Zhangzhou Development Zone Incentive Measures for Promoting the Development of Energy Storage Equipment Industry (Trial)

Article 1 These Measures are formulated to implement the spirit of the Guiding Opinions of the National Development and Reform Commission and the National Energy Administration on Accelerating the Development of New Energy Storage (NDRC Energy Regulation [2021] No. 1051), the Notice of the Office of the People's Government of Zhangzhou City on Issuing Several Measures to Support Technological Transformation and Accelerate Transformation and Upgrading of Industrial Enterprises in Zhangzhou (Zhangzhengban [2021] No. 32), and the Implementation Rules for the Recognition and Support of the First Major Technical Equipment in Fujian Province (Mingongxin Regulation [2023] No. 3), etc., to support the development of new energy storage equipment industry, further guide the aggregation of upstream and downstream of the energy storage equipment industry chain, expand and strengthen the new energy industry in Zhangzhou Development Zone, promote the production and sales of energy storage products, and promote the industrialization of new energy.

Article 2 The energy storage equipment manufacturing enterprise (hereinafter referred to as: energy storage enterprise) referred to in these Measures refers to an industrial enterprise that is registered and pays taxes in the Zhangzhou Development Zone and is engaged in the research and development and manufacturing of energy storage equipment.

Article 3 The energy storage equipment referred to in these Measures includes: new energy storage batteries and components, energy storage battery integrated systems, and equipment for the promotion and application of energy storage technologies.

Article 4 Reward Standards

(I) Sales Rewards. To encourage energy storage enterprises to increase their revenue, enterprises that achieve annual sales of energy storage equipment of more than 1 billion yuan (in order to promote the implementation of projects, enterprises that start construction and start production in the same year and achieve annual sales of energy storage equipment of more than 500 million yuan in the year of production will meet the application conditions) will be given sales rewards at a rate of 0.12% of actual sales, and the maximum cumulative annual reward amount for a single enterprise shall not exceed 5 million yuan. The reward funds shall be borne by the development zone finance.

(II) Equipment investment incentives. For energy storage enterprises that have already been put into production, if they invest in new energy storage equipment production lines to expand production capacity or product lines, with a total investment of more than RMB 20 million and equipment investment of more than RMB 5 million, and apply to be included in the provincial key technical transformation project database, the district finance will provide an incentive of 50% of the actual amount of provincial technical transformation equipment investment subsidies they receive.

(III) First-unit recognition reward. For complete sets of equipment and single-unit equipment produced by energy storage enterprises that are recognized as the first in China, rewards will be given at a rate not exceeding 60% of the market sales price and a maximum subsidy of no more than 2 million yuan. For the first in the province, rewards will be given at a rate not exceeding 30% of the market sales price and a maximum subsidy of no more than 1 million yuan. The reward funds will be borne by the provincial finance.

Article 5 The Economic Development Bureau shall allocate a budget from the special funds for industrial support each year to reward enterprises that meet the reward threshold of these Measures, and the reward funds shall be allocated based on the actual situation of the qualified enterprises.

Article 6 Application Procedure

1. When applying for incentives, the applicant enterprise must submit the following information:

1. Award application report;

2. Award Application Form (see Appendix 1 for details);

3. Proof of achievement of relevant indicators;

4. Other materials required by the Economic Development Bureau.

2. The application and acceptance procedures for the award are as follows:

1. Application: The applicant shall submit relevant application materials in accordance with the above requirements in the year following the achievement of the standards;

2. Approval: The Economic Development Bureau reviews the relevant application documents and issues an approval opinion. After the Finance Bureau reviews the reward amount, it is reported to the leaders of the Economic Development Bureau and the Finance Bureau of the Management Committee for review, and the payment is made after approval by the Director of the Management Committee.

Article 7 If it is discovered that false materials are provided or various improper means are used to obtain rewards, the Economic Development Bureau will order the enterprise to return all rewards; and the units or relevant personnel who illegally obtain bonuses will be held accountable in accordance with the law.

Article 8 Supplementary Provisions

(I) This measure shall be implemented from the date of publication and shall be valid for 2 years. It shall be automatically repealed upon expiration of the validity period. Enterprises that meet the reward conditions of this measure in 2025 may apply for rewards in accordance with this measure.

(II) For projects that are the same or similar to the reward and subsidy policies stipulated in the national, provincial and municipal documents, or have enjoyed the "one case, one discussion" policy of the development zone, unless otherwise stipulated in the documents, they shall be implemented in accordance with the principle of "higher and better without duplication". The total amount of rewards and subsidies enjoyed by a single enterprise in the current year under this regulation shall not exceed the total amount of the enterprise's contribution to the district-level finances in the current year.

(3) The Economic Development Bureau shall be responsible for interpreting these Measures.
