Notice on Soliciting Opinions on the Special Project of "Energy Storage and Smart Grid Technology" in the "14th Five-Year Plan" National Key R&D Program

China Energy Storage Network: Since last year, the Ministry of Science and Technology, together with relevant departments, has taken General Secretary Xi Jinping's "facing the world's scientific and technological frontiers, the main battlefield of the economy, the major needs of the country, and the people's life and health" as the basic guideline, conscientiously implemented the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, and actively carried out the research work on the layout of the tasks of the "14th Five-Year Plan" National Key R&D Plan. In the process of work, we adhered to the combination of top-level design and brainstorming. At the beginning of 2020, we widely collected 16,000 major R&D needs from 67 departments and more than 2,400 scientific research institutions, which provided an important reference for the formulation of the "14th Five-Year Plan" key project initiative; through consultation with the Strategic Advisory and Evaluation Committee, high-level expert demonstration, consultation and communication with major departments, etc., we fully listened to the opinions of the scientific community, the industrial community and industry departments, and conducted repeated in-depth research to form the overall layout of the "14th Five-Year Plan" for the National Key R&D Plan, which has been reviewed and approved by the plenary meeting of the National Science and Technology Program Management Inter-ministerial Joint Conference.

The organization and implementation of the key R&D plan of the "14th Five-Year Plan" will implement the deployment requirements of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China on winning the battle against key core technologies, continue to deepen the reform of scientific research management, further promote the transformation of government functions and the "delegation, regulation and service" reform in the field of scientific research, vigorously implement the "unveiling of tasks and appointment of leaders" for key projects, and integrate demand-oriented, problem-oriented and application-oriented approaches into the entire chain and process of project formation and organization and implementation. We will distinguish between priorities and start implementing key projects in batches, implement classified management, give full play to the role of strategic scientific and technological forces, leading enterprises and talented scientists, and strive to improve the overall efficiency of the innovation chain.

In accordance with the requirements of the Several Opinions of the State Council on Improving and Strengthening the Management of Central Finance Scientific Research Projects and Funds (Guofa [2014] No. 11), the Notice of the State Council on Deepening the Reform of the Management of Central Finance Science and Technology Plans (Special Projects, Funds, etc.) (Guofa [2014] No. 64), and the Notice of the Ministry of Science and Technology and the Ministry of Finance on Issuing the Interim Measures for the Management of National Key R&D Programs (Guokefazi [2017] No. 152), the 2021 Project Application Guide for the Key Special Project of "Hydrogen Energy Technology" in the "14th Five-Year Plan" National Key R&D Program (see attachment) is now available for public comments and suggestions. The time for soliciting opinions is from February 1, 2021 to February 21, 2021. Please send your modification opinions to the email address before 24:00 on February 21.

The guidelines for soliciting opinions this time are the first batch of tasks to be deployed in 2021 for the first batch of key projects launched in the "14th Five-Year Plan". Other research tasks will be deployed and launched in succession. This solicitation of opinions focuses on listening to opinions and suggestions from all parties on the rationality, scientificity, and advancement of the target indicators and related contents proposed in the guidelines. The Ministry of Science and Technology will work with relevant departments, professional institutions and experts to carefully study the opinions and suggestions received and revise and improve the project application guidelines for relevant key projects. The opinions and suggestions collected will no longer be fed back or responded to.

During the implementation of relevant key special projects in 2021, we plan to actively explore new organizational implementation models such as "posting a list and appointing a leader" and coordination between ministries and provinces, and study the establishment of young scientist projects.
