National Development and Reform Commission and National Energy Administration's Guiding Opinions on Accelerating the Development of New Energy Storage (Draft for Comments)
Actively responding to climate change and striving to build a clean, low-carbon, safe and efficient energy system are major decisions and deployments made by the CPC Central Committee and the State Council. Energy storage is an important technology and basic equipment supporting the new power system. It is of great significance to promote green energy transformation, respond to extreme events, ensure energy security, promote high-quality energy development, and achieve carbon peak and carbon neutrality. In order to promote the rapid development of new energy storage (new electric energy storage technology other than pumped storage), the following opinions are put forward.
I. General requirements
1. Guiding ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth and fifth plenary sessions of the 19th Central Committee of the Communist Party of China, implement the new energy security strategy of "four revolutions and one cooperation", aim to achieve carbon peak and carbon neutrality, and develop new energy storage as an important measure to enhance the regulation capacity, overall efficiency and safety assurance capacity of the energy and power system and support the construction of new power systems. With the policy environment as a strong guarantee, the market mechanism as the fundamental support, and technological innovation as the endogenous driving force, we will accelerate the construction of a good multi-wheel drive situation and promote the high-quality development of energy storage.
2. Basic principles
Coordinated planning and diversified development. Strengthen top-level design, coordinate various work on energy storage development, and strengthen the scientific leading role of planning. Encourage the exploration of diversified development models for energy storage in combination with different needs of sources, networks, and loads.
Innovation leads, scale drives. Strengthen the research and development of key technologies and equipment, promote the advancement of energy storage technology and reduce costs. Build a technology innovation platform, accelerate the transformation of results, effectively promote large-scale applications, and strengthen the industrial system.
Policy-driven and market-led. Accelerate the improvement of policy mechanisms, increase policy support, and encourage energy storage investment and construction. Clarify the main body of the energy storage market and give play to the guiding role of the market.
Standardize management and improve standards. Improve and optimize the management procedures related to energy storage construction, grid connection and operation, improve the standards, testing and certification systems, and enhance the construction and operation level of the energy storage industry.
3. Main objectives
By 2025, new energy storage will have shifted from the initial stage of commercialization to large-scale development. The innovation capability of new energy storage technology has been significantly improved, the level of independent control of core technology equipment has been greatly improved, and great progress has been made in low cost, high reliability, and long life. The standard system has been basically improved, the industrial system has become increasingly complete, the market environment and business model have been basically mature, and the installed capacity has reached more than 30 million kilowatts. New energy storage plays a significant role in promoting carbon peak and carbon neutrality in the energy field.
By 2030, the new energy storage will be fully market-oriented. The core technology and equipment of the new energy storage will be self-controlled, the technological innovation and industrial level will be in the forefront of the world, the standard system, market mechanism and business model will be mature and sound, and it will be deeply integrated with all aspects of the power system. The installed capacity will basically meet the corresponding needs of the new power system. The new energy storage has become one of the key supports for carbon peak and carbon neutrality in the energy field.
2. Strengthen planning guidance and encourage diversified development of energy storage
1. Coordinate the development of special energy storage plans. Study and formulate new energy storage plans, and further clarify the development goals and key tasks of new energy storage in the 14th Five-Year Plan and the medium and long term. Provincial energy authorities should conduct special planning research on new energy storage, propose the scale and project layout of each region, and make good connections with relevant plans. The relevant planning results should be submitted to the National Development and Reform Commission and the National Energy Administration in a timely manner.
(II) Vigorously promote the construction of energy storage projects on the power supply side. In combination with the actual needs of the system, a number of system-friendly new energy power station projects equipped with energy storage will be deployed to ensure the efficient consumption and utilization of new energy through the coordinated optimization of energy storage operations, and provide capacity support and certain peak-shaving capabilities for the power system. Give full play to the role of large-scale new energy storage, promote the development of multi-energy complementarity, plan and build large-scale clean energy bases for cross-regional transmission, and increase the utilization rate of transmission channels and the proportion of renewable energy electricity in the channels. Explore the use of existing sites and transmission and transformation facilities of retired thermal power units to build energy storage or wind and solar storage facilities.
(III) Actively promote the rational layout of grid-side energy storage. By deploying grid-side energy storage at key nodes, we can improve the flexible adjustment capability and safety and stability of the system after large-scale, high-proportion new energy and large-capacity DC access. At the end of the grid and in remote areas, we will build grid-side energy storage or wind and solar storage power stations to improve the power supply capacity of the grid. Focusing on the needs of important load users, we will build a number of mobile or fixed energy storage to improve the emergency power supply guarantee capability or delay the need for transmission and transformation upgrades.
(IV) Actively support the diversified development of user-side energy storage. Encourage the exploration of new scenarios for the integration of energy storage around distributed new energy, microgrids, big data centers, 5G base stations, charging facilities, industrial parks and other end users. Encourage the aggregate use of distributed energy storage facilities such as uninterruptible power supplies, electric vehicles, and user-side energy storage, relying on technologies such as big data, artificial intelligence, and blockchain, combined with comprehensive innovation of systems and mechanisms, to explore a variety of business models such as smart energy and virtual power plants.
3. Promote technological progress and expand the energy storage industry system
(V) Enhance scientific and technological innovation capabilities. Carry out forward-looking, systematic, and strategic research and development of key energy storage technologies, promote key materials, units, modules, and system short-board technology research, and accelerate the realization of core technology independence. Adhere to the diversification of energy storage technologies, promote the continuous reduction of costs and commercial-scale applications of relatively mature new energy storage technologies such as lithium-ion batteries, and realize the early stage of commercial development of long-term energy storage technologies such as compressed air and liquid flow batteries. Accelerate the large-scale test demonstration of flywheel energy storage, sodium-ion batteries and other technologies, and explore the research and demonstration application of hydrogen energy storage and other innovative energy storage technologies based on demand.
(VI) Strengthen the integration of industry, academia, research and application. Improve the construction of energy storage technology disciplines and majors, deepen the cross-disciplinary training of multidisciplinary talents, and create a number of energy storage technology industry-education integration innovation platforms. Support the construction of national energy storage key laboratories, engineering research and development centers, etc. Encourage local governments, enterprises, financial institutions, technical institutions, etc. to jointly establish new energy storage development funds and innovation alliances, optimize the allocation of innovation resources, and promote business model innovation.
