In order to fully implement the major strategic decisions of the Party Central Committee and the State Council on promoting the realization of carbon peak and carbon neutrality and ensuring energy security, conscientiously implement the decisions and deployments of the provincial party committee and the provincial government, accelerate the construction of a new energy system, promote the green and low-carbon transformation and upgrading of the power system to achieve high-quality power development, optimize the spatial layout of productivity, improve the level of clean energy utilization and the operation efficiency of the power system, actively explore the implementation path of the "source, grid, load, and storage" integration, and combine the actual situation in Xinyang to formulate an implementation plan for the construction of the "source, grid, load, and storage" integrated project in Xinyang City.
I. Guiding Ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the important speech and important instructions of General Secretary Xi Jinping during his inspection of Xinyang, fully, accurately and comprehensively implement the new development concept, follow the new energy security strategy of "four revolutions and one cooperation" as the fundamental principle, and take the development of new energy as the main means to optimize the energy supply structure and an important support for promoting industrial development. We will strengthen municipal-level coordinated and centralized allocation, actively introduce market players, explore and utilize new technologies, new equipment, and new models, systematically promote the integrated construction of "source, grid, load, and storage", cultivate and expand the new energy industry, and accelerate the construction of a clean, low-carbon, safe and efficient modern energy system, contributing to the solid promotion of Xinyang's practice of Chinese-style modernization.
2. Work Objectives

According to local conditions, we will adopt wind power, solar energy and other energy types to complement each other, and appropriately increase a certain proportion of energy storage, coordinate the planning, design, construction and operation of various power sources, and promote the new green development of industry with the integrated project of "source, grid, load and storage".
3. Work Requirements
1. Implementation Entity
The main implementers of the project should be electricity users, with a focus on supporting industrial enterprises with large electricity loads (mainly large electricity loads during the day) and which implement industrial and commercial time-of-use electricity prices.
2. Construction Model
Adhere to diversified investment. Project owners can choose to develop and construct independently, or entrust professional teams to develop and construct in the form of contract energy management. It is encouraged that the construction units of the "source-grid-load-storage" integrated project sign contract energy management with the provincial comprehensive energy service company, which will be dispatched and operated uniformly by the comprehensive energy company. The self-investment or contract energy management model of the enterprise shall be filed by the electricity user, who shall bear the corresponding safety responsibilities, and the registered grid connection model shall be "self-generation and self-use".
(III) Construction Content
Rooftop photovoltaic (registered with the local Development and Reform Commission). It can be constructed on the roofs of the company's own or surrounding fixed buildings and their ancillary facilities.
Distributed wind power (according to the development plan issued by the provincial development and reform commission and approved by the local development and reform commission). It can be built on the company's own or surrounding land, and the total capacity should not exceed 50 megawatts.
Energy storage facilities (managed by the project library and filed with the local Development and Reform Commission). The project should achieve self-generation and self-use of the generated electricity through reasonable configuration of energy storage and other adjustment measures. The specific configuration ratio is determined by the project owner, and no unified requirements are made.
4. Grid access
New energy projects should be directly connected to the 110 kV and below distribution facilities on the power load side. The new energy supporting access project is invested and constructed by the enterprise to ensure that the access project matches the project construction progress. After the project construction is completed, the power supply company will inspect the on-site energy storage facilities to see if they meet the conditions for meter installation and grid connection. Low-voltage energy storage facilities need to be installed with grid-connected cabinets, equipped with installation locations for meters, terminals, and transformers, and equipped with intelligent control main switches. Meters, terminals, and transformers are provided by the power grid. High-voltage energy storage facilities require enterprises to install current and voltage transformers that meet the requirements by themselves.
(V) Project formalities
1. Photovoltaic "source-grid-load-storage" integrated processing procedures
For photovoltaic power generation projects that do not use new land and are built using fixed buildings and their ancillary places, the original project management mechanism shall be followed. Among them, photovoltaic power generation projects below 6,000 kilowatts (including household photovoltaic projects) shall be built by themselves after filing; projects of 6,000 kilowatts and above shall be implemented after demonstration by power grid enterprises and shall be included in the management scope of Henan Province's new energy project library. The project library is divided into a reserve library, a preliminary library, and a construction library. It is implemented at the provincial level and managed at the provincial, municipal and county levels. It is promoted in batches and implemented in steps according to the development idea of "reserve a batch, mature a batch, and build a batch". In accordance with the principle of "independent development and self-risk bearing", the owners of each project fully consider factors such as land use policies and consumption conditions, implement relevant conditions and apply for entry into the library at the county level. The information of the projects that have been entered into the library shall be updated and maintained on schedule, and the projects that do not meet the conditions for continued promotion shall be promptly applied for withdrawal. The photovoltaic projects of 6,000 kilowatts and above included in the development plan shall be handled by the local authorities for relevant procedures, and the power supply company shall handle the opinions on grid access.
2. Wind power “source, grid, load and storage” integrated processing procedures
In accordance with the requirements of the "Notice of the Henan Provincial Development and Reform Commission on Issuing the Interim Measures for the Management of the Henan Provincial New Energy Project Database" (Henan Development and Reform New Energy [2022] No. 563), it is included in the management scope of the Henan Provincial New Energy Project Database. In accordance with the principle of "independent development (contract energy management) and self-risk", the project owners shall fully consider factors such as land use policies and consumption conditions, implement relevant conditions and apply to the county-level energy authorities for inclusion in the database. Wind power projects included in the provincial development plan shall be approved for construction by the county.
