On February 8, 2024, the Guangdong Provincial Development and Reform Commission, the Guangdong Provincial Department of Science and Technology, and the Guangdong Provincial Department of Industry and Information Technology issued the "Guangdong Provincial Action Plan for Cultivating and Developing Future Green and Low-Carbon Industrial Clusters" (hereinafter referred to as the "Action Plan").

The Action Plan focuses on creating new energy storage competitive projects.

Promote multi-dimensional technological innovation and multi-scenario integrated applications, focus on improving the energy density, safety and economy of new energy storage, and build the new energy storage industry into a strategic pillar industry with global competitiveness. Accelerate the research and development of new generation energy storage technology and pilot demonstration, break through the technical bottlenecks such as high interface resistance, low conductivity and insufficient stability of solid-state batteries, strengthen the research and development of high-voltage electrolyte technology, low-cost diaphragm and activated carbon technology for supercapacitor energy storage, develop superconducting energy storage superconducting tapes with high critical current density, high critical temperature and low cost, explore new water-based batteries, liquid metal batteries, metal air batteries, gravity energy storage, hydrogen energy storage and other new energy storage technology demonstrations. Improve the performance of new manganese-based positive electrodes, silicon-based negative electrodes and other materials, and improve the capacity limit and charge and discharge rate of lithium batteries. Strengthen the research on main and auxiliary materials such as positive and negative electrode materials, electrolytes, and diaphragms of sodium ion batteries, and promote the large-scale production and application of core materials and batteries. Carry out engineering research and demonstration applications of ion conductive membranes, stacks, and electrolytes in the field of liquid flow batteries. Promote the manufacturing of key flywheel energy storage equipment and its demonstration application in power system frequency regulation and rail transit energy recovery. Strengthen the integrated optimization research and key component manufacturing of large-capacity and long-duration energy storage technologies such as compressed air and compressed carbon dioxide, promote the reduction of full-cycle use costs, and guide the construction of pilot projects in multi-scale peak-shaving application scenarios. Actively promote the innovative application of new energy storage technologies in super-fast charging facilities, battery replacement facilities, vehicle-grid interaction, virtual power plants and other fields, support user-side business models such as shared energy storage and cloud energy storage, explore new energy storage to cooperate with nuclear power peak-shaving and frequency regulation, and promote the diversified integration of new energy storage development. Optimize the existing industrial layout, improve industrial concentration, focus on the Pearl River Delta region to layout new energy storage technology research and development and core equipment manufacturing clusters, and focus on the eastern, western and northern Guangdong regions to build new energy storage material clusters.
