Improve the green power consumption capacity. Promote the development of pumped storage power stations in stages, accelerate the construction of Wendeng, Weifang, Tai'an Phase II and other projects, start the Zaozhuang Zhuangli project, deepen the preliminary work of Laiwu Shipyard, Wulian Street, Mengyin Huapiling, etc., and actively promote the rolling inclusion of newly selected sites. By 2025, the scale of pumped storage in operation will reach 4 million kilowatts, and the scale under construction will reach 7 million kilowatts. Develop new energy storage, implement a number of new energy storage demonstration projects in key areas such as large-scale wind and solar base access points and UHV landing points, accelerate the innovation of energy storage technology, application scenarios and business models, promote advanced energy storage technologies such as energy-type lithium batteries and salt cavern compressed air, and carry out the "million kilowatt" action plan, striving to start new projects of more than 1 million kilowatts and increase the scale by about 1 million kilowatts each year. By 2025, the scale of new energy storage will reach about 6 million kilowatts.
Promote the healthy development of private investment. Introduce a number of measures to further increase support for the development of private investment. Coordinate and promote the implementation of private investment projects with strong demonstration and great influence, actively create typical cases, and standardize and guide the healthy development of private capital. Support private enterprises to participate in railway, highway, port terminal and related stations, urban infrastructure, public service facilities projects, and support private enterprises to increase investment in energy conservation and carbon reduction fields such as solar power generation, wind power, biomass power generation, and energy storage.
