China Energy Storage Network News : The final draft of the "National Energy Internet Action Plan", which had been hotly discussed in the industry and is about to be released, was finally released on February 29 under the title "Guiding Opinions on Promoting the Development of "Internet +" Smart Energy".

This "Guiding Opinions" is praised by the industry as the top-level design of the Energy Internet, and it also seems to indicate that 2016 will be the first year of the Energy Internet.

The Guiding Opinions pointed out that in the new round of global scientific and technological revolution and industrial transformation, the deep integration of Internet concepts, advanced information technology and energy industry is promoting the rise of new technologies, new models and new formats of energy Internet. Energy Internet is an important strategic support for promoting my country's energy revolution. It is of great significance to increase the proportion of renewable energy, promote the clean and efficient use of fossil energy, improve the overall efficiency of energy, promote the opening of energy market and industrial upgrading, form new economic growth points and enhance the level of international energy cooperation.

Setting two development stages for the Energy Internet

The Guiding Opinions believe that the technologies, models and formats related to the energy internet are all in the exploratory development stage. Based on this judgment, the Guiding Opinions plan that the energy internet will be promoted in two phases in the near and medium term, with pilot demonstrations carried out in the early stage and promotion and application in the later stage to ensure effectiveness.

Among them, the first stage is from 2016 to 2018, focusing on promoting the pilot demonstration work of energy internet: building a number of pilot demonstration projects of different types and sizes; mastering a number of major key technologies and core equipment, and the energy internet technology reaches the international advanced level; initially establishing the energy internet market mechanism and market system; initially building the energy internet technology standard system, forming a number of key technical specifications and standards; giving birth to a number of emerging business forms such as energy finance and third-party integrated energy services; cultivating a number of competitive emerging market players; exploring a number of sustainable and replicable development models; and accumulating a number of important reform pilot experiences.

The second stage is from 2019 to 2025, during which efforts will be made to promote the diversified and large-scale development of the Energy Internet: initially build an Energy Internet industrial system, which will become an important driving force for economic growth; establish a relatively complete Energy Internet market mechanism and market system; form a relatively complete technology and standard system and promote its internationalization, leading the development of the world's Energy Internet; form an open and shared Energy Internet ecological environment, with significantly improved comprehensive energy efficiency, significantly increased proportion of renewable energy, positive progress in the clean and efficient use of fossil energy, and a significant increase in public participation, which will strongly support the revolution in energy production and consumption.

In order to promote the healthy development of the energy internet, the "Guiding Opinions" put forward 10 multi-dimensional key tasks, including promoting the construction of intelligent energy production and consumption infrastructure, strengthening the construction of multi-energy coordinated integrated energy networks, promoting the deep integration of energy and information and communication infrastructure, creating an open and shared energy internet ecosystem, developing new models of energy storage and electric vehicle applications, developing new models of smart energy use, cultivating flexible green energy trading market models, developing energy big data service applications, promoting key technology research of the energy internet, and building an internationally leading energy internet standard system.

Distributed energy development will become more popular

In the industry's view, some of the contents of the "Guiding Opinions" are now being implemented in full swing.

For example, under the item of "promoting the intelligent production of renewable energy", the Guiding Opinions encourage the construction of facilities such as smart wind farms, smart photovoltaic power stations, and smart operation cloud platforms based on the Internet to realize the intelligent production of renewable energy. Encourage the construction of comprehensive energy utilization infrastructure such as trigeneration, heat pumps, and industrial waste heat and pressure utilization on the user side, promote the coordinated development of distributed renewable energy and natural gas distributed energy, and improve the comprehensive utilization level of distributed renewable energy. Promote the coordinated production of renewable energy and fossil energy, and promote the clean replacement of inefficient fossil energy such as scattered coal burning. Build access facilities and support systems such as metering, trading, and settlement for renewable energy to participate in the market.

Wang Hong, president of Risen Energy Co., Ltd., said: "Distributed energy must be an important part of the energy internet, and distributed photovoltaics is the best solution for distributed energy. The national level attaches so much importance to the development of the energy internet, which will inevitably force the development of distributed energy."

At the same time, under the item of "Developing new models of energy storage and electric vehicle applications", the "Guiding Opinions" pointed out that we must make full use of renewable energy resources such as wind energy and solar energy, and build new energy charging and discharging stations and other infrastructure in cities, scenic spots, highways and other areas according to local conditions, provide electric vehicle charging and discharging, battery replacement and other services, and realize the coordinated and optimized operation of electric vehicles and new energy.

As for the most critical "promoting the research and development of key technologies for the energy Internet", the "Guiding Opinions" propose to support the research and development of core equipment for the energy Internet, support the research and development of key technologies for information-physical systems, and support the research and development of key technologies for system operation and transactions.

In addition, the Ministry of Science and Technology recently issued the "Notice on the Release of the 2016 Project Application Guidelines for Key Special Projects such as High Performance Computing under the National Key R&D Program", and the first batch of 10 key R&D projects launched included "Smart Grid Technology and Equipment".

According to relevant documents, the "Smart Grid Technology and Equipment" project will focus on 23 key research tasks in five innovation chains (technical directions): large-scale renewable energy grid connection and consumption, flexible interconnection of large power grids, interactive power consumption by multiple users, distributed energy supply and microgrids with complementary multi-energy sources, and basic support technologies for smart grids. The implementation period of the project is 5 years (2016-2020).
