The founding conference of the New Power System Technology Innovation Alliance was held

On April 22, the New Power System Technology Innovation Alliance, initiated by State Grid Corporation of China and jointly established by 31 enterprises, universities and social organizations, was officially established. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the alliance thoroughly implements the new energy security strategy of "four revolutions and one cooperation", accelerates the construction of a new power system, fully serves the "dual carbon" goal, contributes to the construction of an energy power, and welcomes the successful convening of the 20th National Congress of the Communist Party of China with practical actions.

Xin Baoan, Chairman and Party Secretary of State Grid Corporation of China, Weng Jieming, Party Committee Member and Deputy Director of State-owned Assets Supervision and Administration Commission of the State Council, Zhao Chenxin, Party Member and Secretary General of National Development and Reform Commission, Yu Bing, Deputy Director and Party Member of National Energy Administration, Shu Yinbiao, Chairman and Party Secretary of China Huaneng, Zou Lei, Chairman and Party Secretary of China Datang, Liu Guoyue, General Manager and Deputy Party Secretary of State Energy Group, Yang Kun, Party Secretary and Executive Vice Chairman of China Electricity Council, and Yang Yongping, President and Deputy Party Secretary of North China Electric Power University, jointly launched the establishment of New Power System Technology Innovation Alliance. Cao Zhian, Chairman and Party Secretary of Harbin Electric Group, Yu Peigen, Chairman and Party Secretary of Dongfang Electric Group, Zhou Qun, General Manager and Deputy Party Secretary of China Electric Equipment, and relevant leaders of enterprises such as China National Petroleum Corporation, Sinopec, CNOOC, China Huadian Corporation, State Power Investment Corporation, China Three Gorges Corporation, PowerChina, China Energy Engineering Corporation, China General Nuclear Power Corporation, and universities such as Tsinghua University, Zhejiang University, and Xi'an Jiaotong University attended the establishment conference of the alliance. Zhang Zhigang, general manager and deputy secretary of the party group of State Grid Corporation of China, presided over the meeting. Chen Guoping, deputy general manager and member of the party group, introduced the formation of the alliance and released the "Framework for Joint Innovation of Major Technologies for New Power Systems (Draft)".

On behalf of the State-owned Assets Supervision and Administration Commission of the State Council, Weng Jieming congratulated the establishment of the New Power System Technology Innovation Alliance. He pointed out that the establishment of the alliance is an important measure to implement the decisions and arrangements of the Party Central Committee and the State Council, and is a beneficial practice to give full play to the role of various innovation entities and promote energy transformation and reform. It is hoped that the alliance will take the initiative and take on the responsibility to make greater contributions to the realization of the "dual carbon" goal by building a new power system resource integration and sharing development platform with global influence and authority.

Zhao Chenxin pointed out that the establishment of the New Power System Technology Innovation Alliance initiated by State Grid Corporation of China is an important action to promote carbon peak and carbon neutrality, and a major event in the national energy and power industry, which demonstrates the broad vision, wisdom and pattern of State Grid Corporation of China and all parties involved. It is hoped that the alliance will firmly grasp the development direction of the new round of energy technology revolution, concentrate its superior forces, form an innovative synergy, achieve more results, promote the green transformation and sustainable development of my country's energy and power, achieve success through cooperation, and create brilliance through win-win cooperation.

Yu Bing said that promoting the construction of a new power system is of great strategic significance for the future development of my country's power industry. He hopes that State Grid Corporation of China will work with power generation, petroleum and petrochemical, manufacturing enterprises and colleges and universities to adhere to problem-oriented, deepen theoretical research, focus on scientific and technological innovation, strengthen coordination and cooperation, promote the deep integration of production, learning, research and application, and strive to improve the overall efficiency of the innovation chain, so as to jointly promote the high-quality development of the power industry.

Xin Baoan said in his speech that in September 2020, General Secretary Xi Jinping proposed China's carbon peak and carbon neutrality goals at the 75th United Nations General Assembly; in March 2021, General Secretary Xi Jinping emphasized the need to build a new power system at the 9th meeting of the Central Financial and Economic Commission, which pointed out the direction for the development of my country's energy and power and provided a fundamental guideline. To achieve the "dual carbon" goal, energy is the main battlefield, electricity is the main force, the construction of a new power system is an important starting point, and strengthening independent innovation is the driving engine. The establishment of a new power system technology innovation alliance is a responsible move to implement the decisions and arrangements of the CPC Central Committee and promote the transformation and upgrading of the power system. It is conducive to building consensus among all parties, promoting the optimal combination of various factors, striving to seize the commanding heights of energy and power technology, and providing strong technical support for ensuring reliable power supply and promoting clean and low-carbon energy transformation. It is an innovative move to give full play to the advantages of the new national system and promote high-level scientific and technological self-reliance. It is conducive to changing the organizational model of technological innovation, carrying out multi-disciplinary and cross-field integrated innovation, accelerating the breakthrough of core technologies, and firmly grasping the initiative of development in our own hands. It is the only way to ensure the security and stability of the industrial chain and supply chain and enhance the competitiveness of the energy and power industry. It is conducive to connecting the innovation chain of technology research and development, mutual recognition of standards, transformation of results, and equipment manufacturing, driving the upgrading of my country's electrical technology equipment, and building a modern industrial cluster with world-leading level.

Xin Baoan expressed the hope that all parties will, in line with the principles of consultation and co-construction, mutual benefit and win-win, combine strengths, complement each other's strengths, pool wisdom, and climb to new heights, and jointly play the strong voice of the times for the construction of a new power system. He put forward four proposals: First, build a coordination mechanism to stimulate innovation vitality. Create an exchange and cooperation platform that combines production, education, research and application, and connects upstream, midstream and downstream, and strive to achieve a subject for research, projects for implementation, and guarantees for cooperation. Second, strengthen joint research and breakthroughs in key technologies. Focusing on key areas, we will give full play to our advantages, fight with all our strength, focus on overcoming the "stuck neck" problems, and strive to achieve more original results. Third, cultivate leading talents and build innovative teams. Strengthen the exchange, mutual visits and mutual employment of high-level talents, and form a vivid situation in which young and old are in succession and talents emerge in large numbers. Fourth, adhere to demonstration and leadership, and accelerate the transformation of results. Enrich technology application scenarios, broaden application channels, and promote the faster and better transformation of innovative results into real productivity.

At the founding conference of the alliance, the first batch of four cooperation projects were signed. The alliance will comprehensively promote eight major power science and technology innovation demonstration projects, including new energy active support, new energy storage, green production and efficient utilization of hydrogen energy, electric carbon market, power demand response and other fields. It is expected that the total R&D investment and industrial promotion will exceed 100 billion yuan. The participating entities include state-owned enterprises, private enterprises and universities in the fields of power grid, power generation, power equipment, new energy and energy storage.
