The State Grid Hebei Electric Power Company recently took the lead in compiling the "Guidelines for Power Users in Xiong'an New Area" (Trial) (hereinafter referred to as the "Guidelines"), which was approved by the Reform and Development Bureau of the Xiong'an New Area Management Committee of Hebei Province and officially issued. It is understood that this is the first technical standard in Xiong'an New Area compiled by an enterprise and issued in the name of the Xiong'an New Area Management Committee. It plays a typical guiding role in promoting the coordinated and integrated development of power grids and power users, power facilities and urban construction.
The Outline of the Planning for Xiongan New Area in Hebei Province requires the implementation of a safe, green and efficient energy development strategy, the improvement of a strong power supply system, and the reliability of power supply in the new area to reach 99.999%. Entrusted by the Xiongan New Area Management Committee and in accordance with the guidance of State Grid Corporation of China, State Grid Hebei Electric Power has organized superior technical resources inside and outside the system since May 2019, strictly implemented the Outline of the Planning for Xiongan New Area in Hebei Province and the Overall Plan for Xiongan New Area in Hebei Province (2018-2035), closely followed the Special Plan for Comprehensive Energy in Xiongan New Area in Hebei Province and the Special Plan for Power in Xiongan New Area in Hebei Province, and fully drew on and absorbed advanced power grid management experience at home and abroad to compile and complete the Guidelines with high quality.
It is understood that the Guidelines, as the technical standard for planning power facilities in future cities, comprehensively regulate the design, construction, operation and management of 0.4-220 kV power user projects in Xiongan New Area, filling the gap in power standards for the entire process from power access, equipment management, project construction to power management on the user side of Xiongan New Area. The Guidelines put forward the concept of sharing urban space resources, and centered on the development plan of Xiongan New Area, regulate and optimize the sharing of power planning and construction and urban space resources, and promote the full integration of power facilities into urban construction, the intensive management of social resources, and the environmentally friendly development of cities.
At the same time, the Guidelines provide standards for the future interaction and integration between power grids and users. Focusing on the long-term planning of Xiongan New Area and the construction of digital cities, it puts forward suggestions on new energy use methods such as low-voltage direct current and smart energy management, and regulates the whole process of serving power users. It is an innovation and practice in building the future urban energy system. In addition, the Guidelines also put forward relevant suggestions on the application of new power technologies such as low-voltage direct current ecological construction, orderly charging of electric vehicles, and integrated collection of multiple meters.
It is reported that the "Guidelines" and the "Technical Guidelines for the Planning of Xiongan New Area" (power section) together constitute a full-voltage power supply guarantee standard system covering both the grid side and the user side. (Zong He)
