Recently, the Guangdong Provincial Department of Housing and Urban-Rural Development issued the Guangdong Provincial Standard "Technical Regulations for the Construction of Electric Vehicle Charging Infrastructure" (hereinafter referred to as the "Regulations") Announcement, numbered DBJ/T 15-150-2018, which will be implemented from February 1, 2019.
The key contents of the regulations are as follows: 1. Comprehensive content and strong operability. Compared with relevant domestic standards, the "Regulations" covers various professional contents such as planning, construction, electricity, ventilation and air conditioning, water supply and drainage, and makes clear requirements for the entire construction process from planning, design to construction and acceptance. The content is more comprehensive and detailed, and it is highly operational.
2. The basic principles for the construction of electric vehicle charging infrastructure are clarified. The Regulations clearly state that the construction of electric vehicle charging infrastructure should be in accordance with the configuration requirements of relevant government documents, combined with the current technical status of the electric vehicle industry, taking into account future development, and conforming to the development trend of electric vehicle charging technology. The construction principle of combining the near and far and being moderately advanced should be achieved, so as to meet the development needs of new energy vehicles and avoid blind construction that causes investment waste.
3. Unified the technical measures and acceptance requirements for the power supply and distribution design of electric vehicle charging infrastructure. The "Regulations" provide clear requirements or solutions for the controversial issues of power supply and distribution system design, load calculation, selection of required coefficients, and reserved installation conditions in the current design process, striving to make the design more reasonable and the technical measures more unified. At the same time, the "Regulations" also clarify the operational acceptance requirements for the problem of how construction units should accept charging infrastructure.
Fourth, attach importance to fire safety issues and combine safety with development. The Regulations stipulates enhanced measures for fire protection in the construction of electric vehicle charging infrastructure, which reduces fire hazards and fire losses by reducing fire partitions, setting up fire protection units, strengthening fire protection measures, and controlling the impact range of electric vehicle fires. For the first time in China, it has put forward clear requirements for the fire protection design of electric vehicle charging infrastructure in a relatively complete manner. Although it will increase construction investment in the short term, it is conducive to reducing fire hazards and fire losses, and has certain social benefits.
