Recently, the Shanxi Department of Industry and Information Technology issued the "Notice on Soliciting Key Common Technology Needs and Key Innovation Projects in the Industrial and Information Technology Field in 2021". According to the notice, the solicitation areas include: 14 iconic and leading industries such as semiconductors, optoelectronics, photovoltaics, carbon-based new materials, intelligent networked new energy vehicles, energy conservation and environmental protection, future industries such as hydrogen energy industry, distributed energy and energy storage industry, renewable energy industry, composite materials industry, as well as traditional industries such as metallurgy and energy.

Notice of the Shanxi Provincial Department of Industry and Information Technology on Soliciting Key Common Technology Demands and Key Innovation Projects in the Field of Industry and Information Technology in 2021
To the Industry and Information Technology Bureaus of all cities, the Administrative Committee of Shanxi Comprehensive Reform Demonstration Zone, all relevant universities, research institutes, enterprise technology centers, manufacturing innovation centers, and new R&D institutions:
In order to conscientiously implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and General Secretary Xi's instructions on the "Six New" during his inspection of Shanxi, fully implement the strategic deployment of the Provincial Party Committee and the Provincial Government to create a first-class innovation ecosystem and promote full coverage of R&D activities of industrial enterprises above designated size, focus on guiding 14 iconic and leading industries, the rapid development of future industries and the high-quality transformation of traditional industries, and lay a solid foundation for the compilation of the "Guidelines for the Development of Key Common Technologies in Key Industries in Shanxi Province (2021)" and the "Guidelines for Key Projects in Technological Innovation in Shanxi Province (2021)", after research, it has been decided to collect key common technology needs and technological innovation projects in 2021. The relevant work is hereby notified as follows:
1. Scope of the Collection
In accordance with the overall deployment of the provincial party committee and the provincial government on industrial development, in 2021, the focus will be on collecting 14 iconic and leading industries, including information technology application innovation, big data integration innovation, semiconductors, optoelectronics, photovoltaics, carbon-based new materials, bio-based new materials, special metal materials, advanced rail transit equipment, coal machinery intelligent manufacturing equipment, intelligent networked new energy vehicles, general aviation, modern medicine and health, energy conservation and environmental protection, future industries such as hydrogen energy industry, distributed energy and energy storage industry , renewable energy industry, composite materials industry, quantum industry, next generation mutual beneficial network, cloud computing and blockchain industry, additive manufacturing industry, virtual reality industry, aerospace industry, marine equipment industry, traditional industries such as metallurgy, energy, modern coal chemical industry, characteristic light industry, construction, new cultural and tourism industry and other key areas of key common technology needs and innovation projects.
II. Application Requirements
1. The demand for key common technologies mainly focuses on solving the major common key technology bottlenecks that restrict the formation and development of the industry. It must have a foundation of relevant preliminary work and strive to achieve industrialization within 2-3 years; or be forward-looking, pioneering and exploratory major technologies that are likely to achieve breakthroughs in the next 5 years.
2. Key innovation projects should have been formally approved or planned for implementation in the enterprise, and comply with national and provincial industrial, technological and fiscal policies; they should have clear technical innovation points, high technical content, good expected benefits, strong industrial relevance, and good demonstration and driving effects.
III. Application Procedure
1. The key common technologies and key innovation projects declared by relevant universities, research institutes, national enterprise technology centers, manufacturing innovation centers, and new R&D institutions shall be directly submitted to the Technology Innovation Division of the Provincial Department of Industry and Information Technology.
2. The key common technologies and innovation projects applied for by provincial, municipal (district)-level enterprise technology centers and other key enterprises shall be carefully reviewed by the municipal bureaus of industry and information technology and the management committees of the comprehensive reform demonstration zones, and then reported to the Technology Innovation Division of the Provincial Department of Industry and Information Technology after being summarized. At the same time, the municipal bureaus of industry and information technology and the management committees of the comprehensive reform demonstration zones are requested to submit the progress of the 177 projects included in the "Guidance Plan for 100 Technology Innovation Projects in Key Industries of Shanxi Province (2020)" in 2020.
3. Please fill in the attachments carefully, summarize and submit them to the Technology Innovation Division of the Provincial Department of Industry and Information Technology in a formal document before December 30, 2020, and submit an electronic version (in Excel format). The Provincial Department of Industry and Information Technology will organize the screening of key common technology needs and projects reported by various units, and formulate and publish the "Shanxi Province Key Industry Major Key Common Technology Guidance Catalog (2021)" and "Shanxi Province Technology Innovation Key Project Guidance Plan (2021)".
IV. Other requirements
In principle, enterprise technology centers at the provincial level and above shall apply for at least one technology and two projects. Each manufacturing innovation center and new R&D institution shall apply for at least one technology and one project. Colleges and universities and research institutes shall actively apply for key technologies and projects based on their own actual conditions. The selected technologies and projects will be included in Shanxi Province's "14th Five-Year Plan" future industrial planning.
