"2016 China Electricity Theme Day" event held in Beijing

China Energy Storage Network News: On July 26, 2016, in commemoration of the 134th anniversary of China's electricity supply, the "2016 China Electricity Theme Day" event jointly organized by the China Electricity Council and China Huaneng Group was held at Huaneng Beijing Thermal Power Co., Ltd. The event was themed "Innovation Drives Wisdom Sharing" and focused on promoting and displaying to all sectors of society the achievements made by China's power industry in the "12th Five-Year Plan" in transforming development methods, contributing clean energy, innovating technological concepts, and creating smart life.

Zheng Zhajie, deputy director of the National Energy Administration, and Yang Kun, executive vice president of the China Electricity Council, attended the event and delivered speeches. Yu Chongde, full-time vice president and secretary general of the China Electricity Council, presided over the meeting. Representatives of State Grid Corporation of China, Huaneng Group, Three Gorges Group, China General Nuclear Power Group, China Power Construction Group, Zhejiang Energy Group and other enterprises made speeches on the innovative development and shared development of the "12th Five-Year Plan" and the development ideas of the "13th Five-Year Plan".

The event summarized the achievements of the power industry in innovative development and shared development during the 12th Five-Year Plan period. First, the power industry has made a new leap in scientific and technological innovation. 1000 kV UHV AC transmission technology and ±800 kV UHV DC transmission technology have been widely used, and 9 UHV projects of "three AC and six DC" have been completed. Important progress has been made in the construction of smart grids. The Sino-Singapore Tianjin Eco-City Smart Grid Comprehensive Demonstration Project, Zhangbei National Wind and Solar Storage and Transmission Demonstration Project, and Shenzhen Megawatt-level Lithium-ion Battery Energy Storage Demonstration Project have been put into operation one after another; the completion of the flexible DC transmission technology demonstration projects in Nan'ao, Guangdong, Zhoushan, Zhejiang, and Xiamen, Fujian, marks that my country's key technologies for flexible DC transmission have reached the world's leading level. The "Hualong One" third-generation pressurized water reactor technology demonstration project and the world's first commercial high-temperature gas-cooled reactor demonstration project have started construction, and the research and development of CAP1400 nuclear power technology has been basically completed. Million-kilowatt ultra-supercritical units and ultra-low emission coal-fired power generation technologies are widely used; million-kilowatt secondary reheat coal-fired power generation units, 600,000-kilowatt supercritical circulating fluidized bed boiler (CFB) units, 800,000-kilowatt hydropower units, 250,000-kilowatt integrated gasification combined cycle (IGCC) demonstration power stations, and 100,000-ton carbon dioxide capture device demonstration projects have been put into operation. 3MW wind turbines are widely used, and large-scale photovoltaic development and utilization technology has made important progress. Second, new achievements have been made in the management innovation of power companies. During the "12th Five-Year Plan" period, power companies further improved the modern enterprise system, strengthened management innovation, implemented group operations and integrated management, optimized and adjusted business layout and management structure, continuously improved scientific decision-making and company control levels, and significantly improved management efficiency and operating benefits. Third, new breakthroughs have been made in the green and low-carbon development of electricity. During the "12th Five-Year Plan" period, a total of 270 million kilowatts of non-fossil energy power generation capacity was added, accounting for about 40% of the world's new non-fossil energy power generation capacity. At the end of 2015, my country's non-fossil energy power generation capacity was 530 million kilowatts, accounting for 34% of the country's total installed capacity, up from 25% in 2010 to 34% in 2015. The proportion of power generation capacity in the eastern region dropped from 42% to 38%. Energy conservation and emission reduction have achieved remarkable results. 400 million kilowatts of existing coal-fired units have been transformed into energy-saving units, and 140 million kilowatts have been transformed into ultra-low emission units. The average standard coal consumption of thermal power units is 315 grams per kilowatt-hour, reaching the world's advanced level. At the end of the 12th Five-Year Plan, my country's desulfurization units accounted for nearly 100%, and denitrification units accounted for about 92%. The emissions of sulfur dioxide and nitrogen oxides decreased by 4.25 million tons and 5.01 million tons respectively, exceeding the goals of the 12th Five-Year Plan. Fourth, new achievements have been made in the construction of power informatization. During the 12th Five-Year Plan, power companies have deepened the integration of industrialization and informatization, and the level of enterprise informatization management has been continuously improved, laying the foundation for the construction of smart enterprises. The power grid company has built the world's largest power communication network and created the world's largest group information system, reaching the world's advanced level. Power generation enterprises and power construction enterprises have established their own information systems, and all business links and work processes have basically been informatized. Fifth, new achievements have been made in the development of power sharing. In 2015, the problem of electricity access for people without electricity was fully solved. The average annual power outage time for urban users has been reduced from more than 10 hours to less than 5 hours, and the average annual power outage time for rural users has been reduced from more than 30 hours to nearly 10 hours, achieving a significant improvement in power supply capacity and service level.

Zheng Zhajie pointed out that during the 13th Five-Year Plan period, hydropower and nuclear power construction will be actively promoted. The focus of coal-fired power development will be energy conservation and emission reduction upgrades and transformation, and the "three batches" policy will be coordinated to regulate the start-up and production of coal-fired power. The focus of new energy is to accelerate the development of distributed wind power and distributed photovoltaic power generation. The focus of power grid construction is to develop distribution networks, especially smart grids.

Zheng Zhajie emphasized that system optimization is the core issue of the "13th Five-Year Plan" power development. It is necessary to establish a systematic, comprehensive and coordinated concept, do both addition and subtraction, and do everything possible to improve system efficiency and economic and social benefits. The development layout of wind and photovoltaic power will also shift from being mainly in the "Three Norths" to being mainly in the central and eastern regions, vigorously develop distributed wind power, and give priority to supporting distributed photovoltaic and "photovoltaic +" diversified applications.

Zheng Zhajie said that the 13th Five-Year Plan energy plan and power plan are about to be released. The development of the power industry must follow the requirements of the two plans, actively promote supply-side structural reforms, focus on improving quality, efficiency and upgrading, and transform from extensive expansion to relying on innovation and deepening reforms to drive development.

The event looked forward to the prospects of innovative development and shared development of the power industry during the 13th Five-Year Plan. Everyone believed that during the 13th Five-Year Plan, the power industry should be guided by the new development concept of "innovation, coordination, green, openness and sharing", and focus on changing the development mode and improving the quality of development, and strive to build a clean, low-carbon, safe and efficient modern power system. First, we must strengthen overall coordination, form a system and mechanism conducive to innovation, continue to strengthen major technological breakthroughs, continuously promote industry standard innovation, actively innovate development models and business models, and further strengthen international production capacity cooperation. Second, we must actively promote the development of "Internet +" smart energy, make full use of information technology and big data analysis methods represented by "Internet" and "cloud computing", improve the quality of energy supply side, and lead the transformation of power demand side. Third, we must accelerate the construction of my country's energy Internet, play a demonstration and leading role in building a global energy Internet; actively promote the development of the global energy Internet, and gradually realize the globalization of energy production, allocation, and trade. Fourth, we must insist that the fruits of development be shared by the people, establish a benefit-sharing mechanism in which everyone participates, everyone does their best, and everyone enjoys the benefits, increase the development and utilization of energy locally, combine power development with poverty alleviation, the development of local strategic emerging industries, and local social and economic development, so that the fruits of power development benefit the entire society and people at all levels.
