Recently, State Grid Corporation of China issued a notice on the key tasks of equipment management in 2020. In order to conscientiously implement the decisions and deployments of the company's party committee, fully implement the company's "Opinions on Work Safety", and coordinate the equipment management work this year, the Equipment Department of State Grid Corporation of China compiled the key tasks of equipment management in 2020. The tasks cover 35 specific work requirements in ten aspects, including reliable power supply for rural distribution networks, 500 kV and above transmission lines, failure and shutdown of substation equipment, UHV converter stations, major equipment accidents, and major network security incidents.
Among them, the task requires the promotion of the separation of management and operation of the operation and inspection business of the municipal companies. Implement the company's "delegation, regulation and service" work requirements, accelerate the implementation of the separation of management and operation of the operation and inspection business of the municipal companies, set up substation centers, transmission centers, cable centers and other production business implementation agencies, strengthen the technical management strength of the production front line, and improve the penetration and execution of equipment management.
Accelerate the digital transformation of management. Establish a flexible working group to optimize the top-level design and technical solutions. Accelerate the construction of the power grid resource business middle platform, complete the construction of 5 service centers such as the power grid analysis center and the equipment status center, and complete the promotion and deployment of the entire network (except Tibet) by the end of the year. Promote artificial intelligence model cloud services, internal and external network mobile operations and unified video applications. Promote the construction of a new generation of distribution automation systems, and achieve the goal of 100% coverage of distribution automation master stations in various network provinces and 90% coverage of distribution automation lines within the year.
Deepen the standardization of distribution network construction. Strengthen the demand management of distribution network grid construction and transformation projects, and accelerate the construction of standardized grids. Formulate differentiated technical principles and construction standards for distribution network engineering construction. Achieve the application ratio of standardized customized trolley-type switchgear and ring network cabinets to reach 50% within the year, and the application ratio of box-type substations and low-voltage switchgear to reach 30%.
Key tasks for equipment management in 2020
1. Main Objectives
Working ideas: Adhere to the concept of safe development, implement equipment management responsibilities, highlight source prevention and comprehensive management, pay attention to basic guarantees and status control, promote management changes and technological innovation, work hard on the "three transformations" of equipment management (standardization, leanness, and intelligence), seek breakthroughs in the "three alls" (full life asset management, full process technical supervision, and comprehensive quality management), improve the quality and efficiency of equipment management, and provide safety guarantees for the company's high-quality development.
Work objectives: In terms of safety, we will achieve "three eliminations and three preventions", that is, we will eliminate large-scale power outages, personal death accidents, and major equipment accidents caused by equipment management responsibilities, and strictly prevent major fires, malicious misoperations, and major network security incidents caused by management responsibilities. In terms of indicators, we will achieve "three reductions and three improvements", that is, the average number of DC single-pole locking times, 500 kV and above transmission lines, and substation equipment failure outage rates will be reduced by more than 5% year-on-year; the energy availability of DC projects will be increased by more than 5%, the reliability of urban and rural distribution network power supply will be increased to 99.967% and 99.838% respectively, and the urban and rural comprehensive power supply voltage qualification rates will be increased to 99.995% and 99.750% respectively.
II. Key Tasks
In order to coordinate this year's work, the State Grid Equipment Department has identified 35 key tasks in 10 areas (see the attached table for detailed plans). All units must make every effort to promote and fully complete all key tasks.
(I) Resolutely win the battle against epidemic prevention and control
1. Make every effort to ensure power supply for epidemic prevention and control. Carefully carry out inspections and operation and maintenance of power supply facilities for important users and key units such as designated hospitals, fever clinics, epidemic prevention product manufacturers, and party and government agencies. Make every effort to build supporting emergency power supply projects for new isolation points and shelter hospitals.
2. Make every effort to ensure the operation and maintenance of equipment during the epidemic. Further refine and implement the key measures for the operation and maintenance of converter stations, substations (operation and maintenance teams, centralized control stations), transmission lines and distribution network equipment during the epidemic prevention period, and do a good job in the emergency support of operation and maintenance within and across provinces in advance.
3. Make every effort to prevent and control the epidemic among production personnel. Strengthen epidemic prevention management at production sites, implement epidemic prevention and control requirements for resumption of work, and ensure scientific and orderly resumption of work. Optimize and adjust the operation and maintenance duty mode of substations, and strictly implement closed management of converter stations and important hub stations.
(II) Ensure the implementation of the central government’s decisions and arrangements
4. Implement the distribution network construction project. Carefully organize and deploy, and launch a 100-day campaign to ensure that the construction tasks of the "three regions and two states" and border villages are completed in the first half of the year, the construction of the supporting power grid for "coal to electricity" is completed before the heating season, and the Winter Olympics support, the second batch of border defense forces to access the grid, central budget investment, rural electrification upgrades, urban distribution network projects and other distribution network construction tasks are completed before the end of the year, and the new round of rural power grid transformation and upgrading inspections organized by the state are successfully passed.
5. Strengthen the safety control of the project site. Carry out the work of creating the "three project departments" of the owner, construction and supervision. Strictly implement the 18 prohibitions and 30 measures for distribution network projects. Promote the application of new technologies such as distribution network project control APP, smart video terminals, and drones, and carry out "four no and two direct" on-site safety inspections on a regular basis to ensure that the production site is safe, controllable, and under control.
6. Deepen the standardization of distribution network construction. Strengthen the demand management of distribution network grid construction and transformation projects, and accelerate the construction of standardized grids. Formulate differentiated technical principles and construction standards for distribution network engineering construction. Achieve the application ratio of standardized customized trolley-type switchgear and ring network cabinets to reach 50% within the year, and the application ratio of box-type substations and low-voltage switchgear to reach 30%.
(III) Strengthening equipment management responsibilities
7. Implement the main responsibility. Detail and implement the main responsibility of equipment management of each unit and each level. Further strengthen the local management of converter stations, effectively assume the main operation and maintenance responsibility of converter stations (UHV substations), and implement the three-level responsibility system of provincial companies, maintenance companies, and converter stations (UHV substations).
8. Implement professional responsibilities. Strengthen the responsibilities of equipment management departments at all levels, strictly implement professional management, refine technical analysis, strictly supervise and evaluate, strengthen production personnel safety, technical skills training, on-the-job management, go deep into the grassroots, get close to the equipment, and do a good job in operation risk control, hidden danger investigation and treatment on a regular basis.
9. Implement the responsibility of the equipment owner. Formulate the "Guidance on Implementing the Equipment Owner System", clarify the equipment owner and work responsibilities for each professional (piece) of equipment, give the equipment owner full voice, fully implement the equipment owner's responsibilities in key links such as feasibility study design, installation and commissioning, handover acceptance, operation and maintenance, and establish an incentive mechanism for equipment owners and core operation and maintenance personnel. Accelerate the training of "general practitioners" and "specialists" for equipment operation and maintenance, cultivate a strict, meticulous and practical style, carry out fine operation and maintenance, operate carefully, accurately grasp the equipment status, and ensure that equipment control is in place.
