On December 22, Tongcheng Municipal Party Committee Secretary Liu Zhonghan, Mayor Lu Yingping, and Municipal People's Congress Standing Committee Chairman Wang Zhiyi met with relevant persons in charge of the Tongcheng Pumped Storage Power Station Project Preparatory Office of State Grid Xinyuan Company. On the same day, the preliminary preparatory work of the project started, marking that the Tongcheng Pumped Storage Power Station project officially entered the substantive start-up stage.
Liu Zhonghan pointed out during the meeting: The Tongcheng Pumped Storage Power Station project has been planned for a long time. It is a major project that the municipal party committee and government have been promoting with all their efforts in recent years. It has a solid social foundation, mass foundation and work foundation. All relevant departments at all levels should work hard, actively cooperate and go all out to ensure that a high-quality project recognized by the society, assured by the government and satisfied by the masses is completed as soon as possible, and the project benefits are brought into play as soon as possible.
It is understood that pumped storage power stations have the advantages of flexible startup and fast regulation speed. They are mature in technology, reliable in operation and relatively economical peak-shaving power and energy storage power sources. The Tongcheng Pumped Storage Power Station project has been included in the State Grid Corporation's "13th Five-Year Plan" construction plan. It is expected to complete the feasibility study in 2018 to ensure that the project will be officially started in 2019. This is also the second largest pumped storage power station in the province, which will undertake the backup tasks of peak-shaving, valley-filling, and frequency regulation in the Anhui power system.
The Tongcheng Pumped Storage Power Station project is located in Yangshu Village, Tangwan Town (upper reservoir) and Wanghe Village, Huangjia Town (lower reservoir). It is planned to build four 300,000-kilowatt reversible pump-turbine generator sets, as well as upper and lower reservoirs, water delivery systems, underground plant buildings and other buildings. The total investment is about 6.7 billion yuan (calculated based on the 2013 price index). The total construction period is 70 months, and the annual tax revenue will reach 100 million yuan.
It is reported that the project will build a 9.2-kilometer road from the lower reservoir dam site through the Guniubei Reservoir Management Office to Tongqian Road, an 800-meter tunnel, and renovate and expand the existing Tongqian Road by 8.8 kilometers. It will greatly improve Tongcheng’s road infrastructure and improve the network system; it will greatly promote the development of local tourism resources, integrate industrial science and popularization tourism with Tongcheng’s natural and cultural tourism resources, form characteristic tourist attractions, drive economic growth, accelerate poverty alleviation in mountainous areas, and promote the optimization and adjustment of the industrial structure in mountainous areas.
