On March 28, the National Energy Administration issued the "Several Opinions on Accelerating the Digital and Intelligent Development of Energy" (hereinafter referred to as the "Opinions").
The Opinion proposes to accelerate the clean and low-carbon transformation of power generation with digital and intelligent technologies. Develop new energy and hydropower power forecasting technologies, and comprehensively analyze relevant meteorological factors, power supply status, grid operation, user needs, energy storage configuration and other variable factors. Accelerate the digital design, construction and intelligent upgrading of traditional power sources such as thermal power and hydropower, promote the development and application of intelligent distributed control systems, assist coal-fired units in energy-saving and carbon-reduction transformation, flexibility transformation, and heating transformation, and promote pumped storage and new energy storage to give full play to their flexible regulation role.
Support the construction of new power systems with digital and intelligent power grids. Accelerate the development of new energy microgrids and high-reliability digital distribution systems, and improve the intelligent and efficient configuration and operation optimization control level of user-side distributed power sources and new energy storage resources.
Promote the construction of digital energy ecology with new models and new formats. Improve the intelligent level of coordinated regulation, diagnosis and operation and maintenance of energy storage, energy supply and energy consumption systems, accelerate the construction of a new national energy storage big data platform, and improve the information collection and reporting channels and mechanisms of each province (region).
Promote pilot demonstrations of diversified application scenarios. Focusing on key areas, key links, and common needs, relying on energy engineering to explore and expand digital and intelligent applications according to local conditions, focus on promoting the organization of demonstration projects in application scenarios such as smart power plants, new energy and energy storage grid connection, intelligent inspection and disaster monitoring of transmission lines, smart substations, self-healing distribution networks, smart microgrids, hydrogen-electricity coupling, intelligent regulation of distributed energy, virtual power plants, electricity-carbon data linkage monitoring, smart reservoirs and dams, smart coal mines, smart oil and gas fields, smart pipelines, smart refineries, integrated energy services, industry big data centers and integrated service platforms, undertake systematic digital and intelligent pilot tasks, and conduct in-depth exploration and trial in technology innovation, operation models, and development formats.
