Recently, the Shenzhen Development and Reform Commission issued the "Several Measures to Support the Accelerated Development of the Electrochemical Energy Storage Industry in Shenzhen (Draft for Comments)", which provides financial support for advanced energy storage demonstration projects, with the maximum support for the project not exceeding 10 million yuan.

In order to seize the development opportunities of the global electrochemical energy storage industry and build a world-class global energy storage industry center, in accordance with the "Opinions of the Shenzhen Municipal People's Government on Developing and Expanding Strategic Emerging Industry Clusters and Cultivating and Developing Future Industries", "Shenzhen Action Plan for Cultivating and Developing New Energy Industry Clusters (2022-2025)", "Shenzhen Measures to Promote High-quality Development of Green and Low-carbon Industries" and other documents, the Municipal Development and Reform Commission has compiled the "Shenzhen Measures to Support the Accelerated Development of the Electrochemical Energy Storage Industry (Draft for Comments)" (hereinafter referred to as "Measures").
In order to protect the public's right to know and participate, in accordance with the "Regulations on the Administration of Regulatory Documents Formulated by Shenzhen Municipal Administrative Organs" (Municipal Government Order No. 305) and other regulations, we now publicly solicit public opinions on these "Several Measures". Relevant units and people from all walks of life can provide feedback on revisions and suggestions in the following two ways before February 19, 2023.

Several measures of Shenzhen to support the accelerated development of electrochemical energy storage industry (draft for comments)
In order to seize the development opportunities of the global electrochemical energy storage industry and build a world-class global energy storage industry center, these measures are formulated in accordance with the "Opinions of the Shenzhen Municipal People's Government on Developing and Strengthening Strategic Emerging Industry Clusters and Cultivating and Developing Future Industries", "Shenzhen Action Plan for Cultivating and Developing New Energy Industry Clusters (2022-2025)", "Shenzhen Measures to Promote High-Quality Development of Green and Low-Carbon Industries" and other documents.
I. Key Support Institutions and Fields
This measure applies to enterprises that have registered and have independent legal personality and are engaged in electrochemical energy storage research and development, production and services, as well as other institutions, social groups, private non-enterprises and other institutions.
These measures focus on supporting raw materials, components (ICPs such as IGBT, MOSFET, DSP, etc.), process equipment, battery cell modules, battery management systems (BMS), energy management systems (EMS), converters (PCS), system integration (safety warning and state estimation, efficient fire extinguishing and prevention of re-ignition, etc.), construction and operation (power supply side energy storage, grid side energy storage, data center backup power supply, 5G base station backup power supply, household energy storage, etc.), market services (virtual power plants, shared energy storage, energy storage big data, etc.), battery recycling and comprehensive utilization (cascade utilization, recycling) and other key areas and chains for advanced electrochemical energy storage technology routes such as lithium-ion batteries, sodium-ion batteries, magnesium-ion batteries, and flow batteries.
2. Create a new industrial ecosystem
(I) Enhance the radiation capacity of chain leaders. Encourage ecological leaders such as battery modules and system integration to provide quality management, traceability services, financial services, R&D design, procurement and distribution and other expansion services to upstream and downstream enterprises, and provide a maximum interest subsidy of 3 million yuan for the operating loan interest of supply chain enterprises at a rate not exceeding 30%. Expand the scale of the People's Bank of China's "Commercial Bill Pass" business and encourage chain leaders to settle with upstream and downstream enterprises in a commercial manner. (II) Strengthen the attraction of leading enterprises. For qualified international and regional headquarters of energy storage batteries, a landing reward of 10 million yuan can be given. For the particularly important enterprises introduced, a separate agreement can be made when signing a cooperation agreement with the municipal government. For headquarters enterprises with special contributions, the amount of local financial resources generated in the previous year that exceeds the highest value of the previous two years will be multiplied by 30%, and in principle, the maximum amount shall not exceed 20 million yuan. (III) Accelerate the stabilization of the industrial chain and supply guarantee. Give full play to the role of local battery cell modules, converters, system integration and other ecological chain main enterprises in "using business to attract investment", and support traders of mineral resources such as nickel, cobalt and lithium to build a mineral resource trading platform based on the Qianhai Joint Trading Center. The government and enterprises cooperate to actively introduce electronic component manufacturers such as silicon-based IGBT and SiCMOSFET as well as large energy central enterprises to continuously improve the safety and stability of the energy storage industry chain. (IV) Establish an electrochemical energy storage industry alliance. Leverage the joint efforts of upstream and downstream industries to strengthen market service sharing, technology research and development sharing, quality standard system co-construction, and intellectual property rights sharing, help build a world-class new energy storage industry center, support the development of social organizations such as alliances, and provide a maximum of 3 million yuan in funding after evaluation. 3. Enhance the industry’s innovation capabilities
(V) Breakthrough in key core technologies. Carry out key technology research in frontier key areas such as sodium ion batteries, magnesium ion batteries, and all-solid-state lithium batteries, and provide support of up to 10 million yuan for a single project. Encourage enterprises to cooperate with universities and research institutions to develop and reserve cutting-edge energy storage technologies, and support for a single project shall not exceed 3 million yuan. (VI) Lay out and build innovation carriers. A number of key laboratories, engineering research centers, enterprise technology centers, industrial innovation centers, and manufacturing innovation centers will be built to meet the development needs of high-safety, low-cost, and long-life energy storage batteries, and will be subsidized up to RMB 10 million. Approved national key laboratories, national engineering research centers, and other national-level innovation carriers will be supported up to RMB 30 million. (VII) Strengthen the guarantee for standard formulation. Support enterprises to take the lead in participating in the formulation and revision of international standards, national standards, industry standards, and local standards in the fields of sodium-ion batteries, battery recycling, energy storage carbon label certification, and energy storage battery safety packaging, and provide funding of no more than 1 million yuan, 500,000 yuan, 300,000 yuan, and 200,000 yuan respectively according to the project level. Encourage enterprises and university research institutions to take the lead in formulating local standards for energy storage, and give priority to project approval and release of standards that meet the requirements. Units that undertake the secretariat or convener of international standardization technical committees, sub-technical committees, and working groups in the field of energy storage will be given funding of no more than 1.8 million yuan, 1.2 million yuan, and 300,000 yuan respectively.
