On March 27, the Zhejiang Provincial Development and Reform Commission issued the "Implementation Opinions on Promoting the High-quality Development of New Energy in Zhejiang Province (Draft for Comments)", which mentioned:
Promote high-quality development of energy storage. Scientifically develop pumped-storage power stations in the province, do a good job in selecting and reserving sites for pumped-storage power stations, and carry out the construction of hybrid (small and medium-sized) pumped-storage power stations according to local conditions. Actively promote the integrated coordinated development of sources, grids, loads and storage, explore diversified new energy storage technology paths and development models, coordinate the development and construction of large-scale offshore wind power and centralized photovoltaic power stations, and promote the layout of a number of independent energy storage power station projects around new energy power stations; encourage the centralized construction of independent energy storage in the photovoltaic development areas of the whole county. Promote the application of technologies such as high-precision and long-term power prediction and intelligent dispatching and control, improve the accuracy and support capacity of wind and photovoltaic power prediction, use new energy storage to coordinate and ensure the consumption and utilization of new energy, and provide capacity support and peak-shaving capabilities for the power system. Accelerate the large-scale application of new energy storage, actively encourage thermal power to reasonably configure new energy storage, explore the development of new energy storage in conjunction with nuclear power peak-shaving, frequency regulation and other multi-scenario applications; optimize the grid-side energy storage layout, and encourage large users and industrial parks to layout new energy storage. Explore the use of existing sites and transmission and transformation facilities of retired thermal power units to build new energy storage or wind and solar storage facilities. Encourage new energy storage, adjustable load and other grid-connected entities to participate in power auxiliary services. By 2027, the province's new energy storage installed capacity will reach 4 million kilowatts.
Improve the regulation capacity and flexibility of the power system. Scientifically determine that the whole society will carry out flexibility transformation of coal-fired power units, promote the rapid development of new energy storage, strengthen the construction of system peak regulation capacity, improve the new energy consumption capacity, and ensure the safe and stable operation of the power grid.
