On February 10, the Shandong Provincial Energy Bureau issued the "Notice on the Collection of the 2022 Energy Storage Demonstration Project Database". The scope of the demonstration project collection is mainly energy storage peak-shaving projects. The technologies include lithium batteries, compressed air, liquid flow batteries, coal-fired heat storage, hydrogen production and storage, as well as peak-shaving projects that use low-cost, long-term or large-capacity new technologies such as aluminum ion batteries, sodium ion batteries, and gravity energy storage as energy storage means. The project power is not less than 1,000 kilowatts, and the continuous charging time is not less than 2 hours.

Notice on the solicitation of 2022 energy storage demonstration project database

To all municipal development and reform commissions (energy bureaus), relevant units and enterprises:

In accordance with the spirit of the "Implementation Opinions on Carrying out Energy Storage Demonstration Applications" (Lufa Gai Neng Yuan [2021] No. 254), in order to promote the standardized management and scientific implementation of energy storage demonstration projects in 2022, we are now organizing the collection of energy storage demonstration project databases for 2022. The relevant matters are notified as follows:

1. Scope of the Collection

(I) Lithium battery energy storage peak load regulation project. With lithium batteries as the main energy storage element, the project access voltage level is 110kV and above, the power is not less than 50,000 kilowatts, the continuous charging time is not less than 2 hours, and the AC side efficiency is not less than 85%.

(II) Compressed air energy storage peak load regulation project: Using non-supplementary compressed air as a means of energy storage, the project power shall not be less than 100,000 kilowatts, and the power efficiency shall not be less than 70%.

(III) Liquid flow battery energy storage peak-shaving projects. Using iron-chromium, all-vanadium or other forms of liquid flow batteries as energy storage elements, the project power shall not be less than 10,000 kilowatts, and the AC side efficiency shall not be less than 70%.

(IV) Coal-fired power thermal storage deep peak-shaving projects. Using molten salt, solid thermal storage, etc. as heat storage means, the deep peak-shaving capacity of the unit is increased by 50,000 kilowatts or more, and the continuous deep peak-shaving time is not less than 4 hours.

(V) Hydrogen production and storage peak load regulation projects: Using electrolysis to produce hydrogen, in conjunction with power generation facilities to participate in peak load regulation, the hydrogen production capacity shall not be less than 5,000 kilowatts.

(VI) Other new energy storage peak-shaving projects. Peak-shaving projects that use low-cost, long-term or large-capacity new technologies such as aluminum ion batteries, sodium ion batteries, and gravity energy storage as energy storage methods, with a project power of no less than 1,000 kilowatts and a continuous charging time of no less than 2 hours.

II. Relevant requirements

(I) Conditions for inclusion in the warehousing. The undertaking unit of the project to be included in the warehousing shall be an independent legal entity registered in Shandong Province, and shall have no product quality liability accidents that harm the interests of consumers, and no safety or environmental accidents in the past year. The project layout shall be reasonable, and the technical quality shall meet the relevant requirements; the preliminary work shall be well prepared, and in principle it can be put into operation within the year; and it shall have innovative applications that can be used as a reference and promoted.

2. Application Procedure

1. The applicant must fill out the "Application Form for Shandong Province's 2022 Energy Storage Demonstration Project Database" as required, affix the official seal and submit it to the municipal energy authority where the project is located.

2. Each municipal energy department should attach great importance to it, organize it carefully, and review and check the application materials. After sorting and summarizing, fill in the "Summary Table of 2022 Energy Storage Demonstration Project Library". Please submit relevant materials and recommended documents (two copies of the paper version with official seal, and the electronic version on CD) to the Energy Conservation and Technology Equipment Division of the Provincial Energy Bureau before February 18.

3. The Provincial Energy Bureau will organize a review of the submitted projects and include those that meet the requirements in the project database for management. In principle, projects that are not included in the project database will not be listed as 2022 energy storage demonstration projects.
