Tianjin's implementation plan for further building a high-quality charging infrastructure system

In order to implement the requirements of the General Office of the State Council's "Guiding Opinions on Further Building a High-Quality Charging Infrastructure System" (Guobanfa [2023] No. 19), in accordance with the principles of scientific layout, moderate advancement, innovative integration, safety and convenience, we will build a high-quality charging infrastructure system to better support the construction of an important production base for the national new energy and intelligent connected vehicle industry in our city, promote large-scale consumption and high-quality development of new energy vehicles, and help achieve the carbon peak and carbon neutrality goals. This implementation plan is formulated in light of the actual situation of our city.

1. Work objectives

By 2030, the city will strive to add no less than 100,000 charging piles of various types, and the ratio of cars to charging piles will be among the highest in major cities nationwide. The charging network in the major urban traffic circles of Beijing, Tianjin and Hebei will be fully covered, charging piles in highway service areas will be fully covered, charging piles in various parking lots in cities will be fully covered, charging piles in rural areas will be fully covered in towns, and charging piles in scenic spots above 4A level will be fully covered, forming a charging network with urban surface, highway linear, and rural point layout. The charging infrastructure will be intelligent and open, charging equipment will be fast and slow, charging services will be safe and convenient, and charging information will be interconnected. A high-quality charging infrastructure system with wide coverage, moderate scale, reasonable structure, and complete functions will be basically established to better meet the needs of the people for purchasing and using new energy vehicles, and help promote the green and low-carbon transformation of transportation and the construction of a modern infrastructure system.

II. Key Tasks

1. Optimize and improve the layout of charging infrastructure network

1. Build an interconnected charging service network in Beijing, Tianjin and Hebei. Support the development of the Beijing-Tianjin-Hebei urban agglomeration, increase the density of charging networks between major cities, and enhance the accessibility of new energy vehicles between the Beijing-Tianjin-Hebei urban agglomerations. Strengthen the unified planning and coordinated construction of charging infrastructure, strengthen the exchange and sharing of charging service data in the Beijing-Tianjin-Hebei region, accelerate the intelligent upgrading and transformation of the charging network, achieve effective connection of cross-regional charging services, and build an integrated public charging service network system in the Beijing-Tianjin-Hebei region. By 2025, the "0.5 to 1 hour traffic circle" between urban towns, the "1 to 1.5 hour traffic circle" in the core cities of Beijing, Tianjin and Xiong'an, and the "3-hour traffic circle" in major cities in Beijing, Tianjin and Hebei will achieve full coverage of the charging network. 2. Build a convenient and efficient inter-city charging network. Improve the charging infrastructure system of highway service areas, promote the construction of charging infrastructure in a number of highway service areas such as Jinghai West Service Area of ​​Jinshi Expressway and Meichang Service Area of ​​Beijing-Tianjin Expressway, and by 2025, achieve 100% coverage of charging piles in highway service areas that meet the conditions. Construct charging infrastructure simultaneously with the construction of new highway service areas, upgrade and renovate the charging infrastructure and expand charging piles in existing highway service areas according to local conditions, and in principle, new facilities should use high-power charging technology. Promote the construction of charging infrastructure in service areas (stations) of ordinary national and provincial trunk roads that meet the conditions, further strengthen the charging network, and better meet the public's demand for high-quality and diversified travel services. (The Municipal Transportation Commission, Municipal Development and Reform Commission, Municipal Power Company, and the People's Governments of each district are responsible for their respective duties)

3. Build a well-structured urban charging network. Relying on the urban road traffic network, with the "two districts" (residential areas and office areas) and "three centers" (commercial centers, industrial centers, and leisure centers) as the focus, promote the orderly extension of the urban charging network from the central urban area to the edge of the urban area. When planning and implementing urban renewal projects, each district should include charging infrastructure in the scope of transformation according to local conditions. When planning and constructing parking lots, each district should simultaneously build charging infrastructure to achieve 100% coverage of various parking scenarios in the city. Public charging infrastructure with fast charging as the main and slow charging as the auxiliary shall be constructed in the spaces near urban roads, and new centralized charging infrastructure of a certain scale shall be promoted. Charging infrastructure with intelligent and orderly slow charging as the main and emergency fast charging as the auxiliary shall be promoted in residential areas. Public charging infrastructure combining fast and slow charging shall be laid out and constructed in special and public areas of the city such as office areas and the "three centers". (Municipal Development and Reform Commission, Municipal Housing and Urban-Rural Development Commission, Municipal Urban Management Commission, Municipal Commerce Bureau, Municipal Power Company, and People's Governments of various districts shall be responsible for their respective duties)

4. Build an effective charging network in rural areas. The relevant contents of the district, town (village) public charging network planning should be included in the district, town (village) land space planning, and the construction space of charging stations should be coordinated to provide planning land support for charging stations. Promote the construction of public DC fast charging stations, and give priority to the construction of public charging infrastructure in public parking lots of township administrative licensing service centers, hospitals, schools and other external public service institutions, A-level scenic spots, key rural tourism villages, farmhouses, village committees, etc., to achieve "full coverage of charging stations in all districts and full coverage of charging piles in all towns." Promote the standardized construction and sharing of charging infrastructure, improve the level of resource conservation and intensive utilization, increase the construction and transformation of supporting power grids, and enhance the support and guarantee capabilities of rural power grids.
