China Energy Storage Network News: Summary and interpretation of the latest national energy internet policies in 2018

At present, the concept of "Energy Internet" has attracted great attention both at home and abroad. It is generally believed that Energy Internet (or "Internet +" Smart Energy) does bring some opportunities for the development of the energy industry. Simply put, Energy Internet is a new energy utilization system with the power system as the core, centralized and distributed renewable energy as the main energy units, relying on real-time and high-speed two-way information data interaction technology, covering coal, oil, natural gas, road and rail transportation and other types of network systems.

In July 2015, the State Council issued the Guiding Opinions on Actively Promoting the "Internet +" Action, which used a special chapter to explain "Internet + Smart Energy" and outlined the roadmap for the development of the energy Internet. Since then, the State Council and various departments have successively issued several policies to promote the development of the energy Internet industry:

On February 24, 2016, the National Development and Reform Commission, the National Energy Administration, and the Ministry of Industry and Information Technology issued the "Guiding Opinions on Promoting the Development of "Internet +" Smart Energy". This opinion is hailed as the top-level design of the energy Internet and has received attention from all walks of life since its release.

The Guiding Opinions pointed out that the Energy Internet is a new form of energy industry development, and related technologies, models and formats are in the exploratory development stage. In order to promote the healthy and orderly development of the Energy Internet, it will be promoted in two stages in the near and medium term, with pilot demonstrations in the early stage and promotion and application in the later stage to ensure practical results.

In 2017, the government's support policies for the energy internet mainly focused on grasping the development direction and encouraging project pilots. In the future, in order to regulate the energy internet-related industries, the policy orientation in 2018 and beyond will be clearer: on the one hand, there will be horizontal integration of the energy internet industry, with electricity as the link, to achieve the interconnection and mutual integration of various energy types such as coal, oil, and natural gas; on the other hand, there will be vertical integration, guided by user needs, to fully realize the coordinated optimization of the upstream and downstream industries of the energy internet.

Summary and interpretation of the latest energy internet policies in various provinces and cities in 2018

With the continuous implementation of policies such as "Energy Revolution" and "Internet +" smart energy, the energy Internet industry in China has exploded with great energy. Provincial and municipal governments across the country have launched or are working hard to formulate relevant policies, vying to catch the express train of the energy Internet industry.

At present, except for the Tibet Autonomous Region, the remaining 30 provinces and cities have mentioned the promotion of energy Internet development in their energy development plans, "Internet +" implementation opinions and other policies. Among them, 21 provinces and cities have explicitly encouraged the development of "Internet +" smart energy in the "13th Five-Year Plan" for energy development; Chongqing City has required the promotion of "Internet +" smart energy development in the "13th Five-Year Information Plan for Chongqing City"; Shaanxi Province, Qinghai Province, and Xinjiang Province have pointed out the use of the Internet to improve energy efficiency in their "Internet +" implementation opinions.
