This plan is formulated to promote the vanadium industry in our province to take the lead in new tracks, form new advantages, and intensify the development of new quality productivity in the field of new materials.
1. Industrial Foundation
(I) The vanadium industry has a good market prospect. As an important functional element of new materials, vanadium is widely used in the steel, nonferrous metals, chemical industry, medicine and new energy industries. The steel industry is the largest traditional consumer of vanadium. In 2023, the national output of vanadium pentoxide (including powdered vanadium and converted products) will be about 156,000 tons, of which about 87% will be used in the steel industry. With the expansion of market demand for vanadium steel, it is expected that the consumption of vanadium in the steel industry will increase slightly in the future. With the continuous breakthroughs in vanadium battery technology, the demand for vanadium in the energy storage field will increase significantly (according to incomplete statistics, the scale of vanadium liquid flow battery projects in the country has reached 2.2GW/9.1GWh in 2023). According to the "14th Five-Year Plan for Renewable Energy Development in Heilongjiang Province", the increase in energy storage installed capacity is more than 1.3 million kilowatts. The Heilongjiang Provincial Development and Reform Commission requires that new new energy projects must be equipped with 10% and 2-hour energy storage facilities. If all vanadium battery energy storage is used, 21,500 tons of high-purity vanadium will be required. Large-scale long-term energy storage applications on the grid and user sides will also develop rapidly. It is estimated that by 2026, the amount of vanadium pentoxide required for regional emerging energy storage applications will exceed 10,000 tons/year, and will grow rapidly year by year. Accelerating the development of the vanadium industry and building a vanadium battery energy storage industry chain are important means for the province to achieve the goals of carbon peak and carbon neutrality, improve the efficiency of green energy use, promote the accelerated development of green energy, and accelerate the low-carbon development of the industry. The development of the vanadium battery energy storage industry in our province can not only give full play to the potential of green electricity resources in the Harbin-Dalian-Suiyuan-Qiqihar wind belt, but also rely on the special regional advantages of our province. The vanadium battery market can cover Heilongjiang, Jilin, Liaoning, eastern Inner Mongolia, Japan, South Korea and other places.
In addition, the research and development and application of new vanadium-containing materials, such as the promotion of high-performance vanadium alloys in aerospace, nuclear energy, automobile manufacturing and other fields, will further expand the development space of the vanadium industry. With the development of the new materials industry, the demand for vanadium will further increase and the application areas will further expand. It is predicted that by 2030, my country's annual demand for vanadium will be about 240,000-270,000 tons.
(II) Strong resource guarantee capability. By the end of 2023, Heilongjiang Province has 357 million tons of iron (ore) resources and 1.1221 million tons of titanium ore (mineral) resources. With the comprehensive research and exploration verification of resource geology, it is estimated that the province's vanadium-titanium magnetite resources will be about 5 billion tons and vanadium pentoxide will be nearly 4 million tons. By then, our province will become the third largest vanadium-titanium iron ore resource province in the country. In addition, the Russian Far East region adjacent to our province has rich vanadium-titanium magnetite. The vanadium content of Russian vanadium-titanium magnetite powder is high, and vanadium pentoxide reaches 1%-1.2%, which is more than twice the vanadium content of domestic vanadium-titanium resources. We can fully rely on the location advantages of Tongjiang and Suifenhe to Russia to enhance our province's ability to utilize Russian vanadium-titanium resources. In 2023, our province will import about 300,000 tons of Russian vanadium-titanium magnetite powder, which can be increased to 1-3.5 million tons/year in the future.
(III) The development of the vanadium industry has taken shape. The development of the vanadium industry in our province has a good industrial foundation. Relying on Heilongjiang Jianlong Mining Group Co., Ltd., Heilongjiang Jianlong Steel Co., Ltd. and other enterprises, it has formed an industrial chain integrating vanadium-titanium ore mining, smelting and vanadium extraction, and primary processing of vanadium products, and has a good foundation in product research and development, technological innovation, talent team, transportation guarantee and other aspects. Among them, Heilongjiang Jianlong Steel Co., Ltd. is the only enterprise in the three northeastern provinces with the ability to deeply process vanadium products. It has a complete metallurgical vanadium industry chain, with an annual production capacity of 10,000 tons (vanadium pentoxide) and certain technical advantages. Shuangyashan Xinsha Environmental Protection Co., Ltd. has two ammonium polyvanadate production lines, currently with an annual production capacity of 6,000 tons. In the future, with the construction of the 180-ton vanadium extraction converter project of Jianlong Xilin Steel Co., Ltd., the Dalian Rongke all-vanadium liquid flow energy storage battery full industrial chain cooperation project, and the Huayong Group's 50MW/200MWh vanadium liquid flow shared energy storage project, the foundation for the development of the vanadium industry in our province will be further consolidated, the upstream, midstream and downstream industrial chain supply chain will be gradually improved, and the high-quality development level of the vanadium industry will be steadily improved.
(IV) Strong technical support has been established. Heilongjiang Jianlong Vanadium Titanium Research Institute has cooperated with more than 10 universities, research institutes and enterprises such as Jiamusi University, Northeastern University, Dalian Institute of Chemical Physics of the Chinese Academy of Sciences, and Dalian Rongke to carry out innovative research on the entire chain of vanadium-titanium smelting, high-purity vanadium, vanadium-aluminum alloy, vanadium electrolyte and vanadium batteries. It now has 4 international leading technologies and 3 international advanced technologies, and has a certain technical foundation to ensure the security of the vanadium industry chain and supply chain. In 2023, the "Development and Application of Key Technologies for Preparation of Pellets from Sea Sand Ore, High Vanadium-Titanium Ball Ratio Smelting and Efficient Recovery of Vanadium" will be completed. The project has reached the international advanced level as a whole, among which the high-proportion sea sand pellet preparation technology and blast furnace smelting vanadium recovery rate have reached the international leading level. In 2024, the research and development and production of vanadium pentoxide for special-purpose vanadium-aluminum alloys (used for the production of "deep sea, deep earth, and deep space" equipment) will be completed.
II. General requirements

2. Planning objectives
The plan focuses on short-term goals (2024-2026) to ensure that relevant goals and tasks are fully implemented, while taking into account medium- and long-term development (2027-2030) to lead the province's vanadium industry to continuous progress.
