Dongguan, Guangdong releases two new energy storage policies

On March 6, the Dongguan Municipal Development and Reform Bureau issued an announcement to solicit public opinions on the "Dongguan New Energy Storage Battery Product Export Certification Subsidy Guidelines (2024 Revised Draft)" and the "Dongguan New Energy Storage Demonstration Application Subsidy Guidelines (2024 Revised Draft)".

Among them, the energy storage application subsidy has subsidy rules that clearly state that the energy storage system must meet the requirements of a working life of more than 10 years, an access voltage level of 380V and above, a battery cell cycle life of ≥6000 times, etc., and also puts forward specific functional performance requirements for PCS and EMS.

The application conditions for new energy storage demonstration application subsidies are: the investment entity of the energy storage demonstration application project registered in Dongguan City, and the implementation location of the user-side new energy storage demonstration project in Dongguan City. From the month after the commissioning, the investment entity will be given a post-subsidy of no more than 0.3 yuan/kWh based on the verified actual discharge volume, and the cumulative subsidy shall not exceed 2 years, and the cumulative subsidy for a single project shall not exceed 3 million yuan.

In order to further strengthen and standardize the management of special funds for the high-quality development of Dongguan's new energy storage industry, the Dongguan Development and Reform Bureau issued the "Management Measures for Special Funds for the High-quality Development of Dongguan's New Energy Storage Industry" and related work guidelines (Dongfa Gai [2023] No. 187) in October 2023. In order to support the cultivation and application promotion of new energy storage industries, conform to market development trends, and respond to industry development demands, the Dongguan Development and Reform Bureau organized the revision of relevant work guidelines in 2024, and compiled the "Dongguan New Energy Storage Battery Product Export Certification Subsidy Work Guidelines (2024 Revised Draft)" and "Dongguan New Energy Storage Demonstration Application Subsidy Work Guidelines (2024 Revised Draft)", and now solicit public opinions. In addition, the relevant revisions will take effect after they are officially issued, and will still refer to the original version before they are issued.

Annex 1

Dongguan City's Guidelines for Subsidy for Export Certification of New Energy Storage Battery Products (2024 Revised Draft)

This work guideline is formulated in accordance with Article 9 of the third point of the "Several Measures for Accelerating the High-Quality Development of New Energy Storage Industry in Dongguan" (Dongfagai [2023] No. 95).

1. Applicants

It is registered in Dongguan City, has independent legal personality, implements separate accounting, and its tax collection and management and statistical relations are all within the scope of Dongguan City. It is an enterprise specializing in R&D, production and services in the field of new energy storage related industries.

II. Application conditions

(I) Obtain export certification for battery products used in new energy storage fields for the first time in international markets such as the European Union, the United States, Japan and South Korea, and meet the requirements of the support direction in the appendix.

(II) The applicant may package multiple products into one project for declaration.

(III) The products corresponding to the project are sold in the corresponding international markets.

(IV) The time when the product corresponding to the project obtained relevant certification materials shall be within one year before the date of submission of the application. The certification materials include approval and certification by foreign battery product regulatory authorities, etc.

(V) The project has not received the same type of municipal financial support. The applicant unit does not have any situation where special financial funds are not supported. The applicant unit has not violated the national, provincial and municipal joint punishment policies and regulations, and has not been listed as a joint punishment target for dishonesty.

III. Funding Methods and Standards

(I) For new battery products that are used in new energy storage, have obtained a sea transport certificate, have successfully passed overseas market battery product certification and have achieved sales, a subsidy of 50% of the assessed certification fee will be provided, with a maximum of RMB 1 million.

(II) The amount of project funding will be independently determined according to the type of product.

3. The certification fee does not include the cost of test samples.

(IV) The final funding ratio and amount will be determined based on the budget size and the number of project applications, and the funding will be disbursed once all the funds are used up.

IV. Application Materials

1. Application Form for Export Certification Subsidy for New Energy Storage Battery Products;

(2) Project funding application report;

(III) Qualification materials of the project unit;

Export certification reports and related documents obtained for the project products (including enterprise certification application materials, signed contracts, payment materials, certification body acceptance materials, valid certification certificates, certificate query channels, etc.);

(V) Relevant materials for the project to be sold in the international market (including sales contracts, certificates, customs declarations and bills of lading, etc.);

(VI) Commitment that the expenses reported for the project do not include related-party transactions;

(VII) Letter of commitment on the authenticity of the relevant information.

V. Application Process

(I) Organize the application. The application is organized once every May to June through the online platform. The Municipal Development and Reform Bureau releases the application documents. The applicant logs on to "Dongguan Financial Aid" (http://zwfw.dg.gov.cn/gcfz/#/home) and finds the corresponding column to apply online.

(II) Formal Review. The Municipal Development and Reform Bureau will conduct a formal review of the application materials submitted online by the applicant. After the online formal review is passed, the applicant will print the application form online, bind it together with other application materials into a book (in duplicate, with a cover stamp and a saddle stamp) and submit it to the Municipal Development and Reform Bureau.

(III) Organize the review. The Municipal Development and Reform Bureau will review the application materials and simultaneously seek the opinions of the Municipal Market Supervision Bureau, Municipal Commerce Bureau, Municipal Industry and Information Technology Bureau and other relevant departments. If necessary, it may entrust experts or third parties to conduct verification and form a comprehensive opinion.

(IV) Public announcement. The Municipal Development and Reform Bureau will make the project funding plan public for 5 days. Projects that are controversial will be further verified with relevant units, and projects that are found to be unqualified will not be supported.

(V) Report to the Municipal Government. The Municipal Development and Reform Bureau will report the funding plan to the Municipal Government after the public announcement without objection or after the objection has been eliminated.

(VI) Funding disbursement: After the municipal government approves the funding plan, the Municipal Development and Reform Bureau will disburse funds in accordance with the work process.

VI. Supervision and Inspection

(I) The funding applicant must be responsible for the authenticity of the relevant information provided. The funding applicant must issue a letter of commitment, promising that the information provided is true. If false information is provided, the funding applicant will be responsible for all consequences. The Municipal Development and Reform Bureau conducts random inspections of the application projects from time to time. If it is found that there are illegal or irregular behaviors, it will be handled in accordance with the "Regulations on Punishment and Sanctions for Financial Violations" and relevant documents on municipal financial special funds.

(II) The supervision and management, performance evaluation, information disclosure and accountability of special funds shall be implemented in accordance with the municipal government's regulations on the management of municipal special financial funds, financial management methods, performance evaluation, accountability, etc. The Municipal Development and Reform Bureau implements the supervision and inspection of funding projects, follows up on the operation of funding units and the implementation of funding projects, and optimizes the use of funds.
