On October 11, the Energy Bureau of the Inner Mongolia Autonomous Region issued the "Notice on the Implementation of the Green Power Supply Wind Power Project at the JA Solar Low-Carbon Demonstration Base in the Ordos High-tech Industrial Development Zone."

The power load of the green power supply wind power project of JA Solar Low Carbon Demonstration Base in Ordos High-tech Industrial Development Zone is 30GW of crystal pulling, 30GW of wafers, 30GW of batteries, and 10GW of modules per year, with an additional maximum power load of 560,000 kilowatts and an annual power consumption of 3.566 billion kilowatt-hours. After reporting to the People's Government of Inner Mongolia Autonomous Region, it is now agreed to implement the JA Solar Green Power Project, with 375,000 kilowatts of market-oriented grid-connected wind power and a storage capacity of no less than 75,000 kilowatts/300,000 kilowatt-hours.

Notice of the Energy Bureau of Inner Mongolia Autonomous Region on the Implementation of the Green Power Supply Wind Power Project of JA Solar Low-Carbon Demonstration Base in Ordos High-tech Industrial Development Zone

Ordos Municipal Energy Bureau, Inner Mongolia Electric Power (Group) Co., Ltd.:

We have received the "Request for Application for the Green Power Supply Wind Power Project of JA Solar Low-carbon Demonstration Base in Ordos High-tech Industrial Development Zone" (Energy Bureau No. [2023] 373) (hereinafter referred to as "JA Green Power Project"). In accordance with the requirements of the "Implementation Rules for Green Power Supply Projects in Industrial Parks of Inner Mongolia Autonomous Region (2022 Edition)", the Energy Bureau of the Autonomous Region organized project review agencies and power grid companies to conduct research and demonstration on this project. After reporting to the People's Government of the Autonomous Region, we now agree that your bureau will implement the JA Green Power Project, with 375,000 kilowatts of market-oriented grid-connected wind power and a storage capacity of no less than 75,000 kilowatts/300,000 kilowatt-hours (see the attached "List of Market-oriented New Energy Projects" for details), and the relevant requirements are notified as follows.

1. Project construction

The Ordos Municipal Energy Bureau should strictly follow the market-oriented implementation rules to carry out the approval and construction management of market-oriented new energy projects in the region, and ensure that the new energy side and load side of the project are constructed and put into operation simultaneously.

(I) Ordos City shall organize relevant departments and project owners to formulate measures to ensure the construction of market-oriented new energy projects in the region and an implementation mechanism for the construction of new load industries, strengthen the construction management of the new energy and load sides of projects in the region, and ensure that the projects are constructed and operated in accordance with the application plan.

(II) Only after the construction of the new load has been substantially started, can the new energy projects be approved (filed) and started. In principle, the load side and the new energy side of the projects included in this list should be completed and put into operation by the end of December 2024, and the new energy scale built shall not be put into operation before the new power loads on which the project construction relies are fully put into operation. For projects that fail to be put into operation by the end of December 2024, the Ordos Municipal Energy Bureau shall make a written decision on whether to abolish the project construction based on the project construction guarantee measures, load industry implementation mechanism, and actual investment and construction status of the project subject and grid connection project, and submit it to the Autonomous Region Energy Bureau for filing.

(III) During the project construction process, if the load enterprise abandons investment due to broken capital chain, or the load enterprise unilaterally terminates the power supply relationship, resulting in the inability to implement some new loads, it is necessary to introduce new loads in a timely manner or reduce the scale of new energy. After evaluation and approval by the Autonomous Region Energy Bureau, the project construction can be promoted; if there is a serious lag in the construction of new energy and it cannot be put into production as scheduled, affecting the power supply demand on the new load side, the relevant leagues and cities should verify the situation and cancel and clean up the project in advance, and report it to the Autonomous Region Energy Bureau for filing. The investment losses caused shall be borne by the leagues and cities where the project is located and the enterprises.

(IV) The autonomous region will subsequently conduct market-oriented new energy project construction supervision throughout the region. If there are projects with slow investment and construction on the new energy side or the load side, which cannot be put into operation as scheduled, and the relevant leagues and cities have not effectively dealt with them, as well as projects that are not built according to the application plan or the content of the construction plan is changed without authorization, the leagues and cities where the projects are located and the project owners will be notified throughout the region.

2. Project network connection

The Ordos Municipal Energy Bureau should cooperate with power grid companies to carry out project grid connection review and grid connection engineering construction, speed up the project grid connection engineering construction, and ensure the synchronous construction and operation of the network and source.

(I) Grid companies should reasonably arrange the construction schedule of grid connection projects for market-oriented new energy projects and conduct grid connection review for projects. For projects that are not constructed in accordance with the application plan and approval (filing) requirements, whose key technical indicators such as energy storage configuration and autonomous peak load regulation level do not meet the requirements of the implementation rules for market-oriented new energy projects, and whose new loads are not fully put into operation, grid connection and power generation procedures shall not be processed for them.

(II) The Ordos Municipal Energy Bureau should actively coordinate with relevant departments to speed up the approval procedures for grid connection projects, accelerate the construction of the main projects of new energy projects and supporting grid transmission projects, and ensure the synchronization of network and source construction. In addition, it is necessary to coordinate with the relevant new load project approval departments or local governments to issue certification documents for the full commissioning of new load projects to the grid companies before the new energy projects are put into production, and cooperate with the grid companies to do a good job in the project grid connection review.

III. Project Operation Supervision

The Ordos Municipal Energy Bureau should fulfill its supervisory responsibilities and do a good job in supervising the operation of market-oriented new energy projects in the region. During the operation of the project, if there is a load interruption or reduction that affects the operation of the project, new loads should be introduced in a timely manner to ensure that the project is operated in accordance with the declared plan after completion. If the operating capacity of the project does not reach the production curve level proposed in the declared plan after it is put into production, and this leads to the problem of wind and solar abandonment, the investment losses caused shall be borne by the relevant enterprises and the leagues and cities where they are located. The power generated by the green power supply projects in the industrial park and the source-grid-load-storage integrated projects shall not be fed back to the power grid.

Ordos Municipal Energy Bureau is requested to follow the above requirements and promptly organize the construction of market-oriented new energy projects in the region that have been included in the list, and submit project approval (filing), project construction, project operation, existing problems, etc. to the Autonomous Region Energy Bureau for filing in formal documents before the 15th of each month.
