In order to thoroughly implement the relevant provisions of the state and the autonomous region on new energy storage, accelerate the marketization, industrialization and scale development of new energy storage, and orderly promote the construction of new energy storage pilot demonstration projects, combined with the actual situation of the autonomous region, in accordance with the "Implementation Opinions of the General Office of the People's Government of Inner Mongolia Autonomous Region on Accelerating the Development of New Energy Storage" and the "Notice of the General Office of the People's Government of Inner Mongolia Autonomous Region on Printing and Distributing Several Policies of the Autonomous Region to Support the Development of New Energy Storage (2022-2025)", the Autonomous Region Energy Bureau, together with the Autonomous Region Development and Reform Commission and the Department of Industry and Information Technology, has compiled the "Inner Mongolia Autonomous Region Independent New Energy Storage Power Station Project Implementation Rules (Interim)". Chapter I General Provisions
Article 1 [Purpose and Basis] In order to implement the "Guiding Opinions of the National Development and Reform Commission and the National Energy Administration on Accelerating the Development of New Energy Storage" (Fagai Nengyuan Gui [2021] No. 1051), "Notice of the National Development and Reform Commission and the National Energy Administration on Issuing the "14th Five-Year Plan" New Energy Storage Development Implementation Plan" (Fagai Nengyuan [2022] No. 209), "Notice of the National Energy Administration on Issuing the "New Energy Storage Project Management Specifications (Interim)" (Guonengfa Kejigui [2021] No. 47), "Implementation Opinions of the General Office of the People's Government of the Inner Mongolia Autonomous Region on Accelerating the Development of New Energy Storage" (Neizhengbanfa [2021] No. 86), "Notice of the General Office of the People's Government of the Inner Mongolia Autonomous Region on Issuing Several Policies of the Autonomous Region to Support the Development of New Energy Storage (2022-2025)" (Neizhengbanfa [2022] No. 88), and other relevant requirements, and orderly promote the construction of independent new energy storage power stations in the autonomous region, these rules are hereby formulated.
Article 2 [Scope of Application] These rules apply to the construction, operation and management of independent new energy storage power station projects (hereinafter referred to as "independent energy storage power stations") in the entire region, mainly referring to new energy storage power stations that are directly connected to the public power grid, directly sign grid connection dispatching agreements with power dispatching agencies as independent market entities, accept unified dispatching by power dispatching agencies, and serve the operation of the power system, including electrochemical, compressed air, flywheel, gravity, supercapacitors, etc.
Chapter II Construction Requirements
Article 3 [General Requirements] Independent energy storage power stations shall have independent legal person status, the performance of main equipment shall comply with relevant national standards and specifications, the operating life cycle shall be no less than 20 years (including battery replacement), the charging and discharging conversion efficiency of the power station shall generally be no less than 60%, and the availability rate of the power station shall be no less than 90%.
Article 4 [Grid connection requirements] Independent energy storage power stations must have independent metering, control and other technical conditions, be connected to the dispatching automation system and be monitored and dispatched by the power grid, and comply with relevant standards and specifications for energy storage and the requirements of power market operators.
Article 5 [Application Scenario] Independent energy storage power stations temporarily consider grid-side independent energy storage power stations and power supply-side independent energy storage power stations, and the functional positioning and application scenarios of the two are clearly distinguished. The grid-side independent energy storage power station mainly plays the role of improving the system regulation capability, ensuring peak power demand, and solving the power demand of the terminal power grid. Among them, the energy storage power station that improves the system regulation capability shall have a discharge power of no less than 50,000 kilowatts and a continuous discharge time of no less than 4 hours, the energy storage power station that ensures peak power demand shall have a discharge power of no less than 100,000 kilowatts and a continuous discharge time of no less than 4 hours, and the energy storage power station that solves the power demand of the terminal power grid shall have a discharge power of no less than 5,000 kilowatts and no more than 50,000 kilowatts, and a continuous discharge time of no less than 8 hours. The power supply-side independent energy storage power station mainly plays the role of meeting the grid-connected operation requirements of new energy sites, peaking for new energy sites with clear service relationships, and promoting the improvement of utilization rates of relevant new energy power generation entities. The discharge power of the energy storage power station shall not be less than 50,000 kilowatts and the continuous discharge time shall not be less than 2 hours.
Article 6 [Layout Requirements] Among the independent energy storage power stations on the grid side, the independent energy storage power stations that improve the system regulation capacity are mainly located in areas where the grid regulation capacity is weak and the new energy is difficult to absorb due to transmission obstructions; the independent energy storage power stations that guarantee peak power demand are mainly located in areas where the power demand of load centers is growing rapidly and the power supply capacity is insufficient at peak times; the independent energy storage power stations that solve the power demand of the terminal grid are mainly located in Alxa, Xilin Gol and the weak grid areas in the northern border. The independent energy storage power stations on the power supply side are mainly located in areas with rich new energy resources and poor system absorption capacity; it is encouraged that the operating guaranteed grid-connected new energy projects without energy storage be built, and independent energy storage power stations be built nearby according to the grid structure to improve the utilization rate of new energy power stations; it is encouraged that the newly added guaranteed grid-connected new energy projects be built nearby according to the relevant requirements for the scale of energy storage and the grid structure.
Article 7 [Investment Conditions] Support grid companies and power generation companies to invest in the construction of independent energy storage power stations independently or in a consortium, and encourage social capital to actively participate in the investment of independent energy storage power stations. Encourage guaranteed grid-connected new energy projects that are not equipped with energy storage to build independent energy storage power stations on the power supply side through joint construction, leasing, purchase, etc.; encourage in-operation guaranteed grid-connected new energy projects that have been equipped with energy storage to integrate the equipped energy storage into independent energy storage power stations on the power supply side, provided that the technical conditions, safety standards, and relevant requirements of power market operators such as metering and operation control are met. The energy storage equipped with market-oriented grid-connected new energy projects will not be considered for conversion to independent energy storage power stations on the power supply side. In principle, the supporting transmission projects of independent energy storage power stations on the grid side are all invested and constructed by grid companies, the transmission line projects of independent energy storage power stations on the power supply side are invested and constructed by energy storage companies, and the related projects in the substations connected to the grid are invested and constructed by grid companies.
