In order to further standardize the construction, operation and management of electric vehicle charging facilities in our city and promote the healthy and sound development of the industry, our bureau has drafted the "Dongguan Electric Vehicle Charging Facility Construction, Operation and Management Measures" (draft for comments) and is now soliciting public opinions.

Dongguan City Electric Vehicle Charging Facility Construction and Operation Management Measures

Chapter I General Provisions
Article 1 These Measures are formulated in order to further standardize the construction, operation and management of charging infrastructure for electric vehicles (hereinafter referred to as “charging facilities”) in Dongguan City and ensure the promotion and application of electric vehicles, in accordance with the Guiding Opinions of the General Office of the State Council on Accelerating the Promotion and Application of New Energy Vehicles (Guobanfa [2014] No. 35), the Implementation Opinions of the General Office of the People's Government of Guangdong Province on Accelerating the Promotion and Application of New Energy Vehicles (Yue Fu Ban [2016] No. 23), the Notice of the Development and Reform Commission of Guangdong Province on Issuing the Guangdong Electric Vehicle Charging Infrastructure Plan (2016-2020) (Yue Fagai Neng Dian [2016] 632), the Notice of the Development and Reform Commission of Guangdong Province on Issuing the Measures for the Construction, Operation and Management of Electric Vehicle Charging Infrastructure in Guangdong Province (Yue Fagai Neng Dian [2016] 691), the Notice of the Office of the People's Government of Dongguan City on Issuing the 13th Five-Year Plan for the Development of New Energy Vehicle Industry in Dongguan City (Dong Fu Ban [2017] No. 96), and the Notice on Issuing the 13th Five-Year Plan for Electric Vehicle Charging Infrastructure in Dongguan City (Dong Fagai [2017] No. 492).
Article 2 These Measures apply to the planning, investment, construction, operation, management and other related activities of charging facilities within the administrative area of the city; matters not specified in these Measures shall be implemented in accordance with the relevant provisions of the "Guangdong Province Electric Vehicle Charging Infrastructure Construction and Operation Management Measures".
Chapter II Planning Management
Article 3 Strengthen the planning guidance of charging infrastructure, formulate and implement the electric vehicle charging infrastructure planning, supporting power grid construction and renovation planning, incorporate the construction and renovation of charging facilities and supporting power grids and other related ancillary and supporting facilities into the urban master plan, land use master plan, road network planning, etc., and systematically and scientifically build a charging infrastructure system that is moderately advanced, reasonably laid out, efficient and open.
Article 4: 100% of the parking spaces in newly built residential communities shall be equipped with charging facilities or reserved charging facility installation interfaces, and the number of non-fixed property parking spaces equipped with charging facilities shall not be less than 25% of the total parking spaces. Existing residential communities shall actively promote electrification transformation in combination with existing parking lots and road parking spaces, and carry out capacity expansion and transformation of supporting power supply facilities for special fixed parking spaces in the manner of "one meter and one parking space", and gradually transform or install charging infrastructure at a ratio of not less than 10% of the total parking spaces. In principle, new commercial service buildings, tourist attractions, transportation hubs, public parking lots, road parking spaces and other places shall be equipped with charging facilities or reserved charging facility installation conditions (including pre-buried power pipelines and reserved power capacity) at a ratio of not less than 25% of the total parking spaces, and the construction of three-dimensional parking and charging integrated facilities is encouraged. Existing large public institution parking lots and social public parking lots shall be gradually transformed or equipped with infrastructure at a ratio of not less than 20% of the total parking spaces. Give full play to the enthusiasm of vehicle manufacturers, bus operators, bus stations and other units, and build pure electric bus charging infrastructure based on existing and planned bus terminals, bus night turnarounds or suitable locations around them. Companies selling new energy buses in our city must provide charging services that meet the operating needs of the buses they sell. In principle, new highway service areas and gas stations with conditions should be equipped with charging piles or reserved charging facility interfaces at a ratio of no less than 20% of the total number of parking spaces. All gas stations, highway service areas, etc. that meet safety conditions should achieve full coverage of charging facilities. Encourage and support the layout and construction of charging piles using street light networks, metered parking spaces, public parking spaces, and spaces under urban road bridges.
Article 5 The construction of bus charging stations must be carried out in accordance with the special plan during the project implementation period. In order to make full use of limited power grid resources and avoid vicious competition, the service radius is determined in combination with the charging station power capacity and the number of charging piles and other station service capabilities:
(i) If the capacity of the dedicated transformer of the charging station is above 1600kVA, the number of charging piles is greater than or equal to 10, and the power of a single pile is not less than 60kW, the straight-line distance between adjacent bus charging stations should not be less than 2 kilometers;
(ii) If the capacity of the dedicated transformer for the charging station is greater than or equal to 2400kVA, the number of charging piles is greater than or equal to 20, and the power of a single pile is not less than 60kW, the straight-line distance between adjacent bus charging stations should not be less than 4 kilometers.
For existing or newly added bus stations, if there is a real need and there are no service objects or the service scope overlaps with the adjacent bus charging stations within the service radius, and the adjacent bus charging stations cannot meet the corresponding charging service needs, they can cooperate with the adjacent existing bus charging stations to expand the service network.
Chapter III Investment, Construction and Operation Management
Article 6 Investment in charging facilities shall be open to all types of investment entities in a fair and uniform manner, and power grid companies or their affiliated companies shall actively play a demonstration and leading role.
Article 7 For enterprises that invest and operate electric vehicle charging facilities, the Municipal Development and Reform Department accepts filing applications all year round and publishes the list of registered electric vehicle charging facility operating enterprises to the public through the Municipal Development and Reform Department website. Electric vehicle charging facility investment and operation enterprises that apply for filing shall meet the following conditions:
(1) An enterprise registered in Dongguan City with independent legal personality, with a registered capital of no less than RMB 10 million, and whose business scope includes investment and operation of pure electric vehicle charging facilities;
(2) Having necessary operating sites in this city;
(III) The company shall have no fewer than 10 regular employees, of which no fewer than 5 employees shall hold special operation operation certificates (electrician certificates), and shall be able to provide proof of the company's continuous social security payments for no less than three months;
(IV) Having a sound investment, operation and management system for charging facilities;
(V) Able to complete the construction of charging facilities with a total power of no less than 6,000 kW within one year, and commit that the charging facilities it invests in will operate normally for more than three years.
(VI) The investment and operation of charging facilities shall comply with national, industry and local standards on charging facilities and be open to the public.
Article 8 Investment in charging facilities shall not be subcontracted in principle. For public charging facilities that provide charging services to public vehicles, the investor shall, in principle, start construction within 45 days after signing the investment agreement and obtaining the project investment, construction and operation rights.
Article 9: In principle, the owners' committee (or the management unit authorized by the owners' meeting) should agree and provide necessary assistance to the owner or long-term lessee (lease period of one year or more) of a fixed parking space to build charging facilities in residential areas. The construction behavior of the long-term lessee should comply with the "Contract Law of the People's Republic of China" and relevant national, provincial and municipal regulations. Property service companies must cooperate with the owner or the construction unit entrusted by them, provide drawings and materials in a timely manner, actively cooperate with and assist in on-site investigations and construction, and must not obstruct the legitimate construction needs of charging facilities. In the case of non-cooperation with reasonable charging facility construction requirements after verification, the relevant municipal and town departments should promptly write to the municipal housing management department for filing, and the cooperation of property service companies in the construction of charging facilities will be a necessary condition for the next stage of property filing inspection or relevant qualification review.
