Implement standardized management of the recycling and utilization of renewable resources such as scrap steel, scrap non-ferrous metals, scrap plastics, waste paper, scrap tires, scrap mobile phones, and scrap power batteries, improve the level of industry standardization, and promote the aggregation of resources to advantageous enterprises. Strengthen the standardized management and environmental supervision of enterprises dismantling and utilizing waste electrical and electronic products, scrapped motor vehicles, scrapped ships, and scrap lead-acid batteries , increase the rectification of illegal and irregular enterprises, and create a fair market competition environment. Accelerate the establishment of a system for the promotion and use of recycled raw materials, expand the market application channels for recycled raw materials, and strengthen the supply guarantee capacity of renewable resources for strategic mineral resources. Implement the classification quality control and labeling system for renewable resources, and promote resource-recycled products and raw materials. Promote the recycling and utilization of new types of waste such as solar photovoltaic components, power batteries , carbon fiber materials, bio-based fibers, composite materials, and energy-saving lamps.
