The issue of power supply in rural areas is the focus of the special rectification of the National Energy Administration to deal with the problem of ignoring and infringing the interests of the masses. Recently, with the support and coordination of the National Energy Administration, the Guangxi New Power Investment Group Co., Ltd., a new company established by the Guangxi Power Grid Company of the Southern Power Grid with a 90% stake and the power grid assets of the Guangxi Water Conservancy and Electric Power Company, was unveiled and put into operation, providing basic guarantees for promoting the sustainable and healthy development of the transformation and upgrading of the Guangxi power grid.
Power supply guarantee is an important part of helping Guangxi to fight poverty and revitalize the countryside. There are two main power supply entities in Guangxi, namely the Guangxi Power Grid Company of the Southern Power Grid and the Guangxi Water Conservancy and Electric Power Company. The latter is a local power supply enterprise that provides power supply services to 40 counties in the region. For a long time, due to the shortcomings of local companies in investment, technology, and management, the rural power grid equipment in some rural areas of Guangxi is seriously aging and dilapidated, the proportion of small-capacity distribution transformers is high, the main line diameter is small, the power supply distance is long, and the low voltage and power supply "neck" problems are difficult to solve, and the complaints of the masses are more prominent. At present, the reliability rate of rural power supply in the company's supply area is 99.20%, which is 0.59 percentage points lower than that of the Guangxi Power Grid. The average power outage time for users is about 70 hours, which is 52 hours more than that of the Guangxi Power Grid; the comprehensive voltage qualification rate is 95.05%, which is 4.05 percentage points lower than that of the Guangxi Power Grid; the average distribution transformer capacity per household is only 1.36 kilovolt-amperes, while that of the Guangxi Power Grid is 2.1 kilovolt-amperes, which is a large gap. The unbalanced development of rural power grids between Guangxi Water Conservancy and Electric Power Company and Guangxi Power Grid Company has restricted local poverty alleviation and rural revitalization.
In order to effectively promote the development of rural power grids in Guangxi and complete the task of upgrading the rural power grids in the region on time, Guangxi vigorously promotes the integrated development of the main power grid and local power grids. With the support of the National Energy Administration and other relevant departments, on July 30, the Guangxi Zhuang Autonomous Region Government and China Southern Power Grid signed a cooperation agreement to realize the "one network" power grid development model in Guangxi in accordance with the principles of unified planning, unified construction, unified dispatching and unified management.
The National Energy Administration actively supported and consulted with the National Development and Reform Commission and the Ministry of Finance to arrange 2.68 billion yuan of local government bonds to support the construction of rural power grids in Guangxi, especially the transformation and upgrading of rural power grids in the areas supplied by the former Guangxi Water Conservancy and Electric Power Company; and coordinated the Southern Power Grid Company to increase its annual investment by 8 billion yuan, which was specifically used for the rural power grids in the areas supplied by the former Guangxi Water Conservancy and Electric Power Company. The Southern Power Grid Company played the role of a central enterprise, innovated the development model, established a joint command for rural power grid investment and construction at the autonomous region, city, and county levels in Guangxi, strengthened construction management, added nearly 20,000 construction workers to speed up the progress of the project, and ensured that Guangxi completed the task of upgrading the rural power grid on schedule.
