China Electric Power News: The National Energy "13th Five-Year Plan" proposes to build a clean, low-carbon, safe and efficient modern energy system, among which the construction of "Internet +" smart energy (energy Internet) is an important content. It is currently the first anniversary of the launch of the energy Internet policy document. Based on the current development situation, what are your feelings?
Wang Yusuo: Energy Internet brings at least two major changes. First, it is necessary to transform the energy supply and demand pattern, break the energy silos and facility islands, take clean and efficient distributed energy as the core, and support the integrated energy network with coordinated operation of electricity, gas and heat to build a new regional energy system with multi-energy integration, intensive sharing and intelligent interconnection. Second, it is necessary to build an open and efficient market, promote the diversification of market players, transaction diversification and intelligent operation mode through institutional reform and new technology application, establish a multi-party participation, equal openness, full competition, flexible and efficient energy market trading system, and fully release market vitality.
Over the past year, demonstration policies such as "Internet +" smart energy, multi-energy complementary integrated optimization, etc. have been continuously introduced, and the reform of the power system has been promoted nationwide, and market vitality has been stimulated to a certain extent. However, due to deep-seated institutional obstacles and extensive and single industrial operation models, the development of energy Internet is still subject to certain constraints. The main problems are: First, it is difficult to implement the liberalization of the mixed regional distribution business, which restricts the implementation of energy Internet projects. Second, the current power sales model is extensive and inefficient, and it is difficult to fully release market vitality. Third, at this stage, ordinary power sales companies do not have the right to settle electricity bills, which hinders the rapid development and value release of power sales entities.
China Electric Power News: What suggestions do you have regarding the issue of increasing storage in mixed areas?
Wang Yusuo: I suggest that we encourage the adoption of multiple models such as mixed ownership, open up the distribution business in the mixed areas of energy storage, and further remove institutional barriers to the development of the energy Internet. First, we should select mixed development zones and industrial parks with large energy consumption, good load matching, and high grid optimization value, set up reform pilots, and encourage the park management committee, power grid company, gas company, heat company and energy service companies with technological advantages to form regional comprehensive energy operators in the form of mixed ownership, build and operate a comprehensive energy network covering distribution network, gas network, and heat network, and promote the effective implementation of the energy Internet. Second, for mixed industrial blocks with large redundancy of distribution facilities and good complementary energy characteristics, relevant policies should be introduced to encourage neighboring entities to share distribution facilities on the premise of ensuring the safe operation of the power grid, promote the optimal allocation and intensive utilization of resources, and promote the improvement of the utilization efficiency of energy facilities.
China Electric Power News: Some people believe that at present, power sales companies generally remain at the level of simple power purchase and sales, and it is difficult to fully unleash the optimization and improvement of the use, production, storage and other links. What do you think?
Wang Yusuo: This requires the construction of a basic system of energy big data, the introduction of supporting policies, and the promotion of the upgrading of the electricity sales model to a high-end one. Specifically, the first is to establish a comprehensive collection and safe sharing mechanism for energy big data, take the opportunity of the power system reform, start from the enterprises participating in the electricity sales market, promote industrial and commercial enterprises to carry out the collection and sharing of data on multiple energy categories and various energy use links, and realize the safe sharing of energy data of government departments and public utilities, laying the foundation for the upgrading of the electricity sales model. The second is to introduce fiscal, tax, financing and other policies to support a group of electricity sales companies with a good technical foundation to carry out lean purchase and sales of electricity based on energy big data, provide customers with energy efficiency diagnosis, energy supply and use optimization and other diversified services, drive electricity sales companies to upgrade to the "electricity sales + value-added service" model, and simultaneously cultivate supporting industries such as energy big data equipment manufacturing, consulting services, and platform product development to support the high-quality development of my country's energy Internet market system.
China Electric Power News: It is a real problem that ordinary power sales companies do not have the right to settle electricity bills. What suggestions do you have for this?
Wang Yusuo: I suggest optimizing and adjusting the electricity fee settlement mechanism, establishing and improving the transaction fund security mechanism, and accelerating the construction of the power market credit system. In this regard, I have the following three thoughts: First, adjust the transaction electricity fee settlement mechanism. Regardless of whether it has distribution network assets, the power sales company should directly settle electricity fees and issue invoices for users in a market-oriented manner to promote the rapid development of power sales entities. Second, establish and improve the transaction electricity fee fund security mechanism, adopt a variety of methods such as deposits, asset mortgages, and third-party guarantees to effectively constrain the behavior of power sales companies and increase the cost of default. Third, accelerate the construction of the power market credit system, formulate flexible deposits and other credit incentive mechanisms, and implement blacklists and other credit punishment mechanisms to promote the trustworthy operation of power sales companies and promote the safe and healthy development of the power market.
