In recent years, with the continuous advancement of technology and the continuous acceleration of industrial progress, the performance and cost of new energy storage technologies represented by lithium-ion batteries have been rapidly optimized and have reached the critical point of large-scale application. At present, my country has carried out many engineering pilots and demonstrations of battery energy storage applications, and many provinces have introduced substantial policies and mechanisms to promote the development of the energy storage industry. Suggestions:
First, we should make a good overall plan for Shaanxi's new energy and energy storage industry. According to the forecast of the growth of power grid, conventional power installed capacity and power load during the 14th Five-Year Plan period, we should formulate a development plan for Shaanxi's energy storage industry to meet the future needs of safe and reliable power supply of the power grid and the efficient use of new energy.
Second, the energy storage industry will be given policy preferences and market-based incentives to increase the enthusiasm of market players to build energy storage. At the policy level, energy storage construction projects will be given extra points, construction compensation or operation compensation. At the market mechanism level, the peak-valley electricity price difference will be further widened, and energy storage will be included in the auxiliary service market and spot market, expanding the profit space for users' energy storage and releasing the peak-shaving capacity of the power grid.
Third, we should strengthen the research on energy storage application technology. We suggest that we rely on the State Grid Shaanxi Electric Power Company, Xi'an Jiaotong University and other power grid operation units and scientific research units, and work with major new energy development companies in the province and major domestic energy storage companies to carry out research on new energy storage technology, energy storage planning and operation, energy storage application market mechanism, energy storage performance evaluation, etc., to promote the development of Shaanxi's new energy industry.

During the 14th Five-Year Plan period, our province will vigorously promote the rapid development of renewable energy, and it is expected that the newly installed capacity will exceed 35 million kilowatts. Our province will develop projects in accordance with the idea of "technical suitability, policy guarantee, and economic application". Among them, the supporting energy storage of the Shaanxi North wind and solar transmission base will promote the development of power supply side energy storage; the Guanzhong region will focus on promoting distributed photovoltaic configuration energy storage and "source-grid-load-storage" integrated projects; the southern Shaanxi region will develop pumped storage energy storage industry according to local conditions to enhance the long-term peak-shaving capacity of the provincial power grid. Actively explore market-oriented operation models based on shared energy storage, pilot large-scale centralized energy storage power stations, and improve the utilization rate and economic benefits of energy storage power stations. We will accelerate the introduction of the province's new energy and energy storage industry plan, promote the implementation of energy storage demonstration projects and support policies throughout the province, and increase the cultivation of the industrial chain. Support the research and development of new energy storage technologies, new application demonstrations, and the integrated development with smart cities and smart transportation to promote the development and growth of Shaanxi's energy storage industry chain.
State Grid Shaanxi Electric Power Company conscientiously implements the "dual carbon" goals and new energy installed capacity growth goals proposed by General Secretary Xi Jinping. State Grid Shaanxi Electric Power Company adheres to the principle of "all new energy projects should be connected, first connected and then changed, and full network support", and continues to provide new energy grid connection services, simplify work links, standardize work processes, improve work efficiency, and strive to achieve coordinated development of power grids and new energy. According to Shaanxi Province's "14th Five-Year Plan" energy development plan, it is expected that by the end of 2025, the province's new energy installed capacity will reach 65 million kilowatts, and the installed capacity will account for more than 50%, that is, during the "14th Five-Year Plan" period, the province will add an average of 8 million kilowatts of new energy per year, and most of them will be connected to the company's operating power grid.
To ensure the safe and stable operation of the power grid after a large number of energy storage devices are connected to the grid and to maximize the role of energy storage devices. First, scientifically layout the energy storage devices, reasonably determine the operation mode, and improve the construction, operation and maintenance technology level and business capabilities of the energy storage devices. Second, strengthen supporting policy support. In order to ensure the smooth implementation of the demonstration project and its healthy development in the later stage, certain incentive policy support will be given to expand the profit space of energy storage projects. Third, increase the intensity of scientific and technological research. Give full play to the disciplinary advantage of Xi'an Jiaotong University as the only energy storage major in the country, carry out research on technical management of energy storage devices, planning and construction scale, grid connection and operation mode, actively cultivate energy storage device manufacturers, form industrial clusters, extend the industrial chain, and promote the high-quality development of Shaanxi's economy.
