In 2017, the green electricity trading volume of Jibei Power Trading Center was 47.3 million kWh;
In 2018, the Jibei Power Trading Center traded 214 million kWh of green electricity;
In 2019, the Jibei Power Trading Center traded 582 million kWh of green electricity;
From the beginning of the year to date, the green electricity trading volume of the Jibei Power Exchange Center in 2020 has reached 223 million kWh.
Since the launch of green electricity trading in 2017, the amount of green electricity trading by State Grid Jibei Electric Power Co., Ltd. has shown a step-by-step growth year by year, bringing more possibilities for the future development of the region.
Four-party collaboration mechanism achieves win-win results
Zhangjiakou is the capital's water conservation functional area, ecological environment support area, and renewable energy demonstration area approved by the State Council. State Grid Jibei Electric Power is accelerating its integration into the development of the demonstration area, seizing the opportunity of Zhangjiakou's development and construction, coordinating with the government to give full play to the advantages of the demonstration area in pioneering and trialing, and jointly exploring new demonstrations of renewable energy green development.
In April 2017, State Grid Jibei Electric Power and Zhangjiakou Municipal Government, guided by the strategic cooperation agreement, jointly innovated and built a four-party cooperation mechanism for green electricity trading of "government departments + power grid enterprises + power generation enterprises + electricity users", taking wind power clean heating as a breakthrough point, and jointly promoted wind power clean heating and market-based trading. The four-party cooperation mechanism relies on the Jibei Power Trading Platform to publish the renewable energy demand and listing electricity prices for the next month every month. Renewable energy power generation companies voluntarily participate and sell clean electricity directly to users through market-based transactions to meet the trading needs of electric heating users on the spot.
Zhangjiakou has pioneered the market-based trading of renewable energy electricity in China, while breaking through the bottleneck of high costs for clean energy applications.
The four-party cooperation mechanism has achieved the win-win demands of the government to be "green", enterprises to make profits, residents to be warm, and power grid security. It has broken the bottleneck of local consumption and utilization of renewable energy from the institutional mechanism, achieved the unity of economic benefits, ecological benefits and social benefits, and provided a successful experience that can be replicated and promoted. In the heating season from 2017 to 2018, the four-party cooperation mechanism traded a total of 134 million kWh of electricity, effectively reducing the electricity costs of electric heating users. In November 2018, the four-party cooperation mechanism was praised by the General Office of the State Council as a typical experience and practice discovered by the fifth major inspection of the State Council.
Data shows that in the first quarter, the total electricity consumption in Zhangjiakou was 4.459 billion kWh, an increase of 2.61% year-on-year. Among them, residential electricity consumption was 658 million kWh, an increase of 15.7% year-on-year. Due to the need for epidemic prevention and control, the use time of local electric heating has increased significantly, driving the increase in electricity consumption by 198 million kWh. State Grid Jibei Electric Power, in accordance with the principle of giving priority to the guarantee of electricity for people's livelihood heating, actively cooperated with the government to organize transactions smoothly, ensuring the uninterrupted supply of market-based heating green electricity for 690 concentrated residential electric heating users and 30,576 dispersed residential electric heating users. During the winter heating period of 2019-2020, the market-based trading electricity of clean heating in Zhangjiakou reached 246.6 million kWh, and the heating area exceeded 5 million square meters.
Green electricity trading serves the Green Winter Olympics
In January 2019, the Beijing Winter Olympics Organizing Committee and State Grid Corporation of China held a signing ceremony for the green electricity supply for the 2022 Beijing Winter Olympics and Paralympics. During the Winter Olympics, the green electricity utilization rate in the competition area will reach 100%.
State Grid Jibei Electric Power will take serving the Green Winter Olympics as a major political task, give full play to the advantages of its rich renewable energy resources, tap the grid's absorption potential, improve the effectiveness of grid-connected services, expand green electricity trading capabilities, and strive to meet regional electricity demand in a green way to contribute to the Green Winter Olympics.
