In order to thoroughly implement General Secretary Xi Jinping’s important instructions on resolutely winning the battle against the epidemic and the decisions and deployments of the Party Central Committee and the State Council, implement the work requirements of State Grid Corporation of China and the Sichuan Provincial Party Committee and the Provincial Government, and practice the corporate purpose of "People's Power Industry for the People" with practical actions, on February 11, State Grid Sichuan Power formulated 10 measures to resolutely win the battle against the epidemic and help enterprises resume work and production.
The details are as follows:
1. One policy for each household to fully guarantee key units for epidemic prevention and control. Concentrate capable forces to fully guarantee safe and reliable power supply to key units and places for epidemic prevention and control such as designated medical institutions, isolation sites, medical team bases, epidemic checkpoints, and epidemic command centers, implement the "one policy for each household" guarantee plan, and carry out 24-hour online power supply monitoring to ensure that power supply is foolproof. Designated medical institutions and isolation sites for epidemic prevention and control that need to increase power supply will be connected to electricity free of charge, and high-reliability power supply fees will be waived.
2. Implement "three zero" services to support epidemic prevention and control material production enterprises to expand production. During the epidemic prevention and control period, epidemic prevention and control material production enterprises expand production and increase electricity demand. High-voltage projects are funded by the power grid company free of charge to the land red line, and low-voltage projects are funded free of charge to the electricity meter. A green channel is opened, and the power supply plan is replied on the same day. After acceptance, power is delivered on the same day, and the new electricity consumption of enterprises is fully realized with zero door-to-door visits, zero approval, and zero investment.
3. Implement supportive basic electricity price policies to reduce corporate electricity costs. For enterprises that are temporarily unable to start or resume work during the epidemic prevention and control period, customers can apply for capacity reduction, suspension, capacity reduction and resumption, and suspension and resumption from now on, without being subject to restrictions such as "the basic electricity fee calculation method remains unchanged within 3 months after selection" and "the suspension of electricity use shall not be less than 15 days". For enterprises that need to expand production capacity due to epidemic prevention and control, if they choose to settle the basic electricity fee according to the maximum demand in the contract, the part exceeding 105% of the maximum demand agreed in the contract will be charged based on actual demand. Actively help customers carry out basic electricity fee calculations, guide them to reasonably choose the calculation method, and minimize electricity costs.
4. Special matters should be handled specially to quickly promote the implementation of support policies. Give full play to the role of account managers, and do a good job in policy notification and change processing for each household. For businesses such as changes, suspensions and resumptions of the basic electricity fee calculation methods caused by epidemic prevention and control, the "acceptance on the same day, completion on the next day" and "processing first, supplementing materials later" will be implemented. For those who have not produced since February 1, the suspension start date can be traced back to February 1.
5. Continuous and reliable power supply to help enterprises producing epidemic prevention and control materials use electricity without worries. For enterprises producing epidemic prevention and control materials that are experiencing difficulties in paying fees due to tight working capital, power will not be cut off during the epidemic prevention and control period and late payment fees will be waived, supporting corporate customers to actively respond to the impact of the epidemic and achieve stable and healthy development.
6. Expand market-based transactions and promote the full release of the dividends of electricity reform. Further release the power consumption plan, continue to expand the scale of market-based transactions, and ensure that the transaction volume reaches 100 billion kWh in 2020. Support small and medium-sized enterprise customers to participate in market-based transactions and further reduce electricity costs. Actively promote the construction of hydropower consumption demonstration areas, implement precise electricity price policies, and support the development of key industries.
7. Help small and medium-sized enterprise customers reduce financing costs. Work with State Grid E-Commerce to fully promote the "Electricity e-ticket" and "Electricity e-loan" businesses, and work with China Construction Bank to promote the "Cloud Electricity Loan" business, and strive to provide low-cost financial services to electricity users, and strive to alleviate the financing difficulties of small and medium-sized enterprises.
8. Fully cooperate in the cashing of subsidies for enterprises related to epidemic prevention and control. During the epidemic prevention and control period, assist the provincial, municipal and county governments to cash out electricity subsidies at 30% of the sales catalog electricity price for small and medium-sized enterprises involved in the commercial circulation of daily necessities and the production of epidemic prevention drugs, medical equipment, materials and equipment related to epidemic prevention and control. Calculate the subsidy amount for subsidized enterprises on a monthly basis, and provide timely written feedback to government departments before the 5th of the next month, and cooperate in customer notification.
9. Innovate service methods and vigorously promote online electricity services. Through online channels such as the "Online State Grid" APP, 95598 hotline, and the "State Grid Sichuan Electric Power" WeChat public account, provide customers with "7*24" hours of online services such as new electricity consumption, electricity bill payment, bill inquiry, and fault repair. Guide corporate customers to pay electricity bills through the Industrial and Commercial Bank of China, the Agricultural Bank of China, the Bank of China, the Construction Bank of China, the Rural Commercial Bank of China, and the State Grid e-commerce corporate online banking to reduce face-to-face contact.
10. Make every effort to serve major strategies and ensure the growth of corporate electricity consumption. Make every effort to serve the implementation of major strategies such as poverty alleviation, regional coordinated development, rural revitalization, and hydropower transmission. Accelerate the construction of power grids in the deeply impoverished areas of the "three regions and two prefectures". Focus on advancing the progress of the preliminary work of the Baihetan-Jiangsu and Baihetan-Zhejiang UHV DC projects, fully resume the Yazhong-Jiangxi UHV DC project, start the construction of the 500 kV supporting project of the Yazhong converter station, the Lianghekou transmission, Chengdu West, Luzhou East and other 500 kV transmission and transformation projects, and make every effort to ensure the growth of hydropower transmission and corporate electricity consumption in the province.
