Second, I am calling for a mechanism, not subsidies. I have three direct calls. First, the basic capacity price mechanism should be introduced as soon as possible. Second, a diversified market mechanism, including peak load regulation, frequency regulation, and black start participation models, should be introduced. Third, energy storage should be included in the carbon trading points system as soon as possible. I think only in this way can we avoid the phenomenon of bad money driving out good money.
Host: According to statistics, from January to April 2023, the installed capacity of electrochemical energy storage increased by 577% year-on-year, so many people are very worried about whether there is an oversupply of energy storage now?
Chen Jun: I think the answer is still very clear, no. In fact, the market has arrived, and the market calls for energy storage, so this is a good thing. I think it is far from meeting the market's requirements. In fact, there is no mandatory storage abroad, but in fact there is a certain proportion of energy storage, and there is still a greater room for development in the future.
Wang Pengcheng: My conclusion is the same as that of the academician, no. I think the value of the development of this industry has not been fully recognized. I think we should promote sustainable development of green mountains and clear waters, that is, promote the comprehensive development of all industries and all new energy sources. Because the demand for electricity will increase by hundreds or thousands of times in the future, I think we need to have a higher-dimensional understanding. The energy industry has a very high possibility, and there is no question of whether it is overcapacity or not.
Wang Xiaoli: When the government issued the guidelines for the development of new energy storage, it planned to reach 30GW by 2025. Now, local governments have already planned 67GW. However, in this process, our government, especially the competent departments of the industry, need to do a good job in planning, design, guidance and implementation at the top level. I think this can ensure the healthy development of our energy storage.
Huang Xuejie: Personally, I am more worried that technology is not advancing fast enough. If technology advances faster than industry expansion, then we don’t have to worry about overcapacity. If low-end production capacity is repeated, then of course there will be problems. So technological progress is still the key.
Host: In fact, Academician Chen has another identity, which is the vice president of Nankai University. Do you have any plans to set up relevant talent training programs and energy storage-related majors to help the development of this industry?
Chen Jun: In the past five years, according to my statistics, there are nearly 200 universities in China that have opened majors such as new energy or energy storage. For example, Nankai University, where I work, has been recruiting undergraduate students majoring in new energy science and engineering since 2019. So this year we have the first batch of graduates, and there will be more in the future.
Objectively speaking, no university has had such a major before. It is just that each university may have its own relatively basic majors. For example, I am in chemistry, some schools may have materials, or some schools may have power engineering and thermal physics, etc. However, from the basis, it can be seen that the requirements of the discipline or the structure of knowledge have undergone earth-shaking changes. So this requires us to cultivate talents. The State Council's special degree items support this aspect.