On June 20, 2019, State Grid Jibei Electric Power organized green electricity trading for Zhangjiakou Winter Olympics venues, completing 8.6 million kWh of trading, with a trading period from July 1 to the end of the year. This is the first time in Olympic history that all venue electricity is powered by green energy.
The users participating in this transaction are the "three venues and one village" project venues of the Zhangjiakou competition zone of the 2022 Beijing Winter Olympics and Paralympics, including the National Ski Jumping Center, the National Cross-Country Skiing Center, the National Biathlon Center and the Zhangjiakou Olympic Village. The relevant venues are expected to be completed this year. The electricity used in this transaction is all for construction in the second half of 2019, realizing the use of green electricity for the entire life cycle of the Winter Olympics venues.
"The construction of the Winter Olympic venues in Zhangjiakou was the first to use green electricity, thanks to the establishment of the Winter Olympic green electricity trading mechanism." Wang Xuanyuan, director of the State Grid Jibei Power Trading Center, said that green electricity trading adopts a bilateral negotiation trading method, and the trading volume and electricity price are determined by negotiation between the buyer and the seller. The wind power generation projects registered for access in Zhangjiakou area can voluntarily participate in the transaction outside the guaranteed hours. Against this background, power generation companies actively participated. At the same time, State Grid Jibei Power actively cooperated with the Beijing Power Trading Center to organize the Zhangjiakou wind power to send 20.88 million kWh of trading electricity to the Beijing Winter Olympic venues, realizing the large-scale consumption of Jibei green energy in the Beijing-Tianjin-Hebei integration for the first time.
On December 30, 2019, State Grid Jibei Electric Power continued to organize direct green electricity trading for the Beijing Winter Olympics venues from January to December 2020. Wind power companies reached a trading volume of 8.025 million kWh with the Zhangjiakou Winter Olympics venues and 20 million kWh with the Beijing Winter Olympics venues.
State Grid Jibei Electric Power took the initiative to communicate with government departments to speed up the completion of user market access, give full play to the hub role of the platform, and establish a market-based trading mechanism between the Winter Olympic venues and renewable energy based on the power trading platform. In accordance with the requirements of relevant government documents, the company acted as an agent for the Winter Olympic venues to participate in the transaction, signed an agency agreement, connected with relevant power generation companies, and completed the transaction operation steadily. All the electricity demanded by the Winter Olympic venues was sold, and the user electricity price reduction is expected to exceed 40%, which has been highly recognized by the venue owners.
Green electricity drives the digital economy to take off
Across the country, as the digital center industry plays an increasingly important role in the digital economy, meeting the clean electricity needs of data centers has become a topic of common concern among many sectors of society.
State Grid Jibei Electric Power has established the first green power trading market in China. The Jibei Electric Power Trading Platform has successfully realized the local consumption of renewable energy through market-oriented means. Green power trading effectively promotes the local consumption of new energy, and to a certain extent alleviates the pressure on the transmission channel of the power grid. The participation of companies such as Zhangbei Alibaba, Huailai Qinhuai Data, and Yanxing Machinery has created a good investment environment and brought development momentum for the development of Zhangjiakou's data industry and the gathering of high-tech industries.
At present, Zhangjiakou's clean energy power generation installed capacity has reached 13.3098 million kilowatts, and will reach 20 million kilowatts this year, with an annual power generation of more than 37 billion kilowatt-hours.
Since the Alibaba Dataport project was established in Zhangbei County in June 2012, the cloud computing industry here has grown from nothing to a strong one, achieving leapfrog development. Zhangjiakou has signed more than 30 big data projects, with 5 big data center projects put into operation. Dozens of big data companies such as 21Vianet, Tongchan Weibo, Hangxin Jinyun, Inspur, Hangxin Great Wall Network, etc. have signed contracts and landed, and the digital economy has begun to take shape.
At present, Alibaba Group has two projects in Zhangjiakou involving new energy power trading. After the two projects were connected to the power grid in 2018, the electricity consumption was 142.97 million kWh, of which 19 million kWh was green power trading, accounting for 13.29%; in 2019, the electricity consumption was 445.67 million kWh, of which 150.5 million kWh was green power trading, more than 7 times that of 2018.
