Notice on Improving the Residential Time-of-Use Electricity Price Policy

Development and Reform Commissions of all cities, State Grid Shandong Electric Power Company:

In order to encourage residential users to participate in peak-load shifting and valley-loading of electricity, in accordance with the "Notice of the National Development and Reform Commission on Improving the Residential Ladder Electricity Price System" (Development and Reform Price [2013] No. 2523), "Notice of the National Development and Reform Commission on Issues Concerning Electricity Price Policy for Electric Vehicles" (Development and Reform Price [2014] No. 1668), "Notice of the National Development and Reform Commission on Issuing Opinions on Clean Heating Price Policy in Northern China" (Development and Reform Price [2017] No. 1684) and other documents, the relevant matters of the residential time-of-use electricity price policy are hereby notified as follows:

1. Time-of-use electricity price policy for households

(I) Scope of implementation: Urban and rural residential users whose meters are directly read and charges are made by State Grid Shandong Electric Power Company.

(II) Time division: The peak period is from 8:00 to 22:00, and the valley period is from 22:00 to 8:00 the next day; of which the peak period during the heating period is from 8:00 to 20:00, and the valley period is from 20:00 to 8:00 the next day.

(III) Electricity price standards. On the basis of the current tiered electricity price standards, the peak electricity price will be increased by 0.03 yuan per kilowatt-hour (tax included, the same below); the valley electricity price will be reduced by 0.17 yuan. That is, the first-tier peak electricity price is 0.5769 yuan, and the valley electricity price is 0.3769 yuan. The second and third-tier peak and valley electricity prices will be increased by 0.05 yuan and 0.3 yuan respectively on the basis of the first-tier peak and valley electricity prices; among them, the valley electricity price during the heating period will be adjusted from a reduction of 0.17 yuan to a reduction of 0.2 yuan. That is, the first-tier peak electricity price is 0.5769 yuan, and the valley electricity price is 0.3469 yuan. The price increase standards for the second and third-tier peak and valley electricity prices remain unchanged.

2. Time-of-use electricity price policy for residential electric vehicle charging piles

(I) Scope of implementation: Electric vehicle charging piles installed in residential homes, residential communities, and non-residential users who implement residential electricity prices where State Grid Shandong Electric Power Company directly reads meters and charges households.

(II) Time division: Peak period is from 8:00 to 22:00, and valley period is from 22:00 to 8:00 the next day.

(III) Electricity price standard. Based on the current electricity price standard (0.555 yuan per kilowatt-hour), the peak electricity price will be increased by 0.17 yuan per kilowatt-hour, and the valley electricity price will be reduced by 0.17 yuan. That is, the peak electricity price will be 0.725 yuan, and the valley electricity price will be 0.385 yuan.

III. Other matters

(I) The time-of-use electricity price policy for residential households and residential electric vehicle charging piles is voluntarily selected by residential users. The power grid company will replace the time-of-use electricity meter free of charge. The adjusted electricity price policy will be implemented from the month after the application. Users who implement the residential time-of-use electricity price policy will be based on an annual cycle and should not be adjusted within one year. Those who do not choose will still be priced in the original way.

(II) The heating period referred to in this notice is from November 1st of each year to March 31st of the following year.

(III) Please promptly report any problems and suggestions encountered during the implementation of the residential time-of-use electricity price policy to the Provincial Development and Reform Commission (Price Management Office).

The above-mentioned electricity price policy will be implemented from May 1, 2022, and the "Notice on Matters Concerning Residential Peak and Valley Time-of-Use Electricity Price Policy" (Lu Price No. 1 [2017] No. 107) will be abolished at the same time.
