On December 22, the Fujian Provincial Department of Industry and Information Technology and the Fujian Provincial Department of Finance issued the "Several Measures to Support the Recycling and Utilization of Waste Power Batteries from New Energy Vehicles in the Province" to guide the standardization, industrialization and large-scale development of the recycling and utilization of waste power batteries from new energy vehicles. For eligible recycling and utilization enterprises, a maximum subsidy of 10 million yuan per enterprise will be provided.

Several measures to support the recycling of waste power batteries from new energy vehicles across the province
In order to thoroughly implement Xi Jinping's thoughts on ecological civilization, fully, accurately and comprehensively implement the new development concept and the strategic deployment of carbon peak and carbon neutrality, guide the standardization, industrialization and large-scale development of the recycling and utilization of waste power batteries of new energy vehicles (hereinafter referred to as "waste power batteries"), promote the recycling of resources, and promote the high-quality green development of the new energy vehicle industry, the following measures are specially formulated:
1. Promote layout optimization and structural adjustment
Waste power batteries are important renewable resources. The recycling of waste power batteries is of great significance to ensuring the supply of raw materials for power battery production, reducing the demand for raw mineral resources, and ensuring the safety of the power battery industry. All regions should rationally plan waste power battery recycling projects and guide projects to settle in industrial parks with complete infrastructure and in line with the planned layout. Guide new and expanded projects to adopt production equipment with high automation level, advanced technology, high recycling rate and advanced energy efficiency in accordance with the requirements of the industry standard conditions for the comprehensive utilization of waste power batteries for new energy vehicles (hereinafter referred to as "industry standard conditions"), implement project approval procedures in accordance with laws and regulations, prevent repeated investment, and avoid overcapacity and vicious competition.
2. Promote the coordinated development of upstream and downstream industries
Encourage new energy vehicle manufacturers to adopt various methods to provide convenient and fast recycling services for new energy vehicle owners. Guide new energy vehicle manufacturers to cooperate with enterprises that have passed industry norms and scrapped vehicle recycling and dismantling enterprises to build waste power battery recycling, storage, and transportation outlets to expand the recycling and utilization of waste power batteries.
3. Support standardized and large-scale recycling
The provincial energy conservation and circular economy special fund will give a one-time reward of 200,000 yuan to each enterprise that passes the industry standard conditions. For enterprises with an annual processing capacity of 10,000 tons or more, an annual recycling volume of 5,000 tons (or 750,000 KWh) or more, and complete information, and producing precursors or cathode materials, a subsidy of 1,000 yuan/ton (or 6.6 yuan/KWh) will be given, with a maximum subsidy of 10 million yuan for a single enterprise.
IV. Strengthening technological innovation and standard guidance
Support enterprises, universities and research institutes that comprehensively utilize used power batteries to carry out key common technology breakthroughs, product innovation and transformation of innovative achievements in recycling and utilization, and provide subsidies according to regulations. Encourage enterprises to participate in the formulation and revision of standards for the recycling of used power batteries for new energy sources. Provincial energy conservation and circular economy special funds will provide up to 1 million yuan, 500,000 yuan and 200,000 yuan in rewards to enterprises that take the lead in formulating national, industry and local standards for the recycling of used power batteries.
V. Strengthen the demonstration and promotion of typical cases
We will continue to deepen the pilot projects of recycling and utilization of used power batteries, and encourage enterprises that recycle and utilize used power batteries to explore new experiences and methods that can be replicated and promoted in terms of recycling models, recycling and disassembly, residual value detection, recycling, technology research and development, and standard setting. We will explore the establishment of a recycling and utilization system for used power batteries with leading technology, mature models, and clear rights and responsibilities, and form a closed-loop industrial ecology of "resources-materials-batteries-recycling-cascade utilization-recycling-resources". We will summarize excellent typical cases and promote them within the industry.
6. Strengthen publicity and guidance on recycling
Give full play to the role of the Internet, television, radio, newspapers and other news media, increase publicity on the recycling of waste power batteries, enhance public awareness of the importance of recycling power batteries, and create a good social atmosphere. Encourage green financial products and relevant government investment funds to guide the positive development of the industry through market-oriented operations.
This measure will be implemented from January 1, 2024 to December 31, 2024. Xiamen City may refer to the implementation of the corresponding financial reward and subsidy policy, and the funds will be paid from the Xiamen City fiscal expenditure. In this article, used power batteries do not include used lead-acid batteries; used power batteries do not include batteries and pole pieces produced and used by battery and pole piece manufacturers with defective performance.
