China Energy Storage Network News: On May 12, it was learned from State Grid Zhejiang Electric Power Co., Ltd. that during the peak summer period this year, Zhejiang Power Grid will continue to strengthen the management of power demand side, ensuring that the market-oriented peak-shaving capacity will be increased to more than 3 million kilowatts in July and August, and the peak-shaving response capacity of the provincial reserve customer side will reach more than 11 million kilowatts. Zhejiang Power Grid has a peak-shaving capacity of more than 5% based on the highest power load in 2021. So far, State Grid Zhejiang Electric Power has achieved a 3.5 million kilowatt interruptible load scale by promoting the construction of a new power load management system and accelerating the implementation of load control terminal transformation and access.
Recently, the Zhejiang Provincial Development and Reform Commission and the Provincial Energy Bureau issued a notice on the 2022 electricity demand response work, clearly stating that it is necessary to mobilize and awaken the "sleeping" demand-side response resources to the greatest extent, carry out pilot demonstrations of projects such as "virtual power plants", implement peak shaving demand response and valley filling demand response, and improve the operating efficiency of the power system.
Peak shaving demand response includes day-ahead peak shaving, hourly peak shaving, minute-level peak shaving and second-level peak shaving. Among them, when implementing hourly peak shaving demand response, State Grid Zhejiang Electric Power will send a response execution notice to the contract customers through telephone, text messages, etc. 4 hours before the response is executed. Customers who receive the response execution notice must complete the load adjustment by themselves during the response period. Minute-level response means that 30 minutes before the execution of the peak shaving demand response, State Grid Zhejiang Electric Power will issue an adjustment instruction to the contract customers through the new power load management system. After the customer confirms participation, the company uses the linkage strategy of the demand response terminal and the customer's own system to complete the load adjustment. Second-level response means that in the event of an emergency in the power grid, State Grid Zhejiang Electric Power will issue a control instruction to the contract customers through the new power load management system, and use the shunt tripping function of load control devices such as dedicated transformer load control terminals or precise load control terminals to complete load control, so as to achieve precise load regulation in power grid emergencies.
Jiarong Cement Co., Ltd., located in Yuyao City, has two dedicated transformers. After communicating with the enterprise customer, Ningbo Power Supply Company signed an interruptible response agreement with the customer at the end of April, and installed a branch load control device on one of the customer's high-voltage outlet cabinets to guide the customer to reconnect non-critical auxiliary production loads such as air conditioning and lighting to the branch. When an emergency occurs in the power grid, the local power supply company can accurately cut off the branch load through the new power load management system to ensure the safety of enterprise equipment operation and personnel. According to the forecast of the power supply and demand situation in Zhejiang Province during the peak summer and peak winter this year, State Grid Zhejiang Electric Power will implement precise intelligent control measures on the power demand side at the day-ahead, hourly, minute-level and second-level to form a demand response resource pool of 11 million kilowatts of peak shaving, 2 million kilowatts of valley filling, 2 million kilowatts of hourly peak shaving and 1.3 million kilowatts of minute-level peak shaving.
This year, State Grid Zhejiang Electric Power has continuously expanded the scope of customers participating in demand response, and has increased the coverage rate of industrial enterprises' adjustable capabilities by tapping into flexible and adjustable resources in industrial production, commercial buildings and other fields. It has focused on tapping the load regulation potential of commercial air-conditioning in metropolitan areas, and explored various load aggregation models such as integrated energy service providers, virtual power plant operators, and load aggregators. It has piloted the application of new smart energy units in scenarios such as commercial buildings, industrial enterprises, and small and micro parks to achieve intelligent and flexible load regulation.
