China Energy Storage Network News: In 2021, State Grid Zhejiang Electric Power Co., Ltd. took the construction of a diversified, integrated, and highly flexible power grid as the core carrier, and accelerated the construction of a provincial demonstration zone for a new power system through resource aggregation, digital empowerment, and mechanism breakthroughs, and achieved new results. In the new year, State Grid Zhejiang Electric Power will thoroughly study and implement the spirit of the Sixth Plenary Session of the 19th CPC Central Committee and the Central Economic Work Conference, implement the requirements of State Grid Corporation of China, keep pace with the times, forge ahead, and re-study, re-explore, and re-practice the construction of a new power system.

Promote the upgrade of interaction between power generation, grid, load and storage

State Grid Zhejiang Electric Power has made efforts in many aspects including energy supply, allocation, consumption, technology, and mechanism to promote the coordinated interaction of power sources, power grids, loads, and energy storage, enhance the resilience of the power grid, proactively respond to the challenges of large-scale new energy and a high proportion of external power access, and explore and promote the construction of new power systems.

In terms of energy supply, State Grid Zhejiang Electric Power relies on the ultra-high voltage AC/DC hybrid power grid to improve the ability of clean energy to enter Zhejiang, and promote the development of new energy such as wind power generation and photovoltaic power generation in the province. According to the plan, by 2025, Zhejiang's new energy installed capacity will double and the electricity will be fully consumed. New energy will become the main installed capacity by 2030, the main output by 2035, and the main power supply by 2050.

In order to enhance the resilience of Zhejiang power grid to new energy power sources, State Grid Zhejiang Power has accelerated the application of a large number of new technologies related to new power systems, such as grid elastic intelligent development, energy storage, hydrogen-electricity coupling, dynamic capacity expansion, and distributed flow control technology. It has carried out relevant demonstration explorations in Hangzhou Xiaoshan, Ningbo Meishan, Jiaxing Jianshan, Lishui and other places, and then gradually promoted them throughout the province. The application scenarios cover industrial parks, industrial bases, rural areas, islands, etc., to create a highly elastic power grid and promote high-quality development of energy transformation.

The Hangzhou Asian Games low-carbon hydrogen energy demonstration project, which is under construction, uses off-peak electricity from the grid and photovoltaic power generation to produce "green hydrogen" for the park. It can also store excess hydrogen and use fuel cells to generate electricity during peak hours of grid power consumption, playing the role of a "power bank" for the grid. In many places in Zhejiang, the "new energy + shared energy storage" business model is being promoted and applied to activate the value of energy storage resources.

On the energy consumption side, State Grid Zhejiang Electric Power has promoted electrification in various fields such as industry, transportation, construction, and agriculture, increased the proportion of electricity in terminal energy consumption, studied measures to improve energy consumption efficiency, promoted carbon reduction and emission reduction, and promoted the whole society to improve energy efficiency.

In various parts of Zhejiang, factories, shopping malls and other electricity users can participate in power demand side response and interact with the power grid. In 2021, the peak-shaving response capacity of reserve customers in Zhejiang Province reached more than 10 million kilowatts, and more than 40,000 customers participated in power demand side response, and a multi-dimensional demand response ecosystem was initially formed.

Create a green and low-carbon energy transformation ecosystem

While making efforts in multiple aspects such as energy supply and consumption, State Grid Zhejiang Electric Power is also focusing on building a new energy ecosystem and creating an energy green and low-carbon transformation ecosystem.

The construction of a new power system emphasizes the participation and linkage of all parties. State Grid Zhejiang Electric Power focuses on digital reform, uses policy mechanisms and technological innovation to promote the participation of all parties in grid regulation and cost sharing, improves the system and mechanism oriented to low-carbon circulation, promotes the formation of a widely connected value community in energy-related links and fields, and creates a green and low-carbon development ecosystem that is jointly built, shared, and sustainable.

In Ningbo Meishan, State Grid Zhejiang Electric Power pioneered a green electricity market-oriented trading mechanism and established an internationally recognized green electricity consumption certification system. On September 7, 2021, 32 wind and solar power generation companies in Zhejiang and 30 electricity customers completed a total of 50 transactions, with a total transaction volume of more than 300 million kWh. In Wenzhou, the power supply company participated in organizing carbon asset transactions and launched "Carbon Easy Loan" to promote the consumption of new energy and help save energy and reduce carbon emissions.

State Grid Zhejiang Electric Power also launched the "Industrial Carbon Efficiency Code" based on the State Grid Energy Cloud in Huzhou to evaluate the carbon emission level of enterprises. The local Xuri Powder Technology Co., Ltd. originally had a "Carbon Efficiency Code" level of 4, which was upgraded to level 2 through energy-saving transformation. It is expected to reduce carbon dioxide emissions by nearly 200 tons per year, increase output value by 6 million yuan, and achieve energy consumption reduction and profit improvement.

The National Green Technology Trading Center, which was established on the basis of the State Grid Zhejiang Electric Power Innovation and Entrepreneurship Center, has reached transactions for a number of green technologies, including the energy cabin system based on methanol reforming hydrogen fuel cell technology. This means that a market-oriented green technology innovation system has been initially formed, driving the upstream and downstream of the green technology industry chain to achieve value creation and value sharing.

New power system construction enters a new stage

In 2022, the construction of a provincial demonstration zone for a new power system by State Grid Zhejiang Electric Power entered a new stage. The new requirements for the transition from dual control of energy consumption to dual control of carbon emissions have also given new connotations to the construction of a new power system.

The new power system is a bridge connecting the supply and demand of clean energy, and an effective way to release the green value of electricity. Efficient interaction between power sources, grids, loads and storage is its normal operation.

Based on in-depth research on new power systems, in the new year, State Grid Zhejiang Electric Power will continue to promote the implementation of the "individual, ten, hundred, thousand" construction system, advance the construction of new power systems in an integrated manner, realize an overall framework to lead the overall situation, ten special actions to take the lead in breakthroughs, one hundred county-level models to cover the entire area, and thousands of application scenarios to play a role.

State Grid Zhejiang Electric Power will pay attention to the universality of the national receiving power grid and the characteristics of Zhejiang in the process of overall design, iterative improvement and implementation. On the basis of correctly grasping and understanding carbon peak and carbon neutrality, it will fully integrate the advantages of digital reform and take the lead in forming a new power system construction model with demonstration, promotion and feasibility in the country. The company systematically considers the policy mechanisms that need to be broken through and improved for source, grid, load and storage, and accelerates the establishment of a diversified integrated policy mechanism or market system to set an example for the whole country.

A number of key demonstration projects will also be accelerated to be implemented. At the same time, the company adheres to local conditions and focuses on different areas, concentrating superior resources to create a number of comprehensive demonstration projects, such as the Hangzhou Xiaoshan Pan-Asian Games High-Elasticity Grid Comprehensive Demonstration, Jiaxing Haining Jianshan High-Elasticity Grid Comprehensive Demonstration, Ningbo Pan-Meishan High-Elasticity Grid Comprehensive Demonstration, Lishui Full-Area Zero-Carbon Energy Internet Demonstration, Low-Frequency Transmission Flexible Interconnection, Hydrogen-Electricity Coupling Energy Hub, Shaoxing Jinghu Multi-Energy Coupling, etc., highlighting the characteristics of various places.

State Grid Zhejiang Electric Power will explore ways to deeply integrate all aspects of energy supply and demand, promote energy efficiency improvement in a flexible, refined and market-oriented manner, help the whole society shift from "energy control" to "carbon control", and promote energy sharing, clean sharing, ecological co-construction, and shared responsibility across society.
