(XV) Strengthen resource guarantee. For new energy storage power stations included in the annual plan, project land will be arranged first according to public facilities. For new energy storage manufacturing and application projects, priority will be given to their land for capital increase and expansion and preferential land prices. The land transfer base price can be implemented at 70% of the industrial land assessment price corresponding to the land grade of the location. This action plan is formulated by the Municipal Science and Technology Bureau, the Municipal Industry and Information Technology Bureau, and the Municipal Energy and Key Project Bureau for the support policies in the fields of science and technology, manufacturing, and energy, and is responsible for the issuance, supervision, and specific interpretation of funds. The annual reward and subsidy amount and the list of enterprises will be submitted to the municipal government for approval and then issued. If the same matter that meets the provisions of this action plan and meets the provisions of other municipal support policies in our city, it will be supported on the principle of higher rather than lower and non-duplication.

This action plan shall come into effect on the date of publication and shall be valid for 3 years.
