(IV) Ensure safe operation of equipment

10. Accelerate the elimination of hidden dangers in equipment. Complete the rectification of hidden dangers of 382 converter transformer tap-changers, accelerate the chromatographic investigation of AC GOE-type casing oil, deeply analyze the abnormal causes of UHV main transformers, and formulate and implement targeted improvement measures. Carry out special actions to prevent DC lockout, do a good job in the investigation and treatment of key hidden dangers such as converter station control and protection, valve control system, and AC and DC power supply for important substations. Carry out special actions to improve the operation safety of UHV transformers, and accelerate the treatment of transformers with insufficient short-circuit resistance. Carry out refined aerial inspections across high-speed rail lines, and complete the rectification of 2,500 hidden dangers across highways and important transmission channels within the year.

11. Effectively prevent and control safety risks. Seriously implement a number of measures for the prevention and control of safety risks of UHV transformers, and effectively prevent the operation risks of UHV transformers. Fully implement 18 three-dimensional and visual risk prevention and control projects for UHV transmission intensive channels, improve the "three-in-one" channel protection mechanism, implement the local management responsibility of channels, organize channel clearance operations, carry out disaster resistance verification of important transmission channels, and complete special hidden danger management such as lightning protection, mountain fire prevention, and external damage prevention before the peak summer season.

12. Further improve firefighting capabilities. Complete the comprehensive firefighting upgrade and renovation of 12 converter stations including Jinping and Suzhou, and complete the oil drainage renovation of all UHV converter transformers. Complete 73 key measures such as the expansion of fire water pools and accident oil pools in UHV substations, promote the oil drainage renovation of transformer bodies and the configuration of efficient fire extinguishing facilities. Accelerate the treatment of 1,566 high-voltage cable fire hazards, achieve the elimination of all fire hazards in substations within the year, and fully complete the three-year comprehensive treatment task of electrical fires.

(V) Strengthening lean equipment management

13. Strengthen lean operation and maintenance. Strictly implement seasonal operation and maintenance guarantee measures. Prepare for the production of important projects such as Zhangbei-Xiong'an, Zhumadian-Nanyang, and Ali interconnection in advance. Accelerate the construction of online intelligent inspection systems for 29 UHV substations and 12 converter stations. Vigorously promote the coordinated inspection of transmission lines by drones, helicopters, and manual labor.

14. Strengthen lean maintenance. Coordinate the arrangements for spring (autumn) inspection and pre-testing, conduct scientific status evaluation, accurately formulate maintenance strategies, conduct in-depth load-bearing capacity analysis, reasonably arrange maintenance plans, strictly implement on-site standardized operations, strictly control key processes, and strictly control acceptance. Implement the guidance on improving the energy availability of DC systems and take multiple measures to improve the energy availability of DC systems.

15. Strengthen lean management and control. Establish a three-in-one operation and maintenance guarantee system for UHV transformers (commutator transformers), manufacturers, and supporting units, give full play to the support role of the expert team, carry out centralized inspection (monitoring) and analysis of UHV transformers (commutator transformers), and establish a UHV main equipment operation status data sharing platform. Deepen the application of infrared, partial discharge and other detection technologies, and accelerate the construction of centralized monitoring systems for substation equipment. Promote the visualization of important transmission line channels, carry out inspections on the operation and maintenance guarantee work of UHV cross-regional transmission channels during the peak summer season, and improve the practical level of the "six major centers" such as ice cover and mountain fire.

(VI) Improve the quality and efficiency of equipment management

16. Deepen the management of full-life assets. Improve the asset life cycle management system, clarify management performance goals, optimize system evaluation rules, and promote the deep integration of system operation and actual business. Start the pilot work of full-life cost management of main equipment such as transformers and GIS, improve information support means, and enhance the cost management awareness of grassroots front-line personnel. Deepen the construction and application of physical "ID", carry out full-business application pilots of prefecture-level companies, promote the sharing of information in all aspects of equipment management, realize the digital transfer of the entire process of equipment bidding and procurement, installation and commissioning, handover and acceptance, and improve equipment management performance.

17. Deepen technical supervision throughout the entire process. Strengthen coordination and linkage with planning, materials, construction and other specialties, promote the inclusion of technical clauses of the new version of the 18 countermeasures into standards and management clauses into systems, strictly enforce technical standards and the 18 countermeasures in design, manufacturing, construction, operation and maintenance, and promote rectification of problems found in the implementation of countermeasures. Formulate detailed rules for technical supervision of UHV equipment throughout the entire process, further strengthen technical supervision of the first equipment, give full play to the role of supporting units such as China Electric Power Research Institute and DC Technology Center, and do a good job in technical supervision of UHV Qinghai-Henan and other key projects throughout the entire process. Continue to carry out special technical supervision of electrical equipment performance, metals, civil engineering, etc., promptly report and feedback common and prominent problems found in technical supervision, and promote overall improvement of equipment quality.

18. Deepen the comprehensive quality management of equipment. Implement special actions to improve the reliability of transformers (converter transformers), GIS, DC control and protection equipment, continue to improve the verification of transformer short-circuit resistance, pilot transformer technical compliance assessment and GIS electrical structure verification, coordinate and carry out random inspections of key performance indicators of equipment, and jointly ensure the quality of equipment access. Optimize and improve the equipment operation performance evaluation system of suppliers at the headquarters and provincial companies, lay the foundation for selecting the best equipment, and promote the equipment to move towards the middle and high end.

19. Promote the improvement of equipment management quality and efficiency. Refine the equipment operation and maintenance cost analysis of municipal companies, and reasonably control the operation and maintenance costs while ensuring safety. Establish a quantitative evaluation system for loss reduction results, conduct reactive power configuration operation analysis based on voltage, power factor and other data, and further promote technical loss reduction.

20. Deepen the management of technical transformation and overhaul. Adapt to the reform of transmission and distribution prices, promote the linkage between assets and investment, and the connection between planning and plans, revise and improve the principles of technical transformation and overhaul, strengthen project cost control, optimize investment priorities and timing, and improve the pertinence and effectiveness of capital investment.

21. Complete the preparation of the "14th Five-Year Plan" special plan with high quality. Carefully summarize and evaluate the company's "13th Five-Year Plan" equipment management work, strengthen research on major issues, comprehensively consider power grid safety, equipment quality, team building and efficiency and benefits, and scientifically prepare the "14th Five-Year Plan" equipment management special development plan.

(VII) Improving power supply service capabilities

22. Strengthen the management of power supply reliability. Carry out budget-based control of the number of households during power outages, implement a hierarchical approval mechanism for planned power outages, and carry out cancellation management one by one for substations with annual power outages exceeding 100 hours and line segments with more than 5 power outages due to faults, in accordance with the principle of "one plan for each substation and one policy for each line". Solidly promote the reliability improvement project of urban distribution networks, and complete the construction and summary evaluation of world-class urban distribution networks within the year.

23. Strengthen lean operation and maintenance of distribution networks. Strengthen the investigation and management of defects and hidden dangers, and promote the application of live detection technology. Complete the comprehensive management of hidden dangers in the urban distribution cable network of the "4+18" units, and improve the ability to accurately locate and quickly deal with single-phase grounding faults in the distribution network. Deepen the management of line losses of 10 kV synchronous distribution lines, strengthen early warning supervision and full process control. Continue to increase the investment in personnel and equipment for non-stop distribution network operations, and promote the transformation and upgrading of distribution network maintenance and construction operations to non-stop operations.
