In early June this year, the Ministry of Industry and Information Technology officially issued 5G commercial licenses to China Telecom, China Mobile, China Unicom, and China Broadcasting Corporation, marking that my country has officially entered the first year of 5G commercial use. Building a new network infrastructure, integrating a new generation of information and communication technologies, and opening up information arteries are of great strategic significance to the national development. From a global perspective, major economies have regarded 5G development as a "must-fight place", and South Korea, the United States, Switzerland, the United Kingdom and other countries have announced 5G commercial use. For China, steadily and efficiently promoting the development of 5G is a major opportunity for us to enhance our strategic competitiveness. The application of 5G technology will bring profound changes to platforms, technologies, networks and other aspects, and will deeply help economic and social development. The rules for the generation of the entire industrial chain and the entire ecological chain will also change as a result. General Secretary Xi Jinping pointed out: "We must bear in mind that the people's yearning for a better life is our goal, and constantly enhance the people's sense of gain, happiness, and security." In the 5G era, the people's yearning for a better life will be further transplanted onto the new infrastructure. The process of a new round of scientific and technological revolution and industrial transformation will be accelerated, and social productivity will leap forward again. 5G will provide people with a more comfortable, efficient, and low-consumption environment for their lives, which will have far-reaching significance for the national economy and people's livelihood.

Beijing is the national political center and the capital of the country. Grasping the initiative in 5G development is a new opportunity for Beijing's development. The Beijing Municipal Party Committee and the Municipal Government attach great importance to the development of the 5G industry. At the beginning of this year, they proposed to plan and build the "1551" project with the goal of achieving independent control of key core technologies, and to closely integrate and coordinate the five major application scenarios of autonomous driving, health care, industrial Internet, smart cities, and ultra-high-definition video with five major projects such as Beijing's sub-center, Beijing New Airport, 2019 Beijing Expo, 2022 Beijing Winter Olympics, and the upgrading and reconstruction project along Chang'an Avenue, so as to achieve 5G network coverage in the core functional area of ​​the capital, the sub-center of the city, important functional areas, and important places, build a high-end and high-tech 5G industrial system, based on the strategic positioning of the capital city, drive the comprehensive upgrading of the capital's new generation of information technology industry, and help the construction of the "four centers" functions.

To vigorously develop the 5G industry and realize the large-scale deployment of 5G commercial use, infrastructure construction is the guarantee and must be carried out first. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Beijing Municipal Communications Administration has not forgotten its original intention, kept its mission in mind, taken the initiative, always stood firm on the people's side, and regarded the people's yearning for a better life as its goal. It has resolutely implemented the work arrangements of the Ministry of Industry and Information Technology and the Beijing Municipal Party Committee and Municipal Government, strengthened overall planning, strictly managed construction, and organized Beijing's information and communications industry to actively work with relevant departments to promote the work, accelerate the layout of Beijing's 5G infrastructure network, support the development of Beijing's 5G industry and applications, and build a safe, harmonious and win-win digital economy development environment. With the joint efforts of the entire industry, Beijing's 5G infrastructure construction has made gratifying progress. As of the end of May, the tower company in Beijing has delivered a total of 4,983 5G sites to three basic operating companies, and the three basic telecommunications companies have completed the construction of 4,300 5G base stations. At present, the main coverage areas are the urban core area, Winter Olympics-related parks, the World Horticultural Exposition, Beijing Daxing International Airport and typical application sites. Beijing's information and communications industry, in light of the characteristics and actual conditions of the capital's super-large urban agglomeration and the features of 5G network construction, has strengthened overall planning and focused on solving issues related to 5G infrastructure construction standards, specifications and sharing. While actively playing a good role in industry coordination and fulfilling the main responsibilities of enterprises, it has actively sought support from relevant departments, and worked together between government and enterprises to create a friendly 5G development environment and effectively protect the rights and interests of users.

