Huizhou City's Action Plan to Promote High-Quality Development of New Energy Storage Industry
In order to promote the high-quality development of new energy storage industry in Huizhou City, this action plan is formulated in accordance with the "Guiding Opinions on Promoting the High-Quality Development of New Energy Storage Industry in Guangdong Province" (Guangdong Provincial Government Office [2023] No. 4) issued by the General Office of the Provincial Government, and the "Several Measures on Accelerating the High-Quality Development of New Energy Storage Products" (Huizhou Manufacturing Power City Office [2023] No. 8) issued by the Office of the Provincial Manufacturing Power Leading Group, combined with the actual situation of our city.
1. Development Goals
The research and development capabilities of new energy storage are constantly enhanced, the scale of the key materials and core equipment manufacturing industries in the industrial chain continues to expand, and the battery recycling and cascade utilization system is basically complete, promoting the collaborative innovation and development of the industrial chain and supply chain. Actively seize the commanding heights of the new energy storage industry, build an energy storage battery industry cluster, and strive to build Huizhou into a domestic new energy storage industry development highland and a new energy storage application demonstration city in the Guangdong-Hong Kong-Macao Greater Bay Area. Through pilot demonstrations, expand application scenarios and build new energy storage into a new engine for industrial development. By 2025, the output value of the new energy storage industry cluster will strive to reach 180 billion yuan, the total production capacity of energy storage batteries in the city will strive to reach 110GWh, and the installed capacity of new energy storage in the city will strive to reach 3 million kilowatts. By 2027, the output value of the new energy storage industry cluster will strive to reach 350 billion yuan, the total production capacity of energy storage batteries in the city will strive to reach 160GWh, and the installed capacity of new energy storage in the city will strive to reach 6 million kilowatts.
2. Improve the R&D and innovation capabilities of new energy storage
(I) Improve the R&D innovation mechanism. Relying on the Dongjiang Laboratory, the Huizhou New Energy Storage Technology Innovation Alliance was established to actively undertake key projects in the field of new energy storage at the provincial level and above, and carry out applied basic research in the fields of precision cutting of solar silicon wafers, lithium battery separator materials, porous composite current collectors based on nuclear pore membranes, thermal photovoltaic cells, lithium extraction from salt lakes, and wind power superconducting wind turbines. A special research project on new energy storage will be established in the scientific research funds of the Dongjiang Laboratory to support the new energy storage projects carried out by members of the innovation alliance, the establishment of R&D platforms, and the transformation of technological achievements. For enterprises or scientific research institutions in our city that undertake major national and provincial new energy storage technology projects and receive funding support, the municipal finance will provide matching support at a certain proportion.
(II) Breakthrough in key core technologies. Focusing on key areas and key links such as lithium battery production equipment, lithium-ion batteries, sodium-ion batteries, energy electronic information, full-process safety technology, intelligent control, hydrogen energy storage and forward-looking energy storage technology, we will continue to organize "unveiling the list and taking charge" municipal science and technology plan projects, set up a "new energy storage" topic, increase financial support, and support enterprises in tackling key core technologies. We will support our city's enterprises, universities and research institutes in carrying out joint research in the field of new energy storage, breaking through the technical blockade and core technology "stuck neck" problems in the field of new energy storage.
(III) Encourage enterprises to carry out technological innovation. Implement preferential policies for additional deductions of enterprise R&D expenses, encourage our city's energy storage battery manufacturing enterprises to increase R&D investment in new fields such as sodium ion batteries, solid-state batteries, flow batteries and hydrogen fuel cells, and proactively deploy new generation energy storage technologies and equipment. Support enterprises to create industrial innovation carriers such as manufacturing innovation centers, enterprise technology centers, engineering technology research centers, and engineering research centers, and enhance their capabilities in technology R&D, pilot incubation, and technology application promotion in the field of new energy storage.
3. Cultivate and expand the scale of new energy storage industry
(IV) Build characteristic industrial parks. Link Guangzhou, Shenzhen and Dongguan to build a cluster of new energy storage battery industry, battery material production, battery production, energy storage system and equipment production, and battery comprehensive utilization on the east bank of the Pearl River Estuary. Plan to build a new energy storage characteristic industrial park, set up an "energy electronic material cluster zone", focus on introducing energy storage batteries and supporting, battery materials and recycling companies, and continuously strengthen the chain, supplement the chain and extend the chain. Relying on Daya Bay Petrochemical Zone, Huizhou New Materials Industrial Park and Huiyang New Materials Industrial Park, accelerate the development of positive and negative electrode materials, electrolytes, diaphragms, conductive agents, binders, dispersants and other battery materials. Support Huiyang, Boluo, Daya Bay and Zhongkai to focus on the development of energy storage battery materials and auxiliary materials, and further expand the scale of negative electrode materials, lithium battery copper foil, battery precision structural parts, aluminum plastic film, battery pole ears and other industries. Support Huicheng and Zhongkai to focus on the development of advanced production equipment for energy storage batteries. Support Huicheng, Huiyang, Boluo and Zhongkai to focus on the development of energy storage inverters, battery power systems and battery system integration, and further consolidate the advantages of production and manufacturing links such as energy storage inverters, power management systems, energy storage battery cells, modules and battery packs.
(V) Increase support for major projects of key enterprises. Support key enterprises to expand production and increase efficiency. Provide electricity subsidies to new energy storage manufacturing enterprises with an annual industrial output value of RMB 1 billion (inclusive) or more and an industrial output value growth rate of 10% (inclusive) or more, with a maximum subsidy of RMB 3 million per enterprise per year. Encourage the implementation and production of major projects, accelerate the approval of land use, environmental impact assessment, energy conservation, and forest use for new energy storage manufacturing projects, and promote the acceleration of project implementation and production. Support eligible new energy storage manufacturing projects to be included in the provincial key construction project plan, strive for the province to coordinate the land use and energy consumption indicators, give priority to the total amount of new pollutant emissions of the project, and actively strive for provincial coordination. Support enterprises to actively strive for various types of funds such as special investment funds and technical transformation funds within the central budget. New energy storage manufacturing enterprises are encouraged to take out loans for capital increase and expansion in Huizhou. For manufacturing enterprises applying for loans for capital increase and expansion from local banks, an interest subsidy of no more than 2% per year will be granted. The loan amount for purchasing production equipment is RMB 100-500 million (not included) and the loan amount is RMB 500 million (inclusive) or more. The maximum cumulative subsidy amount for a single enterprise is RMB 10 million and RMB 50 million respectively, with a term of 36 months. The interest subsidy will be paid annually based on the actual amount incurred. If the project obtains national and provincial interest subsidy, it will be included in the government loan interest subsidy amount. For new and expanded new energy storage manufacturing projects with actual fixed asset investment (excluding the cost of obtaining land use rights) of RMB 1 billion (inclusive) or more, superimposed funding will be provided in accordance with the provincial investment policy for major manufacturing projects. For the same project, an enterprise can only enjoy one of the loan interest subsidy and fixed asset investment superimposed funding. For major new energy storage manufacturing projects listed as key projects in Guangdong Province's new energy storage industry, or newly built or expanded major projects of the province's "chain leader" enterprises and backbone enterprises, the support is not limited to the above, but also includes but is not limited to key support in fixed asset investment incentives, contribution incentives, talent policies, industrial funds, and factory construction.
