State Grid conducts four-level dispatching coordinated ubiquitous resource interactive response test for new energy consumption

China Energy Storage Network News: On October 1, the East China Branch of State Grid Corporation of China carried out a four-level dispatching coordinated interactive response test of ubiquitous resources for new energy consumption. Through the construction of ubiquitous dispatching control with multi-dimensional coordination of source, grid, load and storage, various ubiquitous resources of source, grid, load and storage were gathered, and ubiquitous adjustable resources were used to participate in the interactive response of the power grid, improve the grid regulation capacity, and promote the flexible consumption of new energy.

State Grid East China Branch selected Anhui Power Grid, where the situation of new energy consumption in East China was the most severe during the National Day holiday, as the experimental object. It monitored the operation of new energy in Anhui Power Grid through the control cloud platform, and tried to call on ubiquitously available peak-shaving resources at different time scales to consume new energy according to the situation.

The test was conducted at three time levels: weekly, day-ahead and intraday real-time adjustment. At the weekly planning level, when the State Grid East China Branch prepared the weekly power balance plan before the National Day, on the basis of the preliminary plan balance within the province, it gave full play to the role of the temporary party branch for promoting new energy consumption at the four levels of dispatching in the East China Power Grid, the province, the prefecture and the county, and built a new energy consumption mechanism based on the coordination of the four levels of dispatching to promote the flexible consumption of new energy. It also brought together the multi-level dispatching and adjustment resources of Anhui Provincial Dispatching, Suzhou Dispatching and Dangshan County Dispatching, and reduced the balance gap of new energy consumption in the Anhui Power Grid by 600,000 kilowatts. At the day-ahead level, the State Grid East China Branch launched the East China Regional Day-ahead Peaking Auxiliary Service Market on September 30th in response to the negative reserve gaps of 750,000 kilowatts, 400,000 kilowatts and 400,000 kilowatts in the Anhui Power Grid during the noon period of the new energy boom from October 1 to 3, and basically solved the negative reserve gap in Anhui by market means. For the estimated remaining 50,000 kilowatts of new energy consumption gap at noon on October 1, Anhui Province issued a ubiquitous resource response and regulation demand through the East China Power Grid Source, Grid, Load and Storage Resource Integrated Management Platform. The State Grid East China Branch responded to the successful matching of the power generation capacity reduction of 4,000 kilowatts in Tongli Smart Energy System in Jiangsu Province, which was connected and controlled in advance, and the charging load capacity increase of 2,000 kilowatts in Zhejiang Electric Vehicles through online closed-loop automatic matching.

On October 1, the actual temperature in Anhui was nearly 3 degrees Celsius higher than predicted, and the actual power load of the Anhui power grid was higher than predicted at noon that day, easing the pressure on new energy consumption. In order to verify the ability of ubiquitous dispatching resources to participate in system regulation, the State Grid East China Branch simulated the peak load negative standby demand of the Anhui power grid and online matched the changes in the real-time load regulation capabilities of the Tongli Smart Energy Body and the Yuhang Electric Vehicle Charging Station in Zhejiang Province, and carried out interactive responses. After matching and confirmation, the flexible regulation capabilities of resources such as energy storage and adjustable street lights of the Tongli Smart Energy Body were actually utilized to respond to increase the flexible power load by 2,600 kilowatts from 9:45 to 10:15 to assist the Anhui power grid in peak load regulation.
