On January 17, China Three Gorges Corporation issued a re-tendering announcement for the design and construction general contracting of the 200MW/1000MWh all-vanadium liquid flow energy storage project of Three Gorges Energy Xinjiang Jimusar. The announcement shows that the project plans to build a 200MW/1000MWh all-vanadium liquid flow energy storage system, which is mainly composed of all-vanadium liquid flow electrolyte, storage tanks, battery stacks, thermal management systems, circulation systems, battery management systems (BMS), energy management systems (EMS), self-use power systems, power distribution equipment, converters (PCS) and boost converters, supporting auxiliary facilities and equipment, and construction projects.

1. Tendering conditions
The bidding project, the design and construction general contracting of the 200MW/1000MWh all-vanadium liquid flow energy storage project of Three Gorges Energy Xinjiang Jimusar, has been approved for construction. The construction funds come from self-owned funds and self-raised funds. The bidder is Three Gorges New Energy Jimusar Power Generation Co., Ltd., and the bidding agency is Three Gorges International Tendering Co., Ltd. The project has met the bidding conditions and is now open for bidding for the construction of the project.
2. Project Overview and Bidding Scope
2.1 Project Overview
The Three Gorges Energy Xinjiang Jimusar Solar Storage Project 200MW/1000MWh All-vanadium Liquid Flow Energy Storage Power Station Project is located about 11km northwest of Jimusar County, Changji Prefecture, Xinjiang, and about 6km northwest of Beiting Town. The west and north sides of the site are close to existing rural roads, the south side is about 1km away from Y385 Township Road, and about 5.5km away from X183 County Road, with very convenient transportation.
This project plans to build a 200MW/1000MWh all-vanadium liquid flow energy storage system, which is mainly composed of all-vanadium liquid flow electrolyte, storage tanks, stacks, thermal management systems, circulation systems, battery management systems (BMS), energy management systems (EMS), self-use power systems, distribution equipment, converters (PCS) and step-up transformers, supporting auxiliary facilities and equipment, and construction projects. Among them: 1# energy storage power station will build a 150MW/750MWh all-vanadium liquid flow energy storage system, which will be connected to the 35kV side bus of the proposed 1# 220kV step-up collection station with 6 35kV collector lines. 2# energy storage power station 50MW/250MWh all-vanadium liquid flow energy storage system, which will be connected to the 35kV side bus of the proposed 2# 220kV step-up collection station with 2 35kV collector lines. (The access system plan is subject to the final access system review opinion).
2.2 Scope of Bidding
The scope of bidding for the design and construction of the 200MW/1000MWh all-vanadium liquid flow energy storage project of Three Gorges Energy in Xinjiang Jimsar is general contracting. The scope of bidding includes but is not limited to all survey and design work from the project to the overall completion acceptance, all equipment procurement, civil engineering and installation engineering construction, equipment supervision, all commissioning required by the power grid, network-related tests and related procedures; project management, testing and inspection testing, system commissioning, trial operation, defect elimination, training, acceptance (including various special topics, stage acceptance, completion acceptance, etc.), handover to production, performance quality assurance, engineering quality warranty period services, etc., but also includes scientific research research, all spare parts and special tools procurement and supply during the warranty period, and related technical data collation and provision of services.
2.3 Planned construction period
It is planned to start construction on March 1, 2024, and be connected to the grid at full capacity before November 30, 2024. The specific start date will be subject to the notification of the tenderer or the supervisor.
3. Bidder Qualification Requirements
3.1 This tender requires that the bidder must meet the following conditions (corresponding supporting documents must be provided):
1) Qualifications:
① All bidders or parties in the consortium have independent legal person status;
② The bidder (or joint survey party) has comprehensive Class A qualification (or comprehensive qualification) for engineering survey;
③ The bidder (or consortium design party) has Grade A or above qualification in engineering design in the power industry;
④ The bidder (or the joint construction party) has Grade II (or Grade B) or above qualification for general contracting of power engineering construction;
⑤ The bidder (or the joint construction party) has the qualification of installation license of level 4 or above, maintenance license of level 4 or above and testing license of level 4 or above;
⑥ The bidder (or joint construction party) has a valid safety production license.
2) Performance requirements: The following two performance requirements must be met at the same time (relevant supporting materials must be provided):
① From January 1, 2019 to the bid quotation deadline (based on the contract signing date), have at least 2 independent electrochemical energy storage or wind power/photovoltaic supporting electrochemical energy storage EPC or design and construction general contracting projects (the energy storage capacity of a single project is not less than 100MWh) (contract documents and other supporting materials must be provided, and the contract supporting materials must reflect the seal and contract signing time and other information, and the materials must reflect the specific work content and the installed capacity of the energy storage system in MWh).
② From January 1, 2019 to the bid quotation deadline (based on the commissioning time), provide a cumulative supply performance of no less than 2MWh of all-vanadium liquid flow battery energy storage system (the contract text and commissioning certificate documents must be provided, and the materials must reflect the installed capacity of the all-vanadium liquid flow energy storage system in MWh, the contract certification materials must reflect the seal and contract signing time, and the commissioning certificate must reflect the commissioning time).
3) Requirements for project managers: The proposed project manager (dispatched by the lead party) must possess a valid first-level registered construction engineer professional qualification and a safety production assessment certificate (Class B), and must have served as deputy project manager or technical director or above for at least one independent electrochemical energy storage or wind power/photovoltaic supporting electrochemical energy storage project (the energy storage capacity of the project is not less than 100MWh) (a contract, the bidder’s current appointment document or a certificate issued by the owner must be provided, and the supporting materials must reflect the energy storage capacity of the project).
4) Financial requirements: The bidder (or consortium lead party) must not have suffered losses for two consecutive years in the past three years (2020, 2021, 2022).
5) Credit requirements: Not within the professional scope and time limit for bidding restricted by China Three Gorges Corporation.
3.2 This tender accepts consortium bids, and the number of members of the consortium shall not exceed three. Each party of the consortium shall not bid separately in its own name, nor shall it form a new consortium or participate in the bidding of other consortiums.
3.3 A bidder cannot participate in the bidding as a subcontractor of other bidders at the same time. Different units with the same person as the head or holding or management relationship shall not participate in the bidding for the same bidding section or the same bidding project without bidding sections.
3.4 This tender does not accept all-vanadium liquid flow equipment agents to participate in the bidding, nor does it accept all-vanadium liquid flow equipment agents to participate in the bidding as a member of the consortium. The bidder (or the consortium energy storage equipment supplier) has professional all-vanadium liquid flow related production capabilities (must provide proof of the stack (or electrolyte) delivery note (or ***) and other supporting materials).
4. Obtaining the bidding documents
4.1 The bidding documents will be available for sale from 09:00 on January 17, 2024 to 17:00 on January 26, 2024 (Beijing time, the same below).
4.2 The price of the bidding documents is RMB 500 and is non-refundable.

(2) Supplier users who have not registered an account on the old platform can directly submit their information through the new platform registration portal to apply for inclusion in the database. After being reviewed and approved, they will become bidding users of the new platform.
