Over the past five years, my country's power system reform has been gradually deepened, with the middle being controlled through grid cost supervision and transmission and distribution price determination, and the two ends being freed up by continuously promoting the standardized and independent operation of trading institutions, continuously expanding the scale of market-based power transactions, accelerating the reform of incremental distribution business, and steadily advancing the construction of the power spot market. Innovation in the power system and mechanism has continuously achieved new breakthroughs.

my country's power transmission and distribution price reform began with the power system reform in 2002. Document No. 5 of the State Council [2002] divided electricity prices into on-grid electricity prices, transmission electricity prices, distribution electricity prices and terminal sales electricity prices. The supporting documents issued subsequently clarified the formulation body, approval principles and types of transmission and distribution prices. On this basis, the transmission prices of inter-provincial and inter-regional transmission projects and the transmission and distribution prices of direct power purchases by large users in some provinces were approved, and a pilot reform of transmission and distribution prices was carried out in Shenzhen in 2014.

In 2015, my country launched a new round of power system reform. As an important measure to "control the middle", my country's transmission and distribution price reform has been further accelerated. Through the cost supervision and approval of power grids and the approval of transmission and distribution prices, an independent provincial and regional power grid transmission and distribution price system has been gradually established.
