A troubleshooting example of connecting XDS100V3 debugging target board with CCS

Recently, when I used CCS to connect XDS100V3 to debug CC1310, I found that I could not connect to the target board.
The following error is reported during Verify:

repeatedly accessed for a specific data or status value.
This has failed because the built-in limit for the maximum number
of attempts when polling the JTAG scan-path has been exceeded.

After checking, it was found that the battery-powered CC1310 had a low voltage (less than 1.5V). After replacement, the voltage was restored to normal and debugging was possible.
