On March 3, Mao Weiming, Chairman and Secretary of the Party Committee of State Grid Corporation of China, conducted a video survey of the power grids in Sichuan, Gansu, Qinghai, Xinjiang and Tibet, listened to reports on poverty alleviation work, learned in detail about the construction of power grids in the "three regions and two prefectures" in deep poverty, and re-mobilized, re-deployed and re-implemented the work. Mao Weiming emphasized that it is necessary to thoroughly study and implement the spirit of General Secretary Xi Jinping's important speech, coordinate the promotion of epidemic prevention and control and serve economic and social development, ensure that the construction of power grids in the "three regions and two prefectures" in deep poverty is completed on schedule, and make contributions to the State Grid in winning the battle against poverty and building a moderately prosperous society in all respects. Poverty alleviation is one of the three major battles identified by the CPC Central Committee. The company has thoroughly studied and implemented General Secretary Xi Jinping’s important instructions on poverty alleviation, implemented the decisions and arrangements of the CPC Central Committee and the State Council, and regarded poverty alleviation as a major political task. It has adhered to the people-centered development concept, continued to promote various poverty alleviation work, and achieved remarkable results.
Mao Weiming fully affirmed the work of the five units. He pointed out that resolutely winning the battle against poverty is the bottom line task and landmark indicator for building a moderately prosperous society in an all-round way. At present, the fight against poverty has entered the countdown, and it is a critical moment to conquer the last bastion. Ensuring the completion of the power grid construction task in the deeply impoverished areas of the "three districts and two states" in the first half of the year is related to the overall situation of poverty alleviation and the overall situation of building a moderately prosperous society in an all-round way. We cannot slow down or wait for a moment.
Mao Weiming emphasized that all units must resolutely implement the requirements of the company's party committee on poverty alleviation work of "one guarantee, four full efforts", consolidate responsibilities, make persistent efforts, work hard, overcome difficulties, and specifically achieve "four guarantees" in accelerating the construction of power grids in deeply impoverished areas: First, we must ensure quality. Strengthen quality control throughout the process, effectively control the quality of equipment, construction, and acceptance, and achieve "zero defects" in production. Implement the lifelong system of quality responsibility, strengthen the quality responsibility of project participants and project leaders, and ensure that the project can stand the test of practice and time. Second, we must ensure progress. On the premise of doing a good job in epidemic prevention and control, we will comprehensively accelerate the construction of the project, the main general will take charge, command in the front, concentrate our strength, fight with all our strength, strengthen organization, and exert joint efforts. For the difficulties and problems encountered, the relevant departments of the headquarters should help coordinate and solve them in a timely manner. Third, we must ensure safety. Safety is the foundation and the lifeline. In accordance with the requirements of "three passes" and "three in place", we must fully implement various epidemic prevention and control measures and resume work and production in a scientific and orderly manner. We must pay close attention to the safety of the project site, strictly implement various safety regulations and measures, implement the safety responsibilities of all parties in the project, and improve the level of safety management. Fourth, we must maintain integrity. We must strengthen the building of a clean and honest Party style, standardize basic procedures, strictly manage funds, strengthen audit supervision, put an end to extravagance and waste, prevent all kinds of corruption, ensure that every penny is spent on project construction, and achieve clean and transparent construction.
