high-efficiency and low-cost photovoltaic cells, such as high-efficiency silicon-based photovoltaic cells and perovskite solar cells; develop new solar photovoltaic components, such as photovoltaic inverters and insulated gate bipolar transistors; develop and promote new technologies for improving efficiency and reducing consumption of solar photovoltaic panels and photovoltaic-solar-thermal-geothermal integrated cooling, heating and power cogeneration technologies; and develop bionic anti-reflection photovoltaic technologies.

Diversified biomass utilization technology. Accelerate the production of straw fuel, promote the research and development, testing, application and industrialization of biomass pellet processing technology and processes; coordinate the planning of biomass natural gas technology research and development, application and project construction, and form a diversified application model that is integrated into the urban gas pipeline network and vehicle gas, boiler fuel, power generation, etc.

Hydrogen energy technology. Focusing on the construction of "two major bases and one corridor", Changchun will be built into a base for innovation, research and development, equipment manufacturing, and commercial application of the hydrogen energy industry. We will increase our efforts in hydrogen energy technology research and development, and strive to achieve independent control in the core technology fields of PEM hydrogen production and fuel cells. We will use hydrogen energy to develop downstream industries such as green synthetic ammonia, green methanol, and green refining.

Energy storage technology. Focusing on the technical and equipment needs to support new power systems, we will promote the research of energy storage theory and key materials, units, and modules with shortcomings in technology, accelerate the realization of core technology independence, and promote the research of electrochemical energy storage safety technology; adhere to technology diversification, promote the continued reduction of costs and commercial-scale application of relatively mature energy storage technologies such as lithium-ion batteries; promote the construction of large-capacity emerging energy storage projects such as carbon dioxide energy storage, compressed air energy storage, electrochemical energy storage, solar thermal units, and pumped storage; explore the demonstration application of flywheel energy storage, large-capacity new molten salt energy storage devices, supercapacitor energy storage, new energy phase change energy storage materials and hybrid energy storage technology, flow batteries and other technologies, and carry out research and demonstration application of hydrogen storage, heat storage and other innovative energy storage technologies.

Smart grid. Focusing on improving the intelligence level of power supply capacity, we actively explore and research the source-grid-load-storage coordinated planning technology, high-proportion new energy power grid operation control technology, multi-level power grid and high-proportion distributed power distribution network form and management and control system construction and operation technology, multi-integrated power equipment panoramic situation awareness technology, power system simulation and efficient operation technology, AC/DC hybrid distribution network technology, support the construction of a strong, orderly, flexible and reliable distribution network, as well as the construction of Changchun power grid and power supply capacity improvement project, and promote the upgrading and transformation of rural power grids that support clean heating.

2. Low-carbon and near-zero-carbon industrial process reengineering technology breakthrough action

In response to the low-carbon development requirements of our city's high-energy-consuming industries such as steel, petrochemicals, nonferrous metals, and building materials, we will lead the recycling of resources with raw material and fuel substitution, short-process manufacturing, and integrated coupling of low-carbon technologies as the core. Aiming at reducing carbon emissions throughout the product life cycle, we will strengthen the production of high-quality industrial products and the research and development of key technologies for circular economy. We will implement full-process clean, circular, and low-carbon transformation of high-carbon industries to promote the low-carbon transformation of traditional manufacturing. We will promote advanced and applicable green production technologies and equipment in key industries to improve the level of advanced industrial foundations and modernization of industrial chains. We will actively apply information technologies such as the Internet of Things, big data, and cloud computing to establish a green supply chain management system. We will focus on green products, green factories, green parks, and green supply chains, and strive to build an efficient, clean, low-carbon, and circular green manufacturing system.