First, strengthen top-level design and use planning to guide and direct practice.

In 2018, the Beijing Communications Administration organized and established a 5G network construction leading group for the communications industry, with the director as the group leader and the deputy director in charge and the general manager of Beijing's basic telecommunications operators and tower companies as deputy group leaders. The leading group has an office composed of staff from the Beijing Communications Administration, basic telecommunications operators and tower companies, as well as experts from the China Academy of Information and Communications Technology and relevant companies. Each unit of the working leading group fulfills its main responsibilities, and the entire industry forms a joint force to jointly promote the construction of 5G infrastructure in Beijing.

The Beijing Municipal Communications Administration took nine months to listen extensively to the opinions and suggestions of relevant commissions, bureaus, basic telecommunications operators and tower companies, and took the lead in completing the "Work Plan for Accelerating the Construction of 5G Infrastructure" (hereinafter referred to as the "Work Plan"), which was submitted to the municipal government for review and officially issued as a document of the Municipal Government Office in April this year. This is both a mobilization order and a military order for the industry. After the release of the "Work Plan", the Beijing Municipal Communications Administration immediately convened a party group meeting to conduct a special study on how the industry should implement the "Work Plan", determine the work priorities and make every effort to promote it: First, in conjunction with the Municipal Planning and Natural Resources Commission, it organized the preparation of a special plan for 5G infrastructure; second, it worked with the Municipal Urban Management Commission to determine the selection of different types of lamp poles in different areas to carry out a pilot project to build 5G base stations using urban lamp poles; third, it worked with the Municipal Ecology and Environment Bureau to make arrangements for further filing of base station environmental impact registration forms; fourth, it convened a "Video and Telephone Conference on Mobilizing and Deploying to Accelerate the Construction of 5G Infrastructure" for the Beijing communications industry to further unify thinking and comprehensively deploy the implementation of the "Work Plan"; fifth, it stepped up publicity efforts throughout society, promoted the "Work Plan" through activities such as World Telecommunication and Information Society Day, and created a good working environment for the city's 5G infrastructure construction.

Second, strictly implement construction management and promote joint construction and sharing within and outside the industry.

The Beijing Municipal Communications Administration requires the entire information and communications industry in Beijing to unify its thinking, continuously improve its political stance, implement the requirements of relevant plans and programs, adhere to the principle of co-construction and sharing, establish an effective supervision mechanism, and fully promote the city's 5G infrastructure construction.

First, we should strengthen the co-construction and sharing within and between industries. In the process of building communication network infrastructure, there are problems such as difficulty in entering the market and charging resource occupation fees, which hinder the construction of communication infrastructure. We should adhere to the principle of co-construction and sharing, reasonably guide the competition within the industry and break down the barriers between industries. The Ministry of Industry and Information Technology and the State-owned Assets Supervision and Administration Commission recently jointly issued the "Implementation Opinions on Promoting the Co-construction and Sharing of Telecommunications Infrastructure in 2019" (hereinafter referred to as the "Implementation Opinions"), which clarified the principles of "planning first, demand-led, and market-oriented cooperation" for the construction of 5G base stations, encouraged the intensive use of existing base station sites and public facilities such as street lamp poles and monitoring poles, and various open and shared facilities, and promoted the co-construction and sharing of 5G base station sites. Beijing's information and communication industry resolutely implements the spirit of the "Work Plan" and the "Implementation Opinions". All enterprises will co-construct in new areas according to the plan, and existing areas will open up and share existing resources. At the same time, telecommunications companies will expand cooperation areas with industries such as electricity and railways, deepen cooperation levels, effectively reduce network construction costs, and promote two-way sharing and mutual openness of communication tower resources and tower resources such as street lamps, monitoring, and traffic signs. Municipal, public security, transportation and other departments at all levels are encouraged to open their social pole and tower resources to tower companies, and promote the joint construction, sharing and comprehensive utilization of various public infrastructure resources.
