As of the end of February, State Grid Corporation of China has resumed work on 498 distribution network projects in the "three regions and two states" and border villages in 2020, with a resumption rate of 59%. It is planned to resume work before March 15 and complete the construction tasks in the first half of the year. It is reported that the company's total investment in the distribution network projects in the "three regions and two states" and border villages in 2020 is 3.012 billion yuan, including 851 projects.
Most of the distribution network projects in the "three regions and two states" and border villages are located in remote areas such as high altitude and cold weather, with inconvenient transportation, harsh environment, and difficult construction. Coupled with the impact of the epidemic, the completion of construction tasks on schedule faces severe challenges. The company's party committee attaches great importance to it. The company's leaders have presided over special project coordination meetings many times to sort out issues such as material supply, road transportation, construction force, and epidemic prevention materials, refine work measures, control on a daily basis, and actively and orderly promote project construction.
State Grid Tibet Electric Power comprehensively strengthened the overall coordination of engineering material production, construction teams, epidemic prevention materials, logistics support, and quarantine in Tibet, strictly implemented milestone plans, and made every effort to promote the sinking of leading cadres at all levels to the front line, set up a party member commando team for engineering war epidemic, and launched a 100-day tough action to ensure that the project will be completed on time. State Grid Hebei Electric Power established a 100-day tough work leading group to help Ali's "three districts and two states" project, continued to deepen the "1+N" counterpart assistance mechanism, and formulated epidemic prevention work plans and construction plans item by item. The main person in charge of State Grid Shanxi Electric Power deployed the resumption of production and transportation of material suppliers and the entry of construction teams into Tibet. The company implemented the resumption of work arrangements, construction organization, on-site safety protection, traffic safety and other measures, and actively raised 11,000 masks, more than 600 liters of medical alcohol and disinfectant, 50 temperature measuring guns and protective clothing and other epidemic prevention materials to fully support the Tibet Changdu Power Supply Company in carrying out engineering construction. State Grid Zhejiang Electric Power deepened the "one city helping one county" assistance model, selected 122 short-term assistance personnel to support Nagqu, established a working mechanism during the epidemic period, followed up on the problem list on a daily basis, actively carried out expedited delivery and transportation of material supplies, developed the "three districts and two prefectures" project management APP, deployed and launched an epidemic prevention and control system in Tibet, and made every effort to promote project construction.
In the next step, the company will thoroughly implement the spirit of the meeting on coordinating the prevention and control of the new crown pneumonia epidemic and economic and social development. In accordance with the requirements of the company’s party committee of "one improvement and six strengthenings", it will adhere to the two-pronged approach and implement the main construction responsibilities of relevant units, strengthen project management and on-site control, strictly implement the results of distribution network standardization construction, stick to the goal and not relax, and ensure the high-quality, safe and standardized completion of construction tasks.
