Our city has made the lithium battery and new materials industry the "No. 1 project" to promote the city's industrial development. Shehong seized the opportunity, clarified the direction, and made the construction of the core area of ​​China's lithium capital an important guideline for the high-quality development of the county economy.

"In recent years, we have come to a profound understanding that only by identifying advantages, digging deep into chains, and building clusters in regional and even national markets, and truly allowing characteristic industries to take the 'C position', can we support the leapfrog development of the county economy." Jiang Yuxin, secretary of the Shehong County Party Committee, said that through careful and detailed research and analysis, Shehong decided to make the creation of the core area of ​​​​"China's Lithium Battery Capital" as the main direction of development, and strive to create a cluster of characteristic and advantageous industries.

"We mainly base this idea on two aspects. One is that the lithium battery industry has broad development prospects, and the other is that Shehong's lithium battery industry has a relatively solid foundation." Jiang Yuxin said that at present, Shehong has 26 lithium battery-related industrial enterprises, and the upstream, midstream, downstream and supporting industries have formed a high degree of integration, becoming the most complete concentration area of ​​the lithium battery industry chain in the western region, with a designed production capacity of 97 billion yuan. From January to June this year, the output value reached 6.628 billion yuan, an increase of 17.4%, accounting for 29.7% of the county's industrial proportion above the designated size. Shehong will regard the lithium battery industry as the "No. 1 Project" for the county's industrial development, and will promote it with the strength of the whole county, striving to complete the construction and production of Shehong's lithium battery basic materials industry, complete the layout of lithium battery key materials, and fully mature the downstream application industry by the end of 2020.

Grasp the implementation and keep a close eye on the tasks and speed up the progress

Factor guarantee is the key to the park's infrastructure construction. At the southern end of Shehong Lithium Battery Industrial Park, excavators, loaders and trucks are carrying out excavation and backfilling operations in an orderly manner under the command of staff.

"As the main battlefield for the construction of the lithium capital, the county economic and technological development zone has made this work a top priority for the whole year." Wen Jiawu, secretary of the Party Working Committee and director of the Management Committee of the Shehong County Economic and Technological Development Zone, introduced that the Shehong County Economic and Technological Development Zone has accelerated the construction of the "lithium capital" infrastructure, adjusted land use planning, expanded the area and increased capacity since the beginning of the new year.

"From the first day of work after the Spring Festival, we have been goal-oriented and have broken down work tasks into every day." Chen Yuping, chairman of Shehong County Xincheng Company, which is responsible for infrastructure construction, said that in accordance with the work requirements of the county party committee, county government and the county economic development zone, the company started natural gas pipeline construction, site leveling and other work at the beginning of the year. The second and third phases of the lithium battery industrial park infrastructure construction projects will be implemented throughout the year. The park site will be leveled at about 500 acres, with a planned excavation of 2.28 million cubic meters, filling of 3.73 million cubic meters, and installation of 3 kilometers of pipelines. The total planned investment is 100 million yuan.

At the same time, the team building of the "Lithium Metropolis War" has also begun in full swing. Since February this year, Shehong has implemented the county-level leaders to personally link major projects and personally preside over weekly meetings. The battle is based on the battle plan, the construction period is reversed, and the problems exposed in the battle are solved in a problem-oriented manner. After receiving the task, Du Tingguo, director of the Economic and Science Bureau of Shehong County and director of the Lithium Battery Industry Development Promotion Bureau, immediately established a joint meeting system, integrated the forces of more than 10 departments, and established a special responsibility system for lithium battery projects... As of June this year, more than 300 people have participated in the "battle". Focusing on issues such as "finding the way to Shehong's lithium battery industry cluster", more than 30 "group battles" have been jointly launched, and the park's control detailed planning and planning environmental impact assessment have been adjusted, the functional layout has been optimized, and more three types of industrial land and environmental capacity space have been obtained, which has resolved the planning risks brought about by the phased layout of projects due to land shortages. The Shehong chapter of the "three lines and one list" has been revised and improved, and the environmental protection control risks that may be hidden in the future industrial layout have been straightened out. The domain name registration of China Lithium Capital was completed, and a promotional video of Shehong Lithium Battery was produced, which was done to fully promote the Shehong Lithium Battery Industry Cluster. As of the end of June, five listed companies such as Sichuan Luqiao and Shengtun Mining have been introduced to invest in the lithium battery industry; the second phase of the lithium battery industrial park has been fully started, and the third phase of the project has entered the construction unit bidding; an investment of 320 million yuan has been completed, and special debts of 1.5 billion yuan have been issued.

Planning a new chapter and promoting development around industry

We will accelerate the construction and production of the already started projects such as Froti's 20,000 tons of negative electrode materials, Shengtun's 60,000 tons of basic lithium salt phase I, and Xinlixiang's 50,000 tons of positive electrode materials phase I; we will make every effort to promote the construction of signed projects such as Jinyuan Environmental Protection's 200,000 tons of copper-containing solid waste comprehensive recycling and utilization project and Xinlixiang's 100,000 tons of ternary precursor project; in terms of project packaging and introduction, we will strive to sign and implement projects such as GMG's annual production of 200 tons of electronic-grade single-layer graphene project in Brisbane, Australia, Xinzhoubang Technology's annual production of 10,000 tons of lithium battery electrolyte, Xingyuan Material Technology's annual production of 200 million square meters of lithium battery separators, and China Tower Kaixin's annual production of 100,000 sets of lithium battery energy storage and replacement station equipment... In the second half of the year, Shehong's "lithium city war" will be more intense. Seizing the opportunity of the lithium battery industrial park being included in the province's characteristic industrial parks, Shehong will set sail with the wind to help high-quality enterprises such as Xinlixiang, Froti, Shengrui Lithium, and Lvxin Power to become bigger and stronger, and promote the industry as a whole to a new level.

"Shehong Lithium Battery Industrial Park is planned to be built in eight phases, and the current battle for the second and third phases has entered the deep water zone." Du Tingguo said that through planning around model innovation, project construction, and policy opportunities, Shehong has obtained two executive directors and five director units of the Sichuan Power Battery Recycling Industry Alliance, and successfully signed a comprehensive deepening strategic cooperation agreement with Tower Energy and Sichuan Road and Bridge; Shengtun Group's annual production of 60,000 tons of basic lithium salt project has also been successfully implemented; Langsheng New Energy's annual production of 50,000 tons of positive electrode materials, Shengwei Zhiyuan's annual production of 1,000 tons of metallic lithium materials and other key projects are accelerating the construction; Xinlixiang's annual production of 50,000 tons of positive electrode materials, Froti's annual production of 20,000 tons of artificial graphite negative electrode materials and other projects under construction are being implemented in full swing; Xinlixiang's annual production of 100,000 tons of ternary precursors, Jinyuan Environmental Protection's annual production of 200,000 tons of copper-containing solid waste comprehensive recycling and utilization and other projects have been approved. Up to now, Shehong has a total of 26 lithium battery companies, 42 settled projects, and 28 put into production projects.
